5 A review of 2007 For the BEA-TT, 2007 was the third year of full service since it was founded in 2004. The year was marked firstly by a notable rise in its main activity, namely conducting technical investigations into accidents and incidents. This rise meets high and perhaps lasting expectations from the public and media that the causes of accidents will be determined and prevention increased. Twelve investigations were concluded in the publication of the investigation report in 2007 as compared to ten in 2006. The most significant increase was in workload: nineteen new investigations were opened in 2007, as compared to fifteen in 2006 and nine in 2005. The most serious accident to be investigated was the Polish coach crash in Laffrey, the stretch of road between Gap and Grenoble, on 22 July 2007, in which 26 people lost their lives. The BEA-TT also continued to study spontaneous fires involving heavy vehicles (coaches and heavy goods vehicles) and to use its road database in 2007. The reports are uploaded onto the BEA-TT website www.bea-tt.equipe- ment.gouv.fr. At the close of 2007, 32 published reports were accessible on this site, which was visited by 13,508 Internet users in 2007 (9,068 in 2006) of whom 21% were foreigners in more than seventy countries. Experiences in 2007 also confirmed the importance of international aspects in BEA-TT activity. It was ascertained that companies established outside of France were amongst the transport operators that were directly involved in the three most ser- ious rail accidents and the four most serious road accidents which were subject to investigation. This situation calls for active international cooperation, which the BEA-TT endeavours to implement whenever possible. This is especially relev- ant to the rail sector, for which there are or soon will be counterpart bodies to the BEA-TT in the majority of European countries, whereas this is not yet the case for road transport. A cooperation agreement was therefore reached with the British Rail Acci- dent Investigation Branch (RAIB) in 2006 in order to clarify the methods of co- operation in the event of an investigation involving the Channel Tunnel. This agreement is also being used for the ongoing investigation into the Zoufftgen rail crash with our Luxembourgian colleagues. In addition the BEA-TT regularly takes part in meetings of the network of 7 rail investigation bodies led by the European Railway Agency (ERA), and in follow- up seminars to the SafetyNet project undertaken by the European Commission on road safety. In 2007 it also contributed to the safety training workshops organised by France in Estonia and Bosnia in the framework of railway-related projects with these countries. In this climate of increased activity, the resources of the BEA-TT have also grown. In 2007, its authorised workforce rose from ten to twelve with the addition of two investigators, one of whom joined the rail and guided transport team, and the second the roadway team. A COMPARATIVE STUDY OF SCHOOL CHOICE POLITICS IN SWEDEN AND FRANCE1 Anne Lachance, Queen’s University This article examines the politics of school choice in Sweden and France. It seeks to explain why Swedish reformers succeeded in abolishing the residentially-based school system, while equally motivated French politicians could only implement a modest relaxation of residence-based admission criteria. To understand this variation in policy outcomes, I take a two-fold institutional and coalitional approach. First, I argue that Swedish institutions were more open to change than French institutions, especially at the implementation stage. Second, Swedish reformers attracted a broader support for their policies. Even after the right-wing government lost power, the Social Democrats could not find enough support in Parliament to reform the new system as much as they wanted. In France, the government was unable to build a coalition that was broad enough to fully implement its policy agenda. The collaboration with local governments was difficult, and unions protested strongly against the reform. During the last 25 years, the spread of school choice policies has been the most important trend in the evolution of education systems in advanced democracies (Musset, 2012). School choice reforms share the objective of breaking the traditional link between public schooling and neighbourhood (Berry Cullen, 2005). In choice-based education systems, there no longer is a ‘local public school’ frequented by all the children who live nearby.

    Konrad-Adenauer-Stiftung Paris Regionalwahlen in Frankreich – erster Test für die Regierung Raffarin Im Jahr 2004 finden in Frankreich drei wichtige Wahlen statt: die Regionalwahlen im März (zusammen mit Kantonalwahlen), die Europawahlen am 13. Juni und die Sénatswahlen im September (ein Drittel der Senatoren wird gewählt). Die innenpolitisch wichtigsten Wahlen sind ohne Zweifel die Regionalwahlen. It is best regarded as an underdeveloped party which has difficulty in acting as a unitary organization. This failure is due to the exceptional historical and institutional context of its birth but also to the preference of its leaders for their existing organizations. To preserve these they have elaborated a sophisticated and measurable system of compromise between them- selves and with the RPR which guarantees significant rewards. This underdeveloped status will probably continue indefinitely. In a wider context the UDF’s failure sheds light on the difficulty of creating genuinely new partisan organizations. Standard accounts see it as a significant system party, created by the electoral mechanisms of the Fifth Republic (Wilson, 1982; Charlot, 1989). One recent analyst classifies it unproblematically as a ‘centre-right party with strong roots in liberalism’ (Ware, 1996: 49). But an early study warned that whatever its ambitions, the UDF was still only a federation of bour- geois parties plus a group of deputies (Seiler, 1980: 206). Cole feels that it is ‘best understood as a modern expression of the Orleanist tradition, modified to suit the Fifth Republic’, but suggests that its internal diversity gives it ‘the weakest claim to be a coherent political entity’ (Cole, 1990: 106, 120).

This conversion neither results in the creation of a new legal entity, nor has any consequence on the legal regime by which the staff is governed. Article 9 After Article L. 224-1 of the French Code of Civil Aviation, Article L. 224-2 is added and reads as follows: “Article L. 224-2. - I. – Airport public services shall give rise to the payment of fees for provided services set in accordance with the provisions of the second paragraph of Article L. 410-2 of the French Commercial Code. The amount of fees shall take into account the return on invested funds. It may take into account expenses, including future expenses, related to the construction of new infrastructure or facilities before they are placed in service. Limited adjustments may be made thereon, for general interest reasons, intended to reduce or compensate environmental damages, improve the use of infrastructure, favor the creation of new links or provided for continuity and territorial development. The total proceeds from such fees cannot exceed the costs of the provided services on the airport.
