Super Taikyu 2016

“Super Taikyu” Philosophy

In 1991, the Super Taikyu Race (“S-Tai”) commenced the building of its history as the mass participation race of commercial mass-produced cars, originated in Japan and is the biggest of its kind; this is a team sport in which professional drivers and amateur drivers – for whom racing is part of their lifestyle – work together and which they have continuously nurtured.

The entrants who gather for Super Taikyu are always “buddies” who share a love for cars, motor sport and people: they deepen friendships and improve each other’s technique, and while using the finite resources with care and considering the environment, aim to contribute with safety in mind to the development of the motor-sporting world.

To maintain our pride in the unique worldview of Super Taikyu built upon its long history and to preserve the fields for the competition, it is essential that we venture to prioritize safety and fair competition.

And we will cherish the fun-factors unique to “endurance races” and wholesome spirit cultivated through team sports, and at the same time we will continue to savor the allure of – not merely vying over the rankings alone – but the times such as when we can all come together for the shared aspirations.

We will also aim to contribute to the advancement of Japan’s automobile industry and motor- sports market through developing and selling auto equipment and parts that would arise from the Super Taikyu entrants’ knowledge and know-how.

We hope that all those involved in Super Taikyu appreciate this philosophy, and as the “fellows” taking part in Japan’s largest mass participation race, we must all together work towards further developments.

Super Taikyu 2016 Sporting Regulation

Article 2 Participating Vehicles (1) The vehicles must comply with “Super Taikyu Series: 2016 Technical Regulation” published by the Super Taikyu Organization (STO) and in principle, be divided into the following six classes according to the following conditions, cylinder volume, etc. ST-X Class: FIA GT3 approved vehicles ST-1 Class: STO approved vehicles of 3501cc and above ST-2 Class: 2001cc - 3500cc 4WD vehicles ST-3 Class: 2001cc - 3500cc 2WD vehicles ST-4 Class: 1501cc - 2000cc vehicles ST-5 class Vehicles of 1500cc or lower

(2) Minimum number of vehicles needed for each class 1) Unless specially approved by the STO, the class that achieved a participation number of fewer than 6 vehicles will be excluded from the awarding of prizes. The “participation number” signifies the number of vehicles officially approved for participation. 2) Even if the participation number is below 6 vehicles, this only excludes the concerned class from awarding of prizes, and not the participation of the entrant(s) in the races themselves, thus the series points are awarded according to the ranking position and the entrant(s) are eligible for the series awards.

(3) Vehicle numbers The vehicle numbers used are in principle between 2 and up to 999, and if a team has used the same number for the last 5 or more races in the previous year’s series, the right to use the number will be reserved for them for another one year. 0 is not used and the right to use 1 is reserved for the previous year’s ST-X Class winner.

(4) Countries of manufacturing origin of the participating vehicles If a participating vehicle is manufactured outside Japan, and if it is not registered with JAF, the entrants must hand in the approval certificate of the participating vehicle to the organizer in advance at the time of the participation application. Incidentally, if the participating vehicle is neither registered with JAF nor approved by JAF/FIA regardless of its manufacturing origin, the STO will determine the participation of the vehicle. In such a case, the specially authorized vehicle application procedure according to the STO’s specially authorized vehicle application regulations is required.

(5) Exhaust noise level Super Taikyu 2016 Sporting Regulation

Unless specially stipulated otherwise in the Competition Special Code, all vehicles must comply with the exhaust noise level stipulated in Chapter 2: Exhaust Noise Level of Race Vehicles in Section 1: Race Vehicles Regulations of the 2016 JAF Domestic Sporting Vehicles Code.

(6) Spare cars The use of spare cars is not permitted. Within a season, the base format change and the chassis exchange of the competition vehicle is not permitted, with the exception of the format and/or chassis change to a new competition vehicle. This excludes cases such as vehicle damage, which the STO must approve as beyond one’s control.

(7) Model limit to vehicles participating in ST-5 class The vehicles participating in the ST-5 class must be of the model that was sold as new in Japan in 2009 or newer.

(8) Miscellaneous 1. In case the vehicle has to be replaced due to unforeseeable circumstances such as vehicle damage, limited to the same class, and before the participation application to a competition concerned, the change may in some cases be approved if a petition is filed. Vehicle replacement and/or class change will not be allowed after the participation application. 2. The safety belts must be the one-touch system (turnbuckle system) full-harness type, and their materials and installation methods must follow the JAF Domestic Sporting Vehicles Code Section 4, Supplementary Rules “Regulations Concerning Safety Belts for the Racing Competitions.” The safety belts must be at least the 4-point type (5-point type strongly recommended) and the Y-type 3-point belts will not be permitted. 3. The use of competition vehicles on public roads is prohibited. 4. If the Chairperson of the Technical Committee rules a vehicle unsafe, the entrants must follow his/her instructions. 5. Except for the ST-X class, 2-seater vehicles will be permitted to participate according to the following conditions. Even though the seat number of a vehicle sold is less than 4, if the identical monocoque body model is registered as a 4-seater or higher, the vehicle will be treated as a 4-seater or higher. Condition 1: If the production number of the vehicle is 2,500 or higher, it should be as entered as according to the class stipulated in Article 2, except for ST-4 and ST-5 classes. Super Taikyu 2016 Sporting Regulation

Condition 2: Vehicles of 2,000cc or lower will be assigned to the ST-3 class, unless specially approved otherwise. Condition 3: Vehicles whose production number is less than 2,500 will be assigned to the ST-1 class, unless specially approved otherwise. Condition 4: The production number of a vehicle is defined as the number of the vehicle produced in a continuous 12-month period.

Article 3 Application for Participation (1) Number of vehicles accepted & application procedures Number of teams accepted for annual entries is limited to 65 or lower, after consideration of the previous year’s performances, etc. Applications for spot entries will only be considered from the STO/STEL approved entrants, and only if there are enough grids in the final. Please refer to the Competition Special Code for further details.

