China’s soft power development faces challenges from western democracies that seek to delegitimize China’s rise in power and influence in the world, as well as challenges from within. China’s top-down authoritarian structure is not conducive to organic soft power growth, and in turn China uses a state-led top-down approach to soft power that has seen relative short-term gains but has yet to realize long-term sustainability.
