Introduction The duodecimal system (also called dozenal) is a positional numbering system using 12 as its base, similar to the well-known decimal (base 10) and hexadecimal (base 16) systems. Thus, it needs 12 digits, instead of ten digits like the decimal system. It is used by teachers to explain the decimal system by comparing it to an alternative, by hobbyists (see e.g. fig. 1), and by propagators who claim it being superior to the decimal system (mostly because thirds can be expressed by a finite number of digits in a "duodecimal point" presentation). • Besides mathematical and hobbyist publications, the duodecimal system has appeared as subject in the press (see e.g. [Bellos 2012] in the English newspaper "The Guardian" from 2012-12-12, where the lack of types to represent these digits correctly is explicitly stated). Such examples emphasize the need of the encoding of the digit forms proposed here. While it is common practice to represent the extra six digits needed for the hexadecimal system by the uppercase Latin capital letters A,B.C,D,E,F, there is no such established convention regarding the duodecimal system. Some proponents use the Latin letters T and E as the first letters of the English names of "ten" and "eleven" (which obviously is directly perceivable only for English speakers). -

This issue we introduce you to our new style of newsletter. We believe a large part of our ministry is to profile and present unreached people groups to Christians around the world. Thanks to the Lord, we have seen and heard of thousands of Christians praying for these needy groups, and efforts have been made by many ministries to take the Gospel to those who have never heard it before. Often we handed to our printer excellent and visually powerful color pictures of minority people, only to be disappointed when the completed newsletter came back in black and white, losing the impact it had in color. A few months ago we asked our printer, just out of curiosity, how much more it would cost if our newsletter was all in full color. We were shocked to find the differences were minimal! In fact, it costs just a few cents more to print in color than in black and white! For this reason we plan to produce our newsletters in color. Hopefully the visual difference will help generate even more prayer and interest in the unreached peoples of Asia! Please look through the pictures in this issue and see the differ- ence color makes. -

Online Appendix for Harald Hammarstr¨om& Mark Donohue (2014) Some Principles of the Use of Macro-Areas Language Dynamics & Change Harald Hammarstr¨om& Mark Donohue The following document lists the languages of the world and their as- signment to the macro-areas described in the main body of the paper as well as the WALS macro-area for languages featured in the WALS 2005 edi- tion. 7160 languages are included, which represent all languages for which we had coordinates available1. Every language is given with its ISO-639-3 code (if it has one) for proper identification. The mapping between WALS languages and ISO-codes was done by using the mapping downloadable from the 2011 online WALS edition2 (because a number of errors in the mapping were corrected for the 2011 edition). 38 WALS languages are not given an ISO-code in the 2011 mapping, 36 of these have been assigned their appropri- ate iso-code based on the sources the WALS lists for the respective language. This was not possible for Tasmanian (WALS-code: tsm) because the WALS mixes data from very different Tasmanian languages and for Kualan (WALS- code: kua) because no source is given. 17 WALS-languages were assigned ISO-codes which have subsequently been retired { these have been assigned their appropriate updated ISO-code. In many cases, a WALS-language is mapped to several ISO-codes. As this has no bearing for the assignment to macro-areas, multiple mappings have been retained. 1There are another couple of hundred languages which are attested but for which our database currently lacks coordinates. -

Abstract It is generally agreed that some numbers such as three and nine which appear frequently in the two Eddas hold special significances in Norse mythology. Furthermore, numbers appearing in sagas not only denote factual quantity, but also stand for specific symbolic meanings. This tradition of number symbolism could be traced to Pythagorean thought and to St. Augustine‟s writings. But the result in Old Norse literature is its own system influenced both by Nordic beliefs and Christianity. This double influence complicates the intertextuality in the light of which the symbolic meanings of numbers should be interpreted. -

McCall National Evolutionary Synthesis Center How should behavioral scientists interpret apparently progressive stages of cultural history? Adaptive progress in biology is thought to only occur locally, relative to local conditions. Just as evolutionary theory offers physi- cal anthropologists an appreciation of global human diversity through local adaptation, so the metaphor of adaptation offers behavioral scientists an appreciation of cultural diversity through analogous mechanisms. Analyses reported here test for cultural adaptation in both biotic and abiotic environ- ments. Testing cultural adaptation to the human-made environment, the culture’s pre-existing technical complexity is shown to be a predictive fac- tor. Then testing cultural adaptation to the physical environment, this article corroborates Divale’s (1999) finding that counting systems are adaptations to unstable environments, and expands the model to include other environ- mental indices and cultural traits. -

ASCII-Cyrillic and its converter email-ru.tex (beta version) A new faithful ASCII representation for Russian called ASCII-Cyrillic is presented here, one which permits accurate typing and reading of Russian where no Russian keyboard or font is available -- as often occurs outside of Russia. ASCII-Cyrillic serves the Russian and Ukrainian languages in parallel. This brief introduction is initially for Russian; but, further along, come the modifications needed to adapt to the Ukrainian alphabet. Here is a fragment of Russian email. As far as the email system was concerned, the email message was roughly a sequence of "octets" or "bytes" (each 8 zeros or ones); where each octet corresponds to a character according to some 8-bit encoding. As originally typed and sent, it is probably readable (using a 8-bit Russian screen font) on most computers in any country where a Cyrillic alphabet is indigenous --- but rarely beyond. (The GIF image you see here is widely readable, but at least 10 times as bulky, and somewhat hazy too.) The portability of 8-bit Cyrillic text is hampered by the frequent need to re-encode for another computer operating system. When the targeted encoding does not contain all the characters used, reencoding can become not just inconvenient but downright problematic. The utility "email-ru.tex" converts this 8-bit text to and from ASCII-Cyrillic, the new 7-bit ASCII transcription of Russian. This scheme was designed to be both typeable and readable on every computer worldwide: Na obratnom puti !Gardine obq'asnila mne, kak delath peresadku na metro. -