(2) Annual entry 1) “Annual entry” signifies that a team declares, pre-season, the participation in 5 or more rounds of all 6 rounds (points are effective in all rounds), and the teams that have done so will be given the following preferential treatments.  Annual entry teams can receive a discounted rate for entry by paying all the entry fees at once for all participating rounds before the STO-designated payment date.  Annual entry teams will be provided with the annual pass published by the STO.  Annual entry teams can be preferentially assigned a pit from the qualifying rounds (this is not to say that the pit of their choice is guaranteed).

2) If an annual entry team has to alter its application details, the altered details should be notified to both the STO Executive Office and the organizer’s executive office of the relevant competition, within the application period of the specific competition in which the team will participate. In this case, the altered details will be reflected in the competition’s publications. If the changes are made after the competition’s application deadline, an alteration handling fee will become chargeable according to the regulations of the relevant competition, and the altered details will be announced via the competition’s official notices.

3) Non-appearance of annual entry teams If an annual entry team wishes to withdraw from a competition due to the team’s own circumstances, the withdrawal must be notified 15 days before at the latest to Super Taikyu 2016 Sporting Regulation

the organizers of the relevant competition (at the executive office of the relevant competition). However, in the event of such withdrawals, entry fees that have already been paid shall not be reimbursed.

(3) Spot entry teams (Non annual entry teams) This is a form of participation by applying for, and being accepted to, a competition within the application period designated by the relevant competition organizer. Entrants have to obtain the documents required for the entry application, etc. from the relevant competition organizer in order to make an application.

(4) STO operational fees  The STO is entitled to charge the entrants to cover part of its operational cost for the series as the operational fees.  Each entrant participating in the series is subject to a ¥32,400 charge per competition, as the STO operational fees, payable together with the competition entry fee. The annual entry teams must pay the STO operational fees equivalent to 6 competitions in addition to the annual entry fee.

(5) If the participating vehicle number exceeds the number of pits available at any competition, the pit allocation will be operated on the basis of multiple teams sharing a single pit and/or the use of temporary pits, and the details will be notified in the official notices. In the 2-race final round system, the order of pit usage priority will be determined, except for the ST-X class, according to the previous year’s series ranking within each class (applicable to annual entry teams). The ST-5 class, however, will be allocated the temporary pits as a general rule. In addition, the teams that were not the previous year’s annual entry teams will be allocated, after the previous year’s annual entry teams, in the order of classes from ST-1 to ST-5. In the 1-race final round system, multiple teams in the ST-4 and ST-5 classes will share a single pit as a general rule, but if there are enough pits available, the same allocation rules as for the 2-race final round system will apply. Although the competition executive offices and the STO at times may make adjustments in certain cases, such as multiple entries by the same team, decisions concerning the pit allocations cannot be contested.

Article 4 Entry Fees The entry fees for each competition are detailed in the Competition Special Code.

Article 7 Regulations Concerning Use of Tires (1) The maximum number of dry tires that can be used in the official qualifying rounds (except for the drivers C and D official qualifying rounds) are as follows: 4 for driver A; 4 for driver B, 8 tires in total. Additionally, if the dry tires are to be used from the official qualifying round up to the start of the final race, they must be the 4 selected from the maximum 8 tires used during the official qualifying round. In this case, this is on condition that the starting grid achieved in the official qualifying round by the entrant concerned is lost (whatever the reasons, it will become compulsory for the teams to start from the final grid or do the pit start). If all 4 tires are replaced for the final round start, they will be permitted to do a pit start 3 minutes after the final race has begun.

(5) The treatment of the teams exchanging their tires is as follows. The teams that have performed the tire exchange will lose their grids achieved in the official qualifying round, and in the final round, they must start either from the final grid Super Taikyu 2016 Sporting Regulation

of the relevant group, or do the pit start. Should there be more than one team who perform the tire exchange, the order of the final grids will follow the original order of the grids.

(6) Exchanging the tire with that of the other side of the vehicle is not permitted.

In all the runs, the groups permitted to drive will be displayed by the number boards. The display of the relevant number board signals the permission to leave ones’ pits and to enter the course. Likewise, when the groups are being swapped during the official qualifying round runs, at the moment when the relevant number is displayed, the drivers are allowed to leave their pits and enter the course.

(3) The official qualifying round standard lap time for drivers A and B is calculated as the mean times of the first three finishers as achieved in the relevant class over each of the 40 minutes, and the value calculated at 110% of that becomes the official qualifying round standard lap time for each of the drivers A and B. Therefore both of the registered drivers A and B have to achieve the official qualifying round standard lap times.

(4) Should either or both of the drivers A and B fail to achieve the official qualifying round standard lap times in the official qualifying round for drivers A and B as noted above, they will be disqualified and the starting grids in the final round will be suspended. The Competition’s Referees Committee will make the decisions on the final starting grids.

(5) The starting grids in the competitions where the final round is done in 1 race are allocated as following condition; The group 1 is ST-X, ST-1, ST-2 and ST-3 from the pole position, and the ST-4 and ST-5 are placed in the group 2, and the starting grids are distributed according to the division of these two groups. The starting grids in the competitions where the final round is done in 2 races, the starting grids are distributed with each group as a separate race. The order of the grids within each group is determined as follows: on condition that the previous clause (3) is fulfilled, the sum of the official qualifying round standard lap times Super Taikyu 2016 Sporting Regulation

achieved as in (2) by each of the drivers A and B is calculated and the final round starting grids are given in the order of the shortest total lap time. The order of selection priority for the starting grids in the final round is as follows: 1: Teams with both of whose drivers A & B cleared the official qualifying round standard lap time 2: Teams with only one of whose drivers A or B cleared the official qualifying round standard lap time 3: Teams with neither of whose drivers A nor B cleared the official qualifying round standard lap time

(6) If drivers C and D are registered, the drivers must attend the respective official qualifying rounds as stipulated in the time schedules, to have the lap times measured.

