Bromley Borough Road Safety Consultative Panel Minutes of Meeting Tuesday, 15Th November 2016 at the Civic Centre Present Bromley Borough Road Safety Consultative Panel Minutes of meeting Tuesday, 15th November 2016 at the Civic Centre Present: John Harvey PE Chairman & Palace Estate RA Grahame Savage BH Biggin Hill and District RA Tony Exeter KM Keston Mark & Bromley Common Village RA Roger Lawson CS Chislehurst Society Peter Daintree PA Park Avenue Residents Association Jane Morley PF Penge Forum Robert Clegg PL Park Langley RA Ron March SU Sundridge RA Mike East WW West Wickham Residents Association Val Currie LBB Road Safety Officer Laura Squires LBB Traffic Engineer Alexander Baldwin-Smith LBB Assistant Transport Manager 1 Apologies: Beryl Grimani-Harrold HV D. Cookson SU Zoe Telford WB 2 Minutes of Last meeting Minutes signed, with minor amendment, as a true record. 3 Matters Arising There was a discussion on parking problems at the junction Quernmore Road/Park Avenue. Also discussed was the problem of turning right from Widmore Road into Tweedy Road as TfL has not yet reinstated the filter light, as they have agreed to do. 4 Police officer’s report There was a serious collision in Queensway, Petts Wood on 11th August at 16.05hrs, where an 85 year old male driver was attempting to exit Morrisons car park to turn left into Queensway. For reasons unknown, the car continued straight across the road, hitting the front of Give2give charity shop. The vehicle continued into the shop and hit a 67 year old female shop assistant. She sustained very serious injuries and was taken by Hems to the Royal London Hospital. Unfortunately she died on Sunday 14th August. The Metropolitan Police have confirmed (https://twitter.com/metpoliceuk and http://news.met.police.uk/news/fatal-collision-se20-182775) that 2 people were been fatally injured when a car collided with them in Lennard Road earlier. The car was being pursued by police at the time of the collision. The media are aware of this very sad incident and I am sure that there are a number of media reports already in circulation. You may have heard about these two recent collisions. The first one is on TfL’s road, so for info only. On 2nd Sept 2016 at 1127hrs an 89 year old lady was crossing the road in Bromley Hill at the pedestrian refuge south of the junction with Avondale Road. She stepped out in front of a south bound car that was being driven by a 31 year old male. The car hit her and she sustained serious injuries. This collision occurred very near to the border but is confirmed as being in Bromley borough. On 10th Nov a 28 year old female killed by a car in her driveway in Highland Road, Biggin Hill. Not on the public road but members may have heard about it On 14th Sept 2016 at 0703hrs an 84 year old male was driving down Polesteeple Hill, Biggin Hill when he lost control of his car. He hit another car which had braked in front of him and then mounted the footway hitting a 24 year old female pedestrian. She sustained serious injuries. The driver alleged brake failure, but there is some possibility that this may have been pedal confusion. FYI since the Panel meeting: On 17th Nov a 21 year old male was stopped at Station Approach, Hayes due to the Policing patrols put in place as a result of complaints made to me through the Road safety panel. He was wanted for some very serious offences and was arrested. Road and Transport Command Police activity Ongoing mobile phone operation: Drivers are being stopped and issued notices of intended prosecution. The law has not yet changed regarding higher penalties but is currently going through Parliament. Speed enforcement:Clarendon Way, Yester Road, Cator Road, Hayes Road , along with all the Roadwatch activity across the borough. We need more Roadwatch volunteers. Please volunteer and encourage your friends too. Send an email to Val or me: [email protected] We have also been regularly visiting Station Approach, Hayes regarding regular anti-social moped activity. 5 Road Safety Officer’s Report Police stops: 3rd October ’16 – A21 (Near the PRUH) 4 mobile phones 2 speed, 41 & 44 2 seatbelts 8th November’16 – Cedars Road and Churchfields Road 3 seatbelts 2 speeding All drivers were invited to speak to a Road Safety Officer! The aim of this meeting was to get you thinking beyond Bonus Pastor. You will receive a copy of the Personal Action Plan that we created together in the meeting. Keep this together with the attached information, and use it to help guide you through the KS5 Transition process. If you or your parents/carers have any questions at any time, please email me – no question is a silly question! Qualifications Explained – What Can I Apply For? You are currently studying for GCSEs which are Level 1 or 2 qualifications, depending on what grades you achieve at the end of Year 11. Generally speaking: if you are forecast to achieve GCSEs at grades 1 - 4 then you can apply for Level 1 or 2 BTEC courses or an intermediate level apprenticeship. Once you have completed this you can progress to Level 3 courses. if you are forecast to achieve GCSEs at grades 4 or above then you can apply to study A Levels, Level 3 BTEC courses, or intermediate level or advanced level apprenticeships. (Most A Level courses will require you to have at least a grade 5 or 6 in the subjects you wish to study.) However if you are applying for a vocational trade-based course such as Hair and Beauty, Motor Vehicle Mechanics or Electrical Installation, all courses start at Level 1 and then progress up to Level 2 and 3 courses.

Inside back cover EDITORIAL This issue has an educational aspect. Each year Reports to Assembly include reports from six schools - Caterham, Eltham College, Silcoates, Taunton, Walthamstow Hall, and Wentworth College (as it is now called). That these are not the sum total of Congregationalism's contribution to independent education is made clear in Alan Argent's article. Although links with the United Reformed Church are now slender (they might be described as pleasant but formal), origins cannot be wished away. In the past year Taunton and Wentworth College have produced attractive histories. The current General Secretary of the United Reformed Church is an Old Silcoatian; an investigative journalist noted, in the course of the last election, that the wives of Paddy Ashdown, the late Harold Wilson, and Neil Hamilton, were past pupils of Wentworth Milton Mount.