1 Handwriting Recognition in Indian Regional Scripts: A Survey of Offline Techniques UMAPADA PAL, Indian Statistical Institute RAMACHANDRAN JAYADEVAN, Pune Institute of Computer Technology NABIN SHARMA, Indian Statistical Institute Offline handwriting recognition in Indian regional scripts is an interesting area of research as almost 460 million people in India use regional scripts. The nine major Indian regional scripts are Bangla (for Bengali and Assamese languages), Gujarati, Kannada, Malayalam, Oriya, Gurumukhi (for Punjabi lan- guage), Tamil, Telugu, and Nastaliq (for Urdu language). A state-of-the-art survey about the techniques available in the area of offline handwriting recognition (OHR) in Indian regional scripts will be of a great aid to the researchers in the subcontinent and hence a sincere attempt is made in this article to discuss the advancements reported in this regard during the last few decades. The survey is organized into different sections. A brief introduction is given initially about automatic recognition of handwriting and official re- gional scripts in India. The nine regional scripts are then categorized into four subgroups based on their similarity and evolution information. The first group contains Bangla, Oriya, Gujarati and Gurumukhi scripts. The second group contains Kannada and Telugu scripts and the third group contains Tamil and Malayalam scripts. The fourth group contains only Nastaliq script (Perso-Arabic script for Urdu), which is not an Indo-Aryan script. Various feature extraction and classification techniques associated with the offline handwriting recognition of the regional scripts are discussed in this survey. As it is important to identify the script before the recognition step, a section is dedicated to handwritten script identification techniques. -

THE FAR SOUTHERN SINITIC LANGUAGES AS PART OF MAINLAND SOUTHEAST ASIA (DRAFT: for MPI MSEA workshop. 21st November 2012 version.) Hilário de Sousa ERC project SINOTYPE — École des hautes études en sciences sociales [email protected]; [email protected] Within the Mainland Southeast Asian (MSEA) linguistic area (e.g. Matisoff 2003; Bisang 2006; Enfield 2005, 2011), some languages are said to be in the core of the language area, while others are said to be periphery. In the core are Mon-Khmer languages like Vietnamese and Khmer, and Kra-Dai languages like Lao and Thai. The core languages generally have: – Lexical tonal and/or phonational contrasts (except that most Khmer dialects lost their phonational contrasts; languages which are primarily tonal often have five or more tonemes); – Analytic morphological profile with many sesquisyllabic or monosyllabic words; – Strong left-headedness, including prepositions and SVO word order. The Sino-Tibetan languages, like Burmese and Mandarin, are said to be periphery to the MSEA linguistic area. The periphery languages have fewer traits that are typical to MSEA. For instance, Burmese is SOV and right-headed in general, but it has some left-headed traits like post-nominal adjectives (‘stative verbs’) and numerals. Mandarin is SVO and has prepositions, but it is otherwise strongly right-headed. These two languages also have fewer lexical tones. This paper aims at discussing some of the phonological and word order typological traits amongst the Sinitic languages, and comparing them with the MSEA typological canon. While none of the Sinitic languages could be considered to be in the core of the MSEA language area, the Far Southern Sinitic languages, namely Yuè, Pínghuà, the Sinitic dialects of Hǎinán and Léizhōu, and perhaps also Hakka in Guǎngdōng (largely corresponding to Chappell (2012, in press)’s ‘Southern Zone’) are less ‘fringe’ than the other Sinitic languages from the point of view of the MSEA linguistic area. -

Many important meanings are contained in the geographical names of China’s Ethnic Minorities’ languages. I. The number and distribution of China’s Ethnic Minorities There are 55 minorities in China have been determined now. 53 of them have their own languages, which belong to 5 language families, but the Hui and the Man use Chinese (Han language). There are 29 nationalities’ languages belong to Sino-Tibetan family, including Zang, Menba, Zhuang, Bouyei, Dai, Dong, Mulam, Shui, Maonan, Li, Yi, Lisu, Naxi, Hani, Lahu, Jino, Bai, Jingpo, Derung, Qiang, Primi, Lhoba, Nu, Aching, Miao, Yao, She, Tujia and Gelao. These nationalities distribute mainly in west and center of Southern China. There are 17 minority nationalities’ languages belong to Altaic family, including Uygul, Kazak, Uzbek, Salar, Tatar, Yugur, Kirgiz, Mongol, Tu, Dongxiang, Baoan, Daur, Xibe, Hezhen, Oroqin, Ewenki and Chaoxian. These nationalities distribute mainly in west and east of Northern China. There are 3 minority nationalities’ languages belong to South- Asian family, including Va, Benglong and Blang. These nationalities distribute mainly in Southwest China’s Yunnan Province. -