(7) The official qualifying round standard lap time for drivers C and D is calculated as the mean times of the first three finishers as achieved in the relevant class in the official qualifying rounds for drivers C and D concerned, and the value calculated at 110% of that becomes the official qualifying round standard lap time for each of the drivers C and D. The official qualifying round results of drivers C and D do not affect the starting grids of the final round in any way. If the number of vehicles that passed the official vehicle inspection exceeds the number of starting grids in the final round, the following rules will apply to determine the number of vehicles admitted to the final round of each class.  The number of admitted vehicles in each class is determined by subtracting the previous year’s champion team of each class and the teams specified by the STO from the maximum number of available grid at the competition concerned.  The above method of calculation is employed in conjunction with the proportional distribution ratio as uniquely determined by the STO, based on the grid number after subtracting the previous year’s champion team of each class and the teams specified by the STO from the maximum grid number, to determine the remainder of the grid number for each class.  The grid number as decided by the STO for each class according to the clause above will be publicized by the start of the official qualifying round, and all entrants must accept this.  If the number of grids achieved does not reach the number determined in advance by the STO in a class after the end of the official qualifying round, the number will be made up, with the approval of the Competition’s Referees Committee, from the same class. Super Taikyu 2016 Sporting Regulation

 When the final round still has a blank grid even after the previous clause  is applied, the number will be made up from the teams whose times have been measured within the official qualifying round. This replenishment will be done according to the order of lap times achieved during the official qualifying round (the total time of drivers A & B) and only up to the maximum number of grids available. These final round grids are to be formed at the rear end of each group.  In the Super Taikyu Series, because of the physical and timing restrictions such as pit swapping, it is a policy not to put on the reserve list of the teams who achieved the official qualifying round standard lap time but were not given grids in the final round due to the available number of grids.

(8) At the competitions where there is no official qualifying round, the decisions over the starting grids in the final round will be clearly stipulated in the Competition Special Code.

(9) Regardless of the regulations above, the actual final decisions over the starting grids in both the official qualifying and final rounds are entrusted to the Referees Committee at each competition.

(10) When the signal to discontinue (red flag) is displayed during the qualifying rounds, no more overtaking will be permitted and all vehicles must immediately return to their pits and stop the engines. In the pit, all works including refueling are permitted. They must wait for the instructions from the officials concerning the recommencement, or abandonment, of the qualifying round after the red flag has been taken down.

(11) If the clerk of the course orders the lights being turned on during the official qualifying round and final race, all competition vehicles must turn on all the headlights, taillights and the rear light. If one side of either the headlights or the taillights fails mid-race, it is permissible to continue the race, but if both sides fail, one must immediately seek repair in one’s own pit.

Article 9 Number Accepted to Final Round The number accepted to final round is stipulated in the Special Code published by the organizer of the competition concerned.

Article 10 Maximum Driving Time per Driver Except for the Platinum Drivers in the ST-X class, no one single driver’s total maximum driving time can exceed 2/3 of the original race distance (duration). This information will be publicized as total completed laps for distance races, and duration for time races. Super Taikyu 2016 Sporting Regulation

Article 11 Vehicle Storage The vehicles will not be put into storage after the official qualifying rounds. However, any maintenance, adjustments, etc. on the vehicle that completed the official vehicle inspection must be performed in the allocated pit or the designated maintenance space, and except for the case of Article 5, (1) - 7), it is strictly prohibited to move the vehicles to any other place. . Article 12 Drivers’ Briefing & Meeting of Competition Operation Officers (Team Managers) (1) The clerk of the course will call the drivers’ briefing and the meeting of the competition operation officers (team managers) at the time as specified on the timetable, with the Competition’s Referees Committee in attendance. All drivers and competition operation officers (team managers) must attend the respective briefing or meeting concerned.

(2) When all the drivers cannot be seated at once due to the available venue of the competition, the clerk of the course is entitled to call multiple briefing sessions.

(3) Late attendance and absence from the briefing are subject to penalties. The details of the penalty will be decided by the Competition’s Referees Committee.

(4) All the entrants must, unless they themselves assume the role of competition operation officers (team managers), separately nominate a competition operation officer (team manager) who carries the competition entrants certificate relevant to the class concerned, and entrust him/her with full powers concerning the Sporting Regulation. To do so, the entrants must present the executive office of the relevant competition with a written document that the competition operation officer (team manager) is the entrusted with full powers concerning the Sporting Regulation, before the entry application on the first day of the competition.

(5) All the entrants and the competition operation officers (team managers) who have been entrusted with full powers concerning the Sporting Regulation must attend, on top of the above-mentioned meetings, the STO Series Conference and the STEL General Assembly called by the STO and the STEL.

Article 13 Start (1) The competition operation officer (team manager) of each team must declare the name of the starting driver to the relevant competition executive office, using the designated application form and at the time specified before the day of the final round. Super Taikyu 2016 Sporting Regulation

(2) The initiating mode employed is the rolling start. The organizers are entitled to use the safety cars as the official cars for the rolling start. When the final round consists of one race, the participating vehicles will be divided into group 1 (ST-X, ST-1, ST-2, ST-3) and group 2 (ST-4, ST-5) for the rolling start. In some cases, the organizers’ official car may be placed in front of group 2.

(3) Entry to the grid by the personnel is allowed after permission is granted by the officials before the initiation of the formation lap.

(4) The progression of the start process will be shown by the boards displaying the 5 minutes before, 3 minutes before, 1 minute before and 30 seconds before. The boards will be shown accompanied by a warning sound. 1) 5 minutes board: Start a countdown; entry to the grid closed off; all operations on the course prohibited; all personnel except for drivers, part of the team crew and officials exit the course. 2) 3 minutes board: All personnel except for drivers and officials exit the course. 3) 1 minute board: Drivers start engine as seated inside vehicle. 4) 30 seconds board: After this signal, the green flag will be waved at the front of the grid and at the same time the formation lap will commence with the organizers’ official car at the front and all competition vehicles keeping to the formation. The gaps for each group are given at the drivers’ briefing beforehand. 5) Commencement of formation lap: In this lap, it is prohibited to practice the starting, significantly disrupt the formation, and overtake the other vehicles, and the gap should be kept as small as possible. The vehicles that are not able to conform may be subject to a penalty. It is permitted to cruise in single file until the organizers’ instruction is given, however after being instructed to reform into the double file, it is prohibited to waver from the cruising line of the vehicle in front. Any violation is subject to penalty. At the end of the group 2, the closing car will bring up the rear. The formation lap may be more than one lap long.

