ABSTRACT The purpose of this paper is to help fisheries officials better understand the cultures of small- scale fishing communities.By doing so they will be better prepared to develop more successful management policies and practices, and to help people in such communities to have more decent lives.The paper discusses cultural characteristics of small -scale fishing communities that are particularly important for fisheries officials to understand.Methods which might help fisheries managers to obtain trustworthy and reliable information about fishing cultures in an ethical manner are also suggested, including methods for rapidly acquiring important information while working within tight budgetary and time constraints. PURPOSE AND INTRODUCTION The purpose of this paper is to help fisheries officials better understand the cultures of small - scale fishing communities.By doing so they will be better prepared to develop more successful management policies and practices, while helping people in fishing communities to have more decent lives. Nearly 95% of the world's fishers are small -scale fishers, and collectively they harvest nearly half of the world's fish catch that is designated for human consumption. ABSTRACT Following twenty-five years of civil war between the Sri Lankan government troops and the Liberation Tigers of Tamil Eelam (LTTE), a ceasefire was called in February 2002. This truce is now on the point of collapse, due to a break down in talks over the post-war administration of the northern and eastern provinces. These instabilities have lead to conflicts within the insurgent ranks as well as political and religious factions in the south. This thesis centres on how the anguish of war and its unresolved aftermath is being communicated among Tamils living in the northern reaches of Sri Lanka.

    UNLIKELY COSMPOLITANS: MIGRATION AND MORALITY AMONGST SRI LANKAN CATHOLICS A Dissertation Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy by Bernardo Enrique Brown August, 2013 © 2013 Bernardo Enrique Brown ii UNLIKELY COSMOPOLITANS: MIGRATION AND MORALITY AMONGST SRI LANKAN CATHOLICS Bernardo Enrique Brown, Ph.D. Cornell University, 2013 Sri Lankan Catholic families that successfully migrated to Italy encountered multiple challenges upon their return. Although most of these families set off pursuing very specific material objectives through transnational migration, the difficulties generated by return migration forced them to devise new and creative arguments to justify their continued stay away from home. This ethnography traces the migratory trajectories of Catholic families from the area of Negombo and suggests that – due to particular religious, historic and geographic circumstances– the community was able to develop a cosmopolitan attitude towards the foreign that allowed many of its members to imagine themselves as ―better fit‖ for migration than other Sri Lankans. But this cosmopolitanism was not boundless, it was circumscribed by specific ethical values that were constitutive of the identity of this community. For all the cosmopolitan curiosity that inspired people to leave, there was a clear limit to what values and practices could be negotiated without incurring serious moral transgressions. My dissertation traces the way in which these iii transnational families took decisions, constantly navigating between the extremes of a flexible, rootless cosmopolitanism and a rigid definition of identity demarcated by local attachments. Through fieldwork conducted between January and December of 2010 in the predominantly Catholic region of Negombo, I examine the work that transnational migrants did to become moral beings in a time of globalization, individualism and intense consumerism.

Ornamenting Fingernails and Roads: Beautification and the Embodiment of Authenticity in Post-War Eastern Sri Lanka Abstract In post-conflict Sri Lanka, communal tensions continue ot be negotiated, contested, and remade. Color codes virtually every aspect of daily life in salient local idioms. Scholars rarely focus on the lived visual semiotics of local, everyday exchanges from how women ornament their nails to how communities beautify their open—and sometimes contested—spaces. I draw on my ethnographic data from Eastern Sri Lanka and explore ‘color’ as negotiated through personal and public ornaments and notions of beauty with a material culture focus. I argue for a broad view of ‘public,’ which includes often marginalized and feminized public modalities. This view also explores how beauty and ornament are salient technologies of community and cultural authenticity that build on histories of ethnic imaginaries.

These efforts require examination, as they integrate Indigenous cultural material and guidance into what has been a largely Euro-Western-centric domain of education. Postcolonial computing theory provides a lens through which this integration can be investigated, connecting technological development and education disciplines within the parallel goals of cross-cultural, cross-colonial humanitarian development.

