Implementation report on the trade pillar of the Association Agreement (AA) with Central America 2018/0000(INI) Decision: To request an authorisation for an implementation report (hors quota) on trade pillar of the Association Agreement (AA) with Central America and to attribute it to the INTA Standing rapporteur for Central America and Cuba (Reimer Böge (EPP)), for 0 points. 8.3.2. Implementation of GSP Regulation No 978/2012 2018/0000(INI) Decision: To request an authorisation for an implementation report (hors quota) on the GSP regulation No 978/2012, which should also take into account the upcoming mid-term review, and to attribute it to the INTA Standing rapporteur for GSP (Christofer Fjellner (EPP)), for 0 points. 8.4. Hearings, Workshops & Studies 8.4.1. Hearings Decisions: To endorse the draft programme of the Public Hearing on “Brexit and future trade relations”; To hold a hearing on 24 April on the future of the WTO, and to submit a request for authorisation in this regard; To endorse the following programme of hearings (final titles tbd) for the second semester of 2018: - Japan (9-10 July 2018); - Vietnam (27 September 2018); - GSP (10-11 October 2018, or possibly integrated into the Trade Policy Day); - Belt and Road initiative (10-11 October 2018); - Trade Policy Day (19-20 November 2018). 8.5. Committee missions Decisions: To endorse the following programme of INTA missions and ad hoc delegations for the second semester of 2018: - Japan (Tokyo, Nagoya), 17-21 September 2018; - Tunisia (Tunis), 8-9 October 2018; - Chile (Santiago, Valparaiso), 29 October-2 November 2018; - South Africa (Cape Town, Pretoria), 17-21 December 2018; - OECD (Paris) - date tbc To endorse fact finding missions to Mexico (1st half of 2018) and Thailand (2nd half of 2018). Any other business Decisions: To appoint INTA’s expert to AFET’s hearing on China (24 April) without costs for INTA, and to send INTA standing rapporteur for China to speak on behalf of the INTA Committee. It is regrettably another despicable act, which follows the assassination of Daphne Caruana Galizia in Malta in 2017 and of Ján Kuciak in Slovakia in 2018. Physical threats and violence against journalists have been, unfortunately, on the rise. These crimes can lead to media’s self-censorship and therefore, have a grave chilling effect on freedom of expression, as enshrined in Article 10 of the European Convention on Human Rights. Press has a vital role to play in the functioning of a democratic society. Journalists’ public watchdog role is crucial for a democratic society, based on the rule of law. Moreover, it has an instrumental role in ensuring an open and vigorous public debate, thereby reinforcing the public’s trust in our democratic processes. In this regard, we need to do away with the sense of impunity for crimes against journalists. Therefore, we call upon you to use all means at your disposal towards guaranteeing the safety and physical integrity of journalists in the EU. This includes a swift adoption of a Recommendation on the safety of journalists, as outlined in the 2020 European Democracy Action Plan. The Recommendation should have a significant focus on threats against women journalists, who are also increasingly subject to online and offline threats.

    EU Commissioner for Home Affairs Ylva Johansson Brussels, 30 October 2020 Dear Commissioner Johansson, It has been nearly two months since the fire in Moria left more than 12,000 persons destitute and the response from Greece, the EU and member states has been pitiful. Whilst responding to urgent needs warranted setting up a temporary camp on Lesvos, we now risk seeing this temporary solution turning into a permanent one. But, based on the account of refugees themselves and experienced service providers, the conditions in the new camp are worse than the conditions in Moria. Almost 8,000 people – mostly families with children – have been forced to live in tents and face dire living conditions. Rapid protection assessments1 carried out at the end of September identified numerous risks to the people living in the camp. These include limited access to food with reports of residents fainting out of hunger, inadequate measures against Covid-19 as well as no drainage nor sewerage system on site, with only one toilet being shared by twenty people and no access for persons with physical disabilities. Due to a lack of running water, residents are forced to wash themselves in the sea – this raises a risk to children who could drown. This lack of sanitary facilities coupled with the insufficient lighting exposes women to an increased risk of sexual and gender-based violence. Residents are unable to access health services or legal aid. Children have no access to education and truly risk becoming a lost generation. We are increasingly concerned that the camp, located by the beach, will not withstand the against adverse weather conditions, such as strong wind and rain.

There are specific criteria in place for bonds issued by a government to be eligible for purchases under the ongoing public sector purchase programme (PSPP). The first such criterion is that these assets must be eligible for use as collateral for Eurosystem credit operations. As the rating of Greek government debt does not currently fulfil this criterion, such a use would require the waiver of the minimum credit rating requirement to be reinstated, which is linked to a strong commitment to and compliance with an economic adjustment programme. Second, for programme countries like Greece, the timing of possible purchases depends on a set of additional factors linked to the programme reviews. Third, the purchase limits set in the context of the PSPP must also be taken into account. Finally, please note that different issuer and issue share limits apply. These limits will be set by the Governing Council of the European Central Bank (ECB), taking due account of risk management and market functioning considerations. On your question regarding the provision of liquidity to the Greek economy, the ECB, in the context of the Eurosystem, is fulfilling its mandate in respect of the 19 euro area member countries, including Greece.

At the same time, they are, to a growing extent, interfering with content, invoking their conditions of use to delete posts or suspend user accounts. This raises serious issues directly related to democratic freedom of expression1, something that has thus far been left to the management mechanisms developed by the private networking platforms concerned. Aware of the need to protect citizens’ rights in the digital age, the Commission has recently issued a proposal for the Digital Services Act2, the provisions of which are applicable to platforms across the board, especially regarding freedom of expression. In view of this: Does the Commission consider the content management mechanisms developed by private social media platforms to be adequate and secure? What action has it taken with a view to protecting citizens’ rights more effectively and, in consultation with users, creating, implementing and keeping under review a transparent framework for their participation, bearing in mind the serious breaches of their rights by the platforms?