(5) The vehicles that are not able to assume the designated grid or those having to do the pit start for not being able to start properly must stand by at the pit road exit until all the Super Taikyu 2016 Sporting Regulation

vehicles have started and the last competition vehicle has passed the pit road exit, when the green light will be displayed on the signal at the pit road exit to allow start.

(6) If for any reason it becomes not possible to start at the commencement of the formation lap, the driver must open the window on the driver’s side (if there is a net, remove the net) and put the hand out to signal to the official. The official overseeing the file will signal by waving the yellow flag. In this case, after all the other vehicles have left the grids, the official only is allowed to push the vehicle concerned on the course to start the engine. Thereafter, this vehicle is permitted to join the formation lap but it is not allowed to overtake the other driving competition vehicles.

(7) The vehicles that are delayed for the formation lap as well as those that cannot maintain the starting positions during the formation lap must not overtake other vehicles but drive at the rear of each participating group. Should a vehicle of the group 1 be delayed to the formation lap, it is allowed to join the rear of the group 1. If any vehicle is not able to keep up with the speed of the closing car, it should voluntarily get behind the closing car and return to its own pit.

(8) At the moment when the formation lap is started, the signal lamp at the start line will display a red lamp and all the observation posts will display yellow flags.

(9) The speed of the official car that leads the formation lap will be maintained at about 80km/h.

(10) The official car that leads the formation lap will exit the course as the formation lap is concluded. Thereafter, the competition vehicles are to continue cruising following the lead of the vehicle at the front of each group, at the minimum speed of 70km/h and maximum of about 90km/h. The start referees will oversee the speed of the vehicle at the front of each group and the over-take at the start. Any violations will be subject to a penalty.

(11) The starting signal will be given by the starting signal lamp (green lamp) managed by the clerk of the course. The race is started when the red lamp of the signaling lamp on the start line is turned green but it is prohibited to overtake other vehicles until after passing the start line.

Super Taikyu 2016 Sporting Regulation

(12) Should any problems occur during a formation lap, the starting signal lamp will turn on the continuous red lamp and all the observation posts will display yellow flags to order all vehicles to perform one additional formation lap (the speed of all vehicles to be maintained). After this, the official car will join the front of the formation and a further formation lap is performed. If such an extra formation is performed, this lap will be included in the final round’s lap counts (duration). (13) The start with the “safety car” is permitted under the FIA International Sporting Code, Supplement H only under some exceptional circumstances.

Article 14 Obligation for Pit Stops Accompanied by Change of Drivers During Race (1) All participating vehicles, except for the sprint races, must make at least two pit stops accompanied by the change of drivers during a race. It is permitted to perform tire changes and driver changes at the same time during these two compulsory pit stops. For clarity of expression, the “driver changes” signify that the driver who gets out of the vehicle is different from the driver who gets into the vehicle. The frequency of driver changes will be publicized in the Special Code of each competition after final decision, in consideration of the race distance or duration.

(2) Should a race be suspended red-flagged, and the suspension subsequently becomes the end of the race, the teams who have not fulfilled the pit stop obligation as stipulated in the previous clause (1) will be treated as follows:  The equivalent time of unfinished compulsory pit stop(s) will be added to the competition result.  The additional time equivalent to one compulsory pit stop is decided by each competition and this will be publicized before the beginning of the final race as part of the official notice.  The decisions concerning the equivalent time of a compulsory pit stop as stipulate in the previous clause  cannot be contested.

Article 15 Pit Operations (1) The number of people who are permitted to go out to the signaling platform shall be up to 2 other than a driver. The signaling platform crew shall appropriately put the “Pit Sign- man Armband” designated by the STO on the specified area.

(2) The engine shall be turned off whenever a vehicle stops in the pit. When the engine is started for tuning or adjustment, it is allowed to use a back-up energy source; however, the engine shall be restarted by a seated driver to return to the race using the starting device equipped on the vehicle. In this case, addition of any batteries, temporary Super Taikyu 2016 Sporting Regulation

connection of back-up power sources or the like to back up the initial (the condition at the time of the official vehicle inspection on the first day of races) on-board battery shall not be acceptable. The engine shall be started to rejoin the race after all the pit work is completed. During work within the pit box, a vehicle shall not go out to the pit work area with the engine turned over. While a vehicle is jacked up or jacked down, it is prohibited to start the engine.

(3) During the race period, drivers shall pass the pit road at or slower than 50 km/h (including the driving lane exclusively for STEL). Intentional acceleration and deceleration or meandering driving in the fast lane shall not be performed.

(4) Use of the backward gear in the pit area is prohibited. In the event of breach, penalties will be imposed.

(5) If a driver stops a vehicle past his team’s pit, said vehicle may be pushed back only by the pit crew members of the team.

(6) Every time pit work is completed, the pit crew shall put away all the equipment left on the ground.

(7) It is prohibited to use any devices which may catch fire or may throw off sparks, or any devices which may reach high temperatures, in the pit work area or on the pit road.

(8) In the final race, up to 4 registered pit crew members are allowed to work on a vehicle simultaneously at each pit stop; however, tires shall be replaced consecutively by 2 crew members or less. The crew member who waits on the hood to clean the windows, replaces ice contained in the ice box and supplies fuel to an ST-1 vehicle shall be included in the abovementioned 4 crew members, and a driver who adjusts the seat and seat belt shall not be included in the 4 members. (Driver’s adjustment of the driver seat, disconnection of wiring from telecommunication equipment and seat belt adjustment shall not be considered as work. Here, a “driver” shall be one who gets off a vehicle for driver change immediately before work starts.) Consecutive tire replacement indicates general replacement of used tires with replacement tires, and preparation of replacement tires and a clearance of used tires shall not be included in the consecutive tire replacement. Any change in crew during consecutive replacement is not permitted. If pit work is prolonged, work can be carried out within the pit (garage). In this case, the number of crew members is not specified; however, the designated number of crew shall move the Super Taikyu 2016 Sporting Regulation

vehicle in to and out of the pit (garage). When a vehicle runs on the pit road, it is prohibited for a driver to undo the seat belt and required to securely wear it.

