COMMUNAL ENTERPRISE “TEPLOENERGO” OF KREMENCHUK CITY COUNCIL OF KREMENCHUK DISTRICT OF POLTAVA REGION, UKRAINE GENERAL PROCUREMENT NOTICE Energy efficient Rakivka - Construction of heat generation Project: capacities and modernisation of the DH system in Kremenchuk city Country: Ukraine Sector: District Heating Project number: NEFCO 01/20 Nordic Environment Finance Corporation (NEFCO), Danida Funding sources: Sustainable Infrastructure Finance (DSIF), Kremenchuk city Type of contract: Supply and Installation of Plant and Equipment Type of notice: General Procurement Notice Issue date: 23.06.2021 Closing date: 23.06.2022 at 23:59 Kyiv time Communal Enterprise "Teploenergo" of Kremenchuk city council of Kremenchuk district of Poltava region is using the proceeds of a loan from the Nordic Environment Finance Corporation (NEFCO), a grant from the Danida Sustainable Infrastructure Finance (DSIF)* and funding from the city of Kremenchuk for the implementation of the Project “Energy efficient Rakivka”. The Project has a total estimated cost of EUR 12.526 million and following procurements of goods, works and services includes: 1. Building of two new gas-fired boiler houses with a capacity of 20 MW each to be operated as medium and peak load boiler houses and as reserve boiler houses and installation of SCADA (Supervisory Control and Data Acquisition) system for continuous optimization and efficient remote control and management of the DH system in real-time; 2. Building of biomass boiler house with capacity of 4,0 MW (for baseload) which would reduce fuel dependence from natural gas, which today is primary fuel used by the CE “Teploenergo” for heat production; 3. Installation of Individual Heat Substations. Tendering for the above contracts is expected to begin in Q3 2021 and finish in Q1 2022 Contracts to be financed with the proceeds of a loan from NEFCO, a grant from DSIF and funding from the city of Kremenchuk will be subject to NEFCO Procurement Policy and Procedures available at: https://www.nefco.int/wp-content/uploads/2021/01/NEFCO-Procurement-Policy-and-Procedures- 20210101.pdf Tendering for contracts to be financed with the proceeds of a loan from NEFCO and grant from DSIF will be open to firms from any country. The proceeds of the loan and the grant will not be used for the purpose of any payment to persons or entities or for any import of goods, if such payment or import is prohibited by sanctions imposed by the European Union, the United States of America or any of its states, or any International Financial Institution or other sanctions authority as NEFCO deems relevant, or a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the purchaser's country. DSIF and NEFCO by entering into trust fund agreement dated 8 February 2021 have agreed to cooperate in order to co-finance sustainable infrastructure projects in Ukraine, and to establish a trust fund for the provision of DSIF project support for sustainable infrastructure projects in Ukraine and assign NEFCO as the Fund Manager for the purpose of administering the Fund and the further disbursement of the funds/grants to final recipients. Under the Trust Fund Agreement, grants are conditioned upon the availability of funds from DSIF and to the Beneficiary acting in accordance with IFU’s Sustainability Requirements for Danida Sustainable Infrastructure Finance. .
