Meanwhile, mayors have proposed the slogan “axis retroflexion” indicating the urban regeneration of old town areas. In July 2016, the city government and the National Geographic Channel started a documentary project “Inside: Reinventing Taipei” that cost 5 million NTD for the propaganda of the upcoming Taipei Universiade 2017. The narratives in the documentary indicate the interweaving of historical and modern city images. In this research, the development history of western Taipei is reviewed, and several official and non-official advertisements, movies, music videos, landscape architecture, events, and policy plans are chosen as texts to analyse the representation of the city images of western Taipei (Zhongzheng and Wanhua districts) under an iconological approach. To understand how those city images were produced, various aspects of urban politics and power are explored through this research. It is found that specific buildings and places, such as Chiang Kai- Shek Memorial Hall, the North Gate, the Red House Theatre, Longshan temple, and the Ximending shopping area, appeared in those texts frequently, epitomizing the development history of Western Taipei and policies across different periods.

INTRODUCTION The root of the word “engineer” derives from “engine” and “ingenious” both of which come from the Latin root “ingenerate” meaning “to create”. “Mühendis” in Turkish derives from “hendese” which means “geometry” and thus mühendis is the one who makes dimensional calculations. “Hendesehane” means “School of Engineering”. Engineers are individuals who combine knowledge of science, mathematics and economics to solve technical problems that confront society. Main difference between scientists and engineers is the cost analysis. Early in human history, there were no formal schools to teach engineering. Early engineers were those, “Alaylı” in Turkish, who had a gift for manipulating the physical world to achieve a practical goal. Often, it would be learned through apprenticeship with experienced practitioners. Current engineers are educated, “Okullu” in Turkish, in mathematics, science and economics. According to ABET (Accreditation Board for Engineering and Technology, USA) engineers must demonstrate that they have: (a) an ability to apply knowledge of mathematics, science, and engineering, (b) an ability to design and conduct experiments, as well as to analyze and interpret data, (c) an ability to design a system, component, or process to meet desired needs, (d) an ability to function on multi-disciplinary teams, (e) an ability to identify, formulate, and solve engineering problems, (f) an understanding of professional and ethical responsibility, (g) an ability to communicate effectively, (h) the broad education necessary to understand the impact of engineering solutions in a global and societal context, (i) a recognition of the need for, and an ability to engage in life-long learning, (j) a knowledge of contemporary issues, (k) an ability to use the techniques, skills, and modern engineering tools necessary for engineering practice.

In the department's 2020 land valuation assessment report, the land value of Taipei 101, the highest building in Taiwan, located in the bustling Xinyi District in the eastern part of the city, rose to NT$1.83 million (US$64,210) per square meter or NT$6.07 million per ping, up 2.11 percent from a year earlier. Over the past eight years, the land value of Taipei 101 has risen 20.86 percent, Pan Yi-ju (潘依如), head of the department's land value division, told reporters. Shin Kong Life Tower, located across from Taipei Main Station in western Taipei, the city's previous business center, came in second with a land value of NT$1.78 million per square meter or NT$5.88 million per ping, according the report. The building had the highest land value in Taipei from 2000-2013 before being replaced by Taipei 101, the department said. On the residential property front, Pan said, the Palace Mansion on Renai Road near Jianguo Flower Market, took first place with its land value hit NT$1.33 million per square meter or NT$4.39 million per ping for the 10th straight year, the report showed.