1) The 2 crew members who replace tires shall lay flat removed tires on the ground, and any dangerous behavior such as handing over removed tires to other people and throwing such tires is not acceptable.

2) Tires that are prepared for replacement shall be fit out without any assistance of other equipment. In this case, it is allowed to lay tires prepared for replacement in advance on the place where such replacement will be carried out; however, 2 crew members who perform tire replacement shall strictly oversee the tires laid beforehand so that they do not spontaneously move. Any tires that are arranged in advance on the place where they will be rigged up to a vehicle shall also be placed flat on the ground.

3) In the event that any tires that are laid beforehand for replacement move unintentionally during consecutive tire replacement, crew who will use the tires shall immediately suspend all work and safely manage them.

4) If tires that will be used by the 2 crew members are placed right in front of the area where tire replacement is performed, it is prohibited to place the tires within the wheel housing (the inside of the vehicle outline).

5) When tires removed and laid flat on the ground are cleaned out of the pit work area, any dangerous behavior such as handling over and throwing is prohibited.

6) Only when a handicapped driver gets in and gets off a vehicle, 2 people are allowed to assist the driver. The assistants are not considered as crew unless they perform any operation other than assistance, opening and shutting as well as fixing of the foot pedal cover, and desorption of wiring of radio devices; however, if the assistants provide any assistance during refueling, they are obligated to wear fireproof clothes.

(9) The transponder for time measurement that is provided by the competition organizer shall be replaced by a specialist assigned to transponder replacement. The transponder replacement specialist is allowed to be engaged in replacement of the transponder at any time when a vehicle stops in front of team’s pit; however, if the specialist replaces the Super Taikyu 2016 Sporting Regulation

transponder during refueling, he/she shall wear fireproof clothes equivalent to those of fueling crew.

(10) Refueling of a vehicle during the official qualifying round (one in a limited sense) and the final race shall be carried out with fueling equipment specified in 2016 JAF Domestic Sporting Vehicles Code, Chapter 3, Article 10, 10-3); however, in the ST-5 class, this is limited to the simple fueling method specified in 10-4) of the abovementioned article. In this case, the amount of fuel that is supplied at a pit stop is limited to 20 litters or less. Only fueling equipment that passed the fueling equipment inspection performed by the members of Technical Committee at a designated time of each round is allowed to be used.

(11) All work other than driver changes (including seat and seat belt adjustment performed by drivers) and work specified in clause (8) above is prohibited during refueling. Cleaning of the windows and replacement of ice in the ice box shall be considered as work. Tire checking is also prohibited.

(12) 1) Fueling shall be carried out by maximum of 2 registered fueling crew members, and at least one pit crew member shall hold a fire extinguisher and wait as fire extinguishing crew until fueling is completed. The fueling and fire extinguishing crew shall wear fireproof clothes (JAF/FIA approved clothes are strongly recommended) all over their bodies and, for the head, they shall wear full-face helmets with visors that isolate the head from the outside to protect the eyes from fire. Instead of such helmets, balaclavas made of fireproof and oilproof fiber and goggles are acceptable. Fueling shall be considered to be started when the fueling equipment turns toward the oil filler port and disappears behind the car body line. Fueling shall be regarded to be completed when the fueling equipment is removed from the port and appears from the body line. Any objects other than the air hose and ground wire to jack up a vehicle shall not be brought into contact with the vehicle during fueling.

2) In the event of the simple fueling method in the ST-5 class, except for fueling with the dedicated oil filler port specified in Super Taikyu Series Technical Regulation, fueling shall be considered to be started when the rear hood hatch that is an opening of a vehicle is opened to supply fuel. Similarly, fueling shall be regarded to be completed when the rear hood hatch is closed.

Super Taikyu 2016 Sporting Regulation

(13) Fueling is allowed to be performed only when a vehicle stops. It is prohibited to perform jacking work (to jack up and down a vehicle) while the fueling hose is put into the oil filler port.

(14) Fueling shall be started after the engine stops and the ground wire is installed. The ground wire shall be surely maintained until fueling is completed.

(15) The amount of fuel that is allowed to take in to the pit shall be at most 100 litters in commercial metal portable cans of 20 litters or less which comply with the Fire Service Act. When fuel is transported from the filling station to the pit, it shall be performed in metal portable cans of the aforementioned capacity as mentioned above.

(16) If fuel is stored within the pit, entrants shall equip 2 or more fire extinguishers each of which has inner capacity of 3 kg or more and verify that every extinguisher functions properly.

(17) During the official qualifying round (one in a limited sense) and the final race, even when work is performed with vehicles stored in the pit, any vehicle that will be fueled shall be taken out from the pit to the pit work area and fueled with the fueling equipment that passed the fueling equipment inspection.

(18) Oil feeding during the official qualifying round (one in a limited sense) and the final race is allowed at any time; however, feeding of any type of liquid including oil is limited to be performed at the pit or the pit work area.

(19) Entrants are obliged to strictly manage parts removed from vehicles that came in the pit (especially hub nuts), etc. so that such parts are not scattered from their pit work areas to the outside during work.

(20) During the official qualifying round and final race (the race period), it is prohibited for crew who go out to the course side beyond the pit box, including 2 crew members at the signaling platform and drivers, to wear any footwear with numerous vent holes, sandals made from polyethylene foam or footwear other than shoes.

(21) During the official qualifying round and final race (the race period), crew defined in above (12) – 1) and (20) shall wear clothes of a unified design registered to the STO at least before participation confirmation on the first day of relevant rounds (including Super Taikyu 2016 Sporting Regulation

clothe in the same color; multiple registrations are allowed) so that it is easily understood that they are members of a certain team.

Article 16 Execution of Penalties It is allowed to execute a penalty during a race when a board indicating a penalty is presented near the control line of the course. Any penalty executed before such board is shown shall not be considered as penalty execution.