By situating the arch within its socio-historical context and acknowledging the political identity of Oea and nearby towns, this article shows that the arch at Oea far surpassed nearby contemporary arches in style, material, and execution. Further, this article demonstrates that the arch was a key element in Oea’s Roman identity. Finally, the article bridges disciplinary boundaries by bringing together art historical analysis with the concepts of euergetism, Roman civic status, and inter-city rivalry in the Roman Empire.

    Artisanal fisheries in the SE Brazilian coast: using fisher information towards local management A. Begossi Nepam Unicamp, CP 6166, Campinas, S.P. 13081-970, Brazil Abstract Coastal artisanal fisheries in SE Brazil are located close to huge urban centers, such as Rio de Janeiro and São Paulo cities. Many of these fisheries are also adjacent to Atlantic Forest remnants. The growth of tourism, and associated recreational fishing, along with pollution in the coastal waters, increased the chances of impact on species and on artisanal fishing. Some fish species are located close to shore, such as species of Serranidae (groupers, such as Epinephelus and Mycteroperca) and seem vulnerable to the impact from fishing and from pollution. Other species, such as from the family Centropomidae (snooks, Centropomus spp.) are found in estuarine environments, and are also a target of recreational fishers, being subject to pollution coming from coastal rivers. In order to have more information on fishing for species of Serranidae and Centropomidae, I marked the fishing spots used by artisanal fisheries in different communities found in the SE Brazilian coast. The spots were marked using GPS Garmin III and V and Magellan. Maps of the fishing spots used to catch Serranidae and Centropomidae were drawn (103 fishing spots for groupers and 36 for snooks). Such maps are based on local fisher information, and they show the area used to fish the Serranidae and Centropomidae. Such data are important to designate areas for artisanal fisheries, and to evaluate the pressure on species of Serranidae and Centropomidae.     Article CASTE: A Global Journal on Social Exclusion Vol. 1, No. 1, pp. 51–70 February 2020 brandeis.edu/j-caste ISSN 2639-4928 DOI: 10.26812/caste.v1i1.145 Nationalism, Caste-Blindness, and the Continuing Problems of War-Displaced Panchamars in Post-War Jaffna Society Kalinga Tudor Silva1 Abstract More than a decade after the end of the 26-year old LTTE—led civil war in Sri Lanka, a particular section of the Jaffna society continues to stay as Internally Displaced People (IDP). This paper tries to unravel why some low caste groups have failed to end their displacement and move out of the camps while everybody else has moved on to become a settled population regardless of the limitations they experience in the post-war era. Using both quantitative and qualitative data from the affected communities the paper argues that ethnic-biases and ‘caste-blindness’ of state policies, as well as Sinhala and Tamil politicians largely informed by rival nationalist perspectives are among the underlying causes of the prolonged IDP problem in the Jaffna Peninsula. In search of an appropriate solution to the intractable IDP problem, the author calls for an increased participation of these subaltern caste groups in political decision making and policy dialogues, release of land in high security zones for the affected IDPs wherever possible, and provision of adequate incentives for remaining people to move to alternative locations arranged by the state in consultation with IDPs themselves and members of neighbouring communities where they cannot be relocated at their original sites. From Ethnomathematics to Ethnocomputing: indigenous algorithms in traditional context and contemporary simulation 1. Introduction Ethnomathematics faces two challenges: first, it must investigate the mathematical ideas in cultural practices that are often assumed to be unrelated to math. Second, even if we are successful in finding this previously unrecognized mathematics, applying this to children’s education may be difficult. In this essay, we will describe the use of computational media to help address both of these challenges. We refer to this approach as “ethnocomputing.” As noted by Rosa and Orey (2010), modeling is an essential tool for ethnomathematics. But when we create a model for a cultural artifact or practice, it is hard to know if we are capturing the right aspects; whether the model is accurately reflecting the mathematical ideas or practices of the artisan who made it, or imposing mathematical content external to the indigenous cognitive repertoire. If I find a village in which there is a chain hanging from posts, I can model that chain as a catenary curve. But I cannot attribute the knowledge of the catenary equation to the people who live in the village, just on the basis of that chain.
