When the rural teleophthalmology project was inaugurated in West Bengal on January 23, 2009 , there was a magnanimous gesture made on the occasion to benefit the rural poor of West Bengal. Dr Sagar Bhargava completed his graduation (1997) and MS in Ophthalmology (2003) from Govt. Medical College Aurangabad, Maharashtra. Further he did his fellowship in General Ophthalmology at Sankara Nethralaya, Chennai. . He has also qualified the ICO (International Council of Ophthalmology Examination in Basic and Clinical Sciences in Ophthalmology) in the year 2003. In the year 2008 he was conferred with FRCS (Glasgow). Dr.Sagar Bhargava served as consultant in the Department of Cornea, Sankara Nethralaya, Chennai before being Happy Durga Puja deputed as Consultant and Deputy Director at Aditya Birla Sankara Nethralaya. He has also been entrusted with an additional responsibility to run operations in Sankara Nethralaya Lasik centre in Kolkata.