Article 17 Remedial Actions (1) If a vehicle stops within the course during the final race, “remedial actions” in which the vehicle is moved to the repair area (the paddock) by a wrecking car or the like may be taken. Any “remedial actions” will be made public at each round.

(2) Any claims about remedial methods and time required for remedies are not accepted. Entrants shall agree that “remedial actions” may not be taken depending on the position where a vehicle stops or a situation.

Article 18 Completion of Race & Certifying Position (1) A sign to indicate the completion of a race shall be displayed on the control line of the main course immediately after the vehicle in first place overall (hereinafter referred to as “Leading Vehicle”) covers the initial distance or time of the race; however, in time races, unless any methods of indicating completion of races are specified otherwise in the Competition Special Code, completion of a race shall be displayed when the specified race time is completed and Leading Vehicle passes the control line.

(2) Ranking shall be determined only for vehicles that finish the final lap and take the checkered flag on the control line of a race; however, this shall not be applied to the case of the red flag.

(3) A race shall be considered completed at the time when Leading Vehicle passes the control line. Other vehicles shall run the final lap within twice the pole position time that was achieved during the official qualifying round.

(4) In the event that a sign of completion of a race (a checkered flag) is presented before Leading Vehicle finishes the specified final lap (duration), the race shall be considered completed at that point. If a sign of completion of a race is presented belatedly, the race Super Taikyu 2016 Sporting Regulation

shall be considered completed at the time when Leading Vehicle was supposed to finish the specified race distance (duration).

(5) Among vehicles that completed the final lap, any vehicles which failed to reach 70% of the number of laps covered by the winning vehicle by class (fractions omitted) are not eligible to be ranked.

Article 19 Operational Regulations of Safety Cars in Final Round (Management in Accordance with Supplement H of FIA International Sporting Code) A safety car may be used to make a race uncompetitive based on the decision of the clerk of the course. A safety car will be used when drivers or officials are in a dangerous situation but such situation is not serious enough to interrupt a relevant race. The management of safety cars is specified in Supplement 1 of this document.

Article 20 Suspension & Recommencement of Race If a final race has to be suspended because the course is closed down due to accidents or the like or because it becomes dangerous to continue the race due to weather or any other reasons, the clerk of the course shall command to display the red flags at all the tracking posts and suspend the race.

1. Suspension of race 1) When a sign of suspension (the red flags) is presented, any overtaking will be prohibited and the exit of the pits will be closed down. All vehicles shall immediately proceed to the grid behind the red flag line slowly, and they shall stop in staggered formation regardless of the position of Leading Vehicle. Any pit stop is prohibited at this point. The grid at the time of restart of a race shall be based on the order that the vehicles stopped at the red flag line.

2) If there are any vehicles that are unable to go back to the grid due to the closing down of the course or the like, such vehicles will be taken back to the grid in the previous order immediately after the course becomes available. The grid at the time of resume of a race will be arranged in the order of vehicles that passed the control line immediately before the race is suspended, and they will be approved by the Referees Committee.

3) Actions taken during suspension of a race shall be as follows: Super Taikyu 2016 Sporting Regulation

 The clocking system is not stopped, and the lap monitor which manages time indicates that a race continues.

 Penalties will be imposed after a race is restarted on any vehicles that went into the pit lane after the race was suspended or vehicles that were pushed out of the grid to the pit lane. Any vehicles that were already at the pit entrance or in the pit lane when a sign of race suspension was presented will be allowed to stop at their own pits as a normal pit stop and no penalties will be imposed on them.

 It is allowed to continue any pit work, and it is permitted for a replacement driver to get behind the wheel if team’s vehicle stopped in their pit for driver change (as a normal pit stop).

 Only registered team crew and event officials are allowed to have an access to the grid.

 It is unacceptable to change drivers in any cases except for the case of Item  mentioned above.

2. Recommencement of race After a race is suspended by the red flag, the clerk of the course, the competition organizing committee and the STO shall make a decision based on the overall condition and inform all the parties concerned with the race and all the attendances of the race in accordance with the approval of the Competition’s Referees Committee in an appropriate manner.

1) Suspension of the race shall be as short as possible. After a decision when the race will be restarted is made, all the teams shall immediately be informed of the decision through broadcasting or the like and, at the same time, all the parties concerned with the race and all the attendances of the race shall be notified of the decision in a proper manner.

2) At the time when a decision to resume the race is made, it will be announced that it is “5 minutes before” restart of the race through the “paddock broadcasting” and via the “monitor display,” and actions will be taken to restart the race.

Super Taikyu 2016 Sporting Regulation

3) A safety car that leads restart will be placed not before leading vehicle on the red flag line but before Leading Vehicle ranked in first place in the original race. This means that, after a sign indicating 5 minutes before restart of the race is made, vehicles which line up in front of Leading Vehicle ranked in first place in the original race will start the engine and drive round the course to come in on the tail of the line led by Leading Vehicle in accordance with the guidance made by the officials.

4) Only among vehicles that properly stopped in the pits at the time of the red flag suspension, vehicles which succeeded in lining up at the exit of the pits when a sign indicating “5 minutes before restart of the race” is displayed are allowed to bring up the rear of the line mentioned in Item 3) above.

5) The race will be restarted with a safety car leading the race after a green light is turned on as a starting signal. All vehicles behind the safety car shall leave the grid and the race will be resumed with an uncompetitive lap. The line shall drive in the following order: Leading Vehicle ranked in first place in the original race, vehicles that ran round the course 5 minutes before restart of the race and went to the back of the line led by Leading Vehicle, and vehicles that properly stopped in the pits and succeeded in coming out of the pits 5 minutes before restart of the race.

6) Any driver who was unable to start from the grid and fell behind when the race led by a safety car was resumed shall join the end of the line of vehicles driving behind the safety car. If 2 or more drivers are involved, they shall line up at the end of the line in the order of the grid.

7) The safety car shall go into the pit after it drives round the course at least once except for the following cases:

 When not all the vehicles are lined up behind the safety car

 When more situations that require intervention occur

8) During the aforementioned lap, items 2,9,15, 2,9,16, 2,9,17 and 2,9,18 of Article 9 Safety Car Management Procedures of Chapter 2 of Supplement H of FIA International Motor Sporting Regulations shall be applied.

