The disease triggered a combined negative supply and demand shock of unprecedented intensity and the EU entered unchartered territory. National and regional serial lockdowns were introduced in a bid to curb the spread of Covid-19 and avoid health systems becoming overwhelmed. In a show of solidarity commensurate with the unfolding economic emergency, EU member states agreed a financial stimulus package of some €1.8 trillion to rebuild the battered EU economy. The package comprised the EU’s budget, or Multi- annual Financial Framework (MFF), for the period 2021–7 plus a temporary novel recovery instrument, Next Generation EU (NGEU). Funds for NGEU are to be borrowed, exceptionally, by the European Commission on the international capital markets. This decision was a landmark departure for the EU. Developments in the institutions of the EU On 1 January Croatia began its presidency of the Council of the EU for six months. A member state since July 2013, this was the first time Croatia had presided over the Council. Its priorities were driven by an unwittingly prescient motto, ‘A strong Europe in a world of challenges’. Tax Policy Bulletin from Global Tax Policy EU proposes COVID-19 Recovery Plan and [further] adjusted Work Programme June 29, 2020 In brief The European Commission has proposed a detailed COVID-19 Recovery Plan which includes more taxes going directly to the European Union. In the short term, the European Union will borrow to finance Member State investment in what is effectively the multi-annual financial framework (MFF) for 2021- 2027. The framework will be discussed in the coming months and, if approved, put in place this year. There would be some knock-on effects on work previously planned for 2020 (as discussed in our earlier Bulletin of 7 May 2020), including a number of tax proposals. This Bulletin focuses on • the fairly immediate introduction of ‘green’ levies: an EU-wide emissions trading levy, non-recycled plastic packaging waste charge and a carbon border adjustment mechanism; • a EU single market tax on the 70,000 large companies with revenues over EUR 750m; • a digital tax in the event of the OECD-led digitalisation/ globalisation project not producing a suitable consensus among the near 140 members of the Inclusive Framework; • the delivery of planned 2020 projects, including an “Action Plan to fight tax evasion and to make taxation simple and easy” and a plan on “Business Taxation for the 21st century.“ In detail COVID-19 recovery fund and structuring repayments The European Council endorsed crisis funding to provide a safety net for workers, businesses and Member State governments of EUR 540bn on April 23, 2020. The European Commission has now proposed an emergency European recovery instrument, ‘Next Generation EU,’ amounting to a further EUR 750bn. -

OPEN LETTER To EU Heads of State on funding the fight to end violence against women and girls Brussels, 23 September 2020 Dear President of the European Council, Charles Michel Dear Head of Presidency of the Council, Chancellor Angela Merkel Dear EU Heads of State Dear Members of the European Parliament We, the undersigned, members of the European Coalition to end violence against women and girls consisting of civil society organisations, networks and trade unions fighting for gender equality and the rights of women and girls to live free from violence, are writing to you regarding the MFF 2021-2027 and Next Generation EU (NGEU). We urge all EU decision-makers to demonstrate their political leadership and commitment to protecting gender equality, women’s and girls’ rights, and eliminating violence against women and girls in all of its activities through increased funds to the Citizens, Equality, Rights and Values programme. We are pleased about the recent decision by the European Commission to reverse the 20% cuts of the budget to the Citizens, Equality, Rights and Values Programme, which is now proposed at €638 million (current prices). These commitments were further welcomed by the European Council following the July 2020 Special Meeting, who supported the Commission’s 2018 proposed amount of €841 million (2018 prices) to the Justice, Rights and Values Fund. In light of the European Parliament’s vote to withhold its consent for the MFF on 23 July 2020, we urge EU decision-makers to swiftly come to an ambitious agreement and meet the Parliament’s demands for targeted increases to flagship programmes, including tripling the amount allocated to the Citizens, Equality, Rights and Values programme to €1.83 billion (current prices). -

Conclusions ABSTRACT The paper offers a first analysis of the recent plan to establish a Conference on the Future of Europe to reform the European Union (EU), comparing this initiative with two historical precedents to relaunch the EU – namely the Conference of Messina and the Convention on the Future of Europe – and considering the legal rules and political options for treaty reform in the contemporary EU. To this end, the paper overviews prior efforts to reform the EU, and points out the conditions that led to the success or failures of these initiatives. Subsequently it examines the technicalities of the EU treaty amendment rules and emphasizes the challenge towards treaty reform resulting from the need to obtain unanimous approval by all member states. The paper then assesses the increasing tendency by member states to use inter-se international treaties – particularly in response to the euro-crisis – and underlines how these have introduce new ratification rules, overcoming unanimity. Drawing lessons from these precedents, finally, the paper suggests what will be a condition for the success of the Conference on the Future of Europe, and argues that this should resolve to draft a new treaty – a Political Compact – designed to push forward integration among those member states that so wish. -

Partial Fiscalization: Some Historical Lessons on Europe’s Unfinished Business Michael Bordo (Rutgers University and NBER) and Harold James (Princeton University) Economics Working Paper 16117 HOOVER INSTITUTION 434 GALVEZ MALL STANFORD UNIVERSITY STANFORD, CA 94305-6010 February 2017 The recent Eurozone crisis of 2010-2013 has brought to the fore the argument that a successful monetary union needs to be combined with a fiscal union. The history of the U.S. monetary/fiscal union is often given as a template for Europe. In this paper we describe how the push towards creation of the American fiscal union was long and arduous—it took from 1790 to the mid-1930s. In the European case, unlike the U.S. story, there is strong opposition to creating a fiscal union because members fear the loss of sovereignty that is entailed. As a compromise between the status quo and a U.S. style fiscal union we highlight a series of measures which amount to partial fiscalization. These include: a banking union; a tax union; a capital markets union; a social security union; an energy union; and a military union. These fiscalizations can be viewed as a variety of insurance mechanisms in which different risks for different participants are covered. Each taken by itself may produce substantial objections from those who fear that someone else’s risks are being covered at their expense. The answer to such objections may be to think not in terms of partial but comprehensive reform packages as are often negotiated in the sphere of international trade. Count Herman Van Rompuy President of the European Council Emeritus
Count Herman Van Rompuy President of the European Council emeritus Elected as the first full-time President of the European Council in November 2009, Herman Van Rompuy took office when the Lisbon Treaty came into force on 1 December 2009. In 2012, he was re- elected for a second (and last) term starting on 1 June 2012 and running until 30 November 2014. At the time of his first election, Herman Van Rompuy was Prime Minister of Belgium. Prior to that he had served in Belgium as Speaker of the House of Representatives (2007-2008) and in several government positions, including as Vice-Prime Minister and Minister of Budget (1993-1999). His was Minister of State (2004) and Secretary of State for Finance and Small Businesses (1988). A former economist at the National Bank of Belgium, Herman Van Rompuy began his political career in 1973 as national vice-president of his party’s youth movement. He was president of the Flemish Christian Democrats (1988-1993). He served in the Belgian Parliament, in turn as Senator (1988- 1995) and Member of Parliament (1995-2009). Herman Van Rompuy holds a Bachelor in Philosophy, and a Master in Economics from the university K.U. Leuven. He was born in Etterbeek (Brussels), on 31 October 1947, and is married with Geertrui Windels; they have four children and nine grandchildren. He is now professor at the universities of Leuven and the College of Europe in Brussels and he is the President of the European Policy Centre, the College of Europe:.