Super Taikyu 2016 Sporting Regulation

9) In the event of “time races,” the period between the red flag suspension and restart of a race shall be included in the race; however, time from the suspension (seconds rounded off) to the end of a lap after restart led by a safety car (seconds rounded up) shall be subtracted from the driver’s driving time.

3. Termination of race After a race is suspended by the red flag, if the clerk of the course, competition organizing committee and the STO determine that it is impossible to resume the race based on the overall condition, all the parties concerned with the race and all the attendances of the race shall be notified of termination of the race in an appropriate manner under the approval of the Competition’s Referees Committee. In this case, the results acquired by the lap completed immediately before the lap during which suspension of the race was announced shall be used.

Article 21 Conditions Regarding Participation 1 Participants in races (entrants) are responsible for making all the parties concerned in participation of the entrants comply with all regulations and rules.

2 Participants in races (entrants) may designate deputies to whom they entrust authorities during the event period; however, the authority related to Sporting Regulation shall be entrusted only to competition operation officers (team managers) who have a competition entrants certificate that is valid for relevant races. Such designation shall be notified beforehand to the executive office in writing.

3 Participants in races (entrants) and competition operation officers (team managers) shall ensure that their competition vehicles satisfy the racing car regulations and the safety regulations during the event period.

4 During the event period, those who are involved in entry shall abide by the regulations in a similar manner to the abovementioned participants in races (entrants) or their deputies and competition operation officers (team managers).

5 Participants in races (entrants), competition operation officers (team managers), drivers, team crew and guests shall put on credentials issued or the like in an appropriate manner. Any unauthorized use of such credentials including permissions of vehicles will be reported to the Competition’s Referees Committee, and harsh penalties such as reflections to race results will be imposed. [Supplement 1] Operational Regulations of Safety Cars in Final Round (Management in Accordance with Supplement H of FIA International Sporting Code)

1. Safety cars shall have an indication of “SAFETY CAR” on both sides and the rear of the body as well as equipped with a yellow or orange rotating light on the roof and a green light on the back of the car.

2. At the time when introduction of a safety car is decided, at all the tracking posts including the signal tower, the flashing yellow flag and the board that reads “SC” will be displayed. The flag and the board will be continuously displayed while the safety car is in operation.

3. A safety car will enter the course from the exit of the pit lane with its orange light on. It will go into the course regardless of the position of Leading Vehicle.

4. All vehicles shall line up behind a safety car with 5 car lengths.

5. Any vehicles lining up behind a safety car is not allowed to overtake other vehicles until all vehicles reach the starting line after the safety car gets back to the pit except for the following cases:

 When a safety car gives a signal

 When any vehicle(s) stops in the specified garage area(s) while a safety car is running on the pit lane

 When any vehicle(s) obviously slows down with problem(s)

6. While a safety car is in operation, unnecessary speed reduction, abnormal driving, or any driving that may cause danger to other drivers at any given moment are prohibited.

7. When the clerk of the course gives instructions, a safety car will give a signal with the green light for any vehicle(s) running between the safety car and Leading Vehicle to pull ahead of the safety car. Such vehicles shall keep running slowly without passing any other vehicles and join the line behind the safety car. Super Taikyu 2016 Sporting Regulation

8. A safety car will continue to be in operation at least until Leading Vehicle comes behind the safety car and the remaining vehicles line up behind Leading Vehicle. After lining up behind the safety car, Leading Vehicle shall run within a distance of 5 car lengths (excluding the case of restart of a race). Other vehicles shall maintain the line with as short distance between vehicles as possible.

9. If Leading Vehicle that once ran behind a safety car goes into the pit, the vehicle running directly behind the safety car shall be considered as the new leading vehicle, and Leading Vehicle that went to the pit cannot line up immediately behind the safety car again.

10. While a safety car is in operation, competition vehicles are allowed to enter the pit lane; however, in races where pit-stops are limited exceptionally, details will be specified in the Special Code. Any vehicle(s) that entered the pit(s) and vehicle(s) that were under operation in the pit(s) when the safety car was introduced are allowed to enter the course only when the green light is on at the exit of the pit lane. (The red light will be on until the safety car comes around the final corner and the end of the line passes the exit of the pit lane, and any vehicles are not allowed to enter the course.)

11. After it is decided to bring back a safety car, the safety car will switch off the orange light and enter the pit road when it completes the lap which it runs when the decision was made.

12. At this point, Leading Vehicle directly behind the safety car has the right to set the driving pace, and if necessary, the distance from the safety car may be more than 5 car lengths. Until the safety car goes back to the pit, in order to avoid any potential of accidents, each and every driver shall not perform any abnormal behavior such as speeding up or down, or strategic operation to cause danger to other drivers or prevent restart at the time when the light on the roof is turned off. All competition vehicles shall maintain the line and run at a fixed speed without overtaking other vehicles.

13. At the time when a safety car goes out of the course from the pit-stop road, the yellow flag and “SC” board will be removed, and then the flashing green flag will be displayed at all the tracking posts. The green light will be displayed when the line of vehicles passes the home straight; however, overtaking any vehicles will be strictly prohibited until the line of vehicles passes the starting line (or the control line for some courses). (The red light will be on at the exit of the pit lane and any vehicle(s) in the pit lane are not allowed Super Taikyu 2016 Sporting Regulation

to enter the course until the line of vehicles comes around the final corner and the end of the line passes the exit of the pit lane.)

14. Each lap where a safety car is in operation shall be included in the race laps.

15. In the event that the final race completes while a safety car is in operation, the safety car will enter the pit lane when it completes the final lap, and competition vehicles will run the track without overtaking other vehicles and take the checker flag with the line maintained.

Start of race behind safety car In some special occasions, races may start behind a safety car. In this case, the orange light of the safety car will be on at any moment before the one minute-before signal. This informs drivers of start of a race behind the safety car. After the green light is on, the safety car will leave the grid, and all vehicles will run behind the safety car with the grid order and the distance of 5 car lengths or less maintained. A formation lap will not be performed, and races are considered to start when the green light is on. Vehicles are allowed to pass other vehicles only during the first lap; however, if a vehicle delays the grid position, other competition vehicles are allowed to overtake the vehicle so that they do not considerably fall behind. The light at the pit exit will be green immediately after the last vehicle behind the safety car passes the end of the pit lane, and any vehicle(s) that are in the pit lane at the moment are permitted to enter the course and join the end of the line which runs behind the safety car. Vehicles that lag behind and vehicles that failed to maintain the original order during the lap(s) led by the safety car are not allowed to overtake other vehicles and shall line up the end of the line behind the safety car. If 2 or more drivers fall behind, they shall line up the end of the line in the order that they left the grid.

Super Taikyu Series is a mixture of 6 classes. Entrants shall show respect for all vehicles of each and every class as well as drive in full compliance with sportsmanship.

1. Drivers shall use specified tracks and always comply with the driving manners in the circuits (FIA Supplement L, Chapter 4 “Disciplinary Rules for Driving in Circuits”).

2. In principle, among vehicles that complete in the same lap, a preceding vehicle takes a priority. Super Taikyu 2016 Sporting Regulation

3. The direction indicators (flasher lamps) shall be used to indicate the way a driver wants to go.

4. Vehicles of each and every class shall always expect that faster vehicles approach from behind toward them in a rapid pace and thus check the rear.

5. Faster vehicles shall run on the ground that preceding vehicles of different classes will not circumvent them.

6. In principle, vehicles that run the same lap shall compete against each other (excluding lap differences due to pit-stop timing).

7. Among vehicles competing in the same lap, any preceding vehicle shall not unnecessarily make rapid change in lanes.

8. Among vehicles that entered the corner side by side, each of them shall respect the driving lane of other vehicles and shall not push others out of the course by hitting.

9. Immediately after overtaking any preceding vehicle(s) or before completion of such overtaking, overtaking vehicles shall not cut in front of or prevent driving of overtaken vehicle(s) (to avoid accidents caused by line cutting when a vehicle overtakes other vehicles to make a forward move).

10. Any vehicles shall not hit others with coercive or aggressive intentions.

11. Vehicles shall voluntarily yield to ones that challenge races against clock in qualifying rounds or tests (any sabotage is prohibited).

12. Any vehicles that encounter serious mechanical troubles shall immediately leave tracks while ensuring safety. Particularly in the event of oil leaks from vehicles, the relevant vehicles shall leave the racing line, and then leave the track and stop in a safe place. The relevant vehicles shall never try to go back to the pit.

13. Any drivers who leave their vehicles on the course shall stop their vehicles near the opening of the guardrail which separates from the track if possible with the steering wheels mounted. Super Taikyu 2016 Sporting Regulation

14. In the event of a crash, the kill switch shall be turned off first; if fire breaks out, fire extinguishers shall appropriately be used.

15. If drivers get off a vehicle, they shall immediately get in the back of the barrier to secure safety. Until entering behind the barrier, they shall keep wearing a helmet.

16. Any driver(s) shall not cut into the tracks without permission of the officials.

17. If the red flag is displayed, vehicles shall sufficiently slow down and go back to the pits of each vehicle or the red flag line at a controlled speed. At this point, any overtaking, spinning out, sliding off the track or the like is prohibited.

18. A driving session will finish when the checker flag is displayed. After the checker flag is presented, any vehicle shall not pass the controlling line more than twice (it is prohibited to take the checker flag twice).

19. In the final formation lap, vehicles shall try to drive with the distance from their preceding vehicle within 10 cars lengths. After the GRID board is displayed and when SC is introduced, vehicles shall make effort to drive with the distance from their preceding vehicle within 5 cars lengths.

20. The “2 x 2 formation” shall be formed, and any acceleration and deceleration that may disarray the line is prohibited after the GIRD board is displayed.

1. Any acts and deeds that may cause spinning out, hitting or crashes due to insufficient deceleration while the yellow or red flag is displayed, any acts and deeds that may induce or cause such induction of those incidents, and any acts and deeds that are highly likely to cause the foregoing are prohibited.

2. After sliding off the tracks or the like, it is prohibited not to ensure safety to return to the course.

Super Taikyu 2016 Sporting Regulation

3. After spinning out, sliding off the tracks or the like, it is prohibited to perform any acts and deeds that may put the field in a more dangerous condition.

4. Any vehicles shall not stop or temporarily stop on the courses excluding acts of God (all vehicles shall stop outside the courses).

5. At the first corner (the second corner may be included in some cases) immediately after going out of the pit, any vehicles shall not retard the way of vehicles running the main course. In particular, vehicles that went out of the pits shall prioritize vehicles which run the main course and keep driving on the side of the pit road at relevant corners.

1. If drivers make any wake-up calls to other drivers due to incidents during driving, such wake-up calls shall be made along with the competition operation officers (team managers) or advisory drivers of their teams.

2. Not only penalties specified in the regulations of this series but also measures such as suspension and accusation to the government shall be imposed on drivers who committed acts of violence or hurled abusive remarks.

1. Objective: To enhance awareness about safety and compliance with regulations of teams and drivers

2. Outline:  Based on penalties imposed during the event period, the STO will give penalty points through the series.

 Points will be given to drivers and teams per case.

 Points will be cumulated for 12 months (365 days) including the day when a relevant case happened. If a relevant team and driver do not participate in the relevant series for more than a season after points are added, in principle, cumulated points will be cleared and become “zero point.”

3. Penal rules: Super Taikyu 2016 Sporting Regulation

 If points of a team reach “20,” the team is not allowed to participate in the next round.

 If points of a driver reach “10,” the driver is not allowed to participate in the next round. (If a team or a driver attends a special training session held by the STO on the day other than event periods for over 3 hours (fee-charging), “10 points” will be subtracted from points of the team and “5 points” from points of the driver.)

*If a penalty of prohibition to participate in the next round is executed, “10 points” will be subtracted from points of a relevant team and “5 points” from points of a relevant driver. After the subtraction, if points of the team or driver reach the specified points again, a penalty of prohibition to participate in the next round will be performed again.
