An unprecedented mass of information, of hypotheses and theories has been built up, notably in the fields of history, ethnology, ethnography, sociology and culture concerning people or groups brought under imperialist domination. The concepts of race, caste, ethnicity, tribe, nation, culture, identity, dignity, and many others, have become the objects of increasing attention from those who study men and the societies described as ‘primitive’ or ‘evolving’. More recently, with the rise of liberation movements, the need has arisen to analyse the character of these societies in the light of the struggle they are waging, and to decide the factors which launch or hold back this struggle. Until then, three things need to be said. First, anyone acquainted with scholarship will realise that there are gaps in the material consulted. These gaps are themselves an important part of the story to be told in the preface. The work is nonetheless being published because, together with many who have read the manuscript or helped in its gestation, I consider the subject to be so urgently in need of a thorough airing that publication should not be delayed. Second, even though almost every other contribution on the national question is considered critically by me, it should be stressed that my approach has been motivated throughout by the desire to facilitate the unification of the national liberation movement by fomenting a discussion on the basis of national unity and on the political-strategic implications of ideas about who constitutes the South African nation. Third, many people have helped me to produce this book. All of them have perforce to remain anonymous for the present. Some of them do not share my views at all. They, more than my comrades even, have to be thanked for their broadminded loyalty to scholarship and ideas. No Sizwe January 1979 6 INTRODUCTION Nationality and the relationship between theory and strategy IN THIS STUDY I EXAMINE the theory of nationality which has been propagated by the ideologues and theoreticians of the National Party in South Africa since the mid Fifties. This theory, the official justification for Bantustans and for the policy of Separate Development, purports to be of general validity and in line with political thought and practice throughout the modern world. Theoretically, it involves the question of what the nation of South Africa is, i.e. who constitutes the nation? Since the answer to this apparently simple question is the stuff of political controversy in this country, it is necessary to investigate the historical evolution of the theory of the National Party, to reveal the reasons for its propagation, to show whose interests it serves, to consider alternative theories, and to examine all these in terms of their relation to the class struggle in South Africa. The balkanisation of South Africa by means of the ruling party’s Bantustan strategy has often been pilloried as fraudulent, monstrous, ludicrous and so forth. Yet the very term ‘Balkanisation’ bears within it a historic judgement. For the centrifugal rupture of the Russian, Turkish and Austro-Hungarian empires shortly before, during and after World War I resulted in state formations which have been accepted universally as constituting viable and legitimate nations. In a sense, therefore, the use of the term ‘balkanisation’ imparts to the Bantustans a quasi-legitimacy which is at variance with the critique it is meant to express. The national liberation movement in South Africa finds 7 One Azania, One Nation itself today in a situation analogous to that which faced the precursors of the First International in the middle of the last century in Europe. There, the Pan-Slavonic policy of balkanisation pursued by the Tsarist regime was aimed at weakening the Austro-Hungarian Empire and especially its Turkish rival in the Balkan peninsula. The incipient nationalism of the East European nationalities, created under the impulsion of a politically aspirant bourgeoisie was the main tool of this imperialistic drive to expansion. Since Tsarist Russia was the symbol and bulwark of all that was reactionary and backward-looking in Europe, Marx and Engels and other socialists and liberals were implacably opposed to balkanisation, and many went so far as to deny outright the legitimacy of the nationalisms of Eastern Europe.1 The encouragement of these reactionary nationalisms was seen by the representatives of both the liberal bourgeoisie (e.g. Mazzini) and the working classes to be in direct conflict with the real interests of these classes. But, as Lenin later realised, the emancipation of the serfs (1861) neutralised the historic reactionary character of Russia: the Tsarist empire became in all important respects a colony of Western Europe and was unable (after the crushing of the Polish Revolt of 1863) to play its previous counter-revolutionary role. This altered the character of these Eastern European nationalisms. Indeed, they came to be a vital dimension of the struggle against capitalism and feudalism in Russia itself. South Africa is the Tsarist Russia of the Southern African sub-continent. Whether in Namibia, Zimbabwe, or South Africa itself, its apartheid policy of separate ‘nationhood’ for so-called ‘Bantu’ and other ‘nations’ serves an analogous purpose. Hence political strategy dictates that this nefarious policy be opposed by all possible means. The alleged success of the Turnhalle conference in Namibia in 1978, and the claims made for the ‘independent’ Transkei as representing a model of peaceful decolonisation, are 8 Introduction indications that, in certain quarters of the ‘Free World’, there are influential people waiting to latch on to anything that will lend respectability to a policy and theory that have called forth universal abhorrence. Already the liberation movement itself has had to witness the desolating spectacle of some of its supposedly staunchest members defecting to the Bantustans amid ablaze of publicity. Men such as Joe Matthews (formerly of the A.N.C.), T.T. Letlake (ex-P.A.C.), and Digby Koyana (ex-Unity Movement) have thrown in their miserable lot with the partitionists and supine followers of the National Party’s formula for South Africa – the Matanzimas, Mangopes, etc. They, more than any others, have revealed the counter-revolutionary potential of the Bantustan strategy. The national liberation movement, i.e. the various organisations of which it is composed, has presumably developed a counter-strategy. Illegality of operation has by and large prevented this strategy from being put forward explicitly. Very often that which is written does not reflect the real views of the leadership who have to protect their membership and supporters inside the country. However, strategies can also be inferred from political acts, be they of a literary, mobilising, or military character. The success or failure of such strategies will not be discussed by this work; what this book is concerned with is the fact that there does not seem to exist any systematic refutation of the theory of nationality which the National Party has been propagating.

To do so in the course of one paper is even more demanding, if not daunting. Not only does "the liberation struggle" in South Africa in its broadest sense span more than a century. It also saw the coming and going of movements, the merging and evolving of others and a series of principled and/or pragmatic pacts in the process. The author is attempting here to provide a rather descriptive (and as far as possible, chronological) look at and rudimentary outline to the main organisational levels of liberation in South Africa since roughly the 1870' s. I will draw on my own 2 work in the field lover the past fifteen years as well as other sources • A wide variety of sources and personal experiences inform this contribution, even if they are not mentioned here.     The African National Congress centenary: a long and difficult journey RAYMOND SUTTNER* The current political pre-eminence of the African National Congress in South Africa was not inevitable. The ANC was often overshadowed by other organiza- tions and there were moments in its history when it nearly collapsed. Sometimes it was ‘more of an onlooker than an active participant in events’.$ It came into being, as the South African Native National Congress (SANNC)," in $&$", at a time of realignment within both the white and the conquered black communities. In the aftermath of their victory over the Boers in the South African War ($(&&-$&#"), the British were anxious to set about reconciling their former enemies to British rule. This included allowing former Boer territories to continue denying franchise and other rights to Africans, thus disappointing the hopes raised by British under- takings to the black population during the war years. For Africans, this ‘betrayal’ signified that extension of the Cape franchise, which at that time did not discrimi- nate on racial grounds, to the rest of South Africa was unlikely. Indeed, when the Act of Union of $&$# transferred sovereignty to the white population even the Cape franchise was open to elimination through constitutional change—and in course of time it was indeed abolished. The rise of the ANC in context From the onset of white settlement of Africa in $*/", but with particular intensity in the nineteenth century, land was seized and African chiefdoms crushed one by one as they sought to retain their autonomy.     South Africa and the African Renaissance PETER VALE* AND SIPHO MASEKO On May , immediately prior to the adoption of South Africa’s new con- stitution,Thabo Mbeki, Nelson Mandela’s chosen successor, opened his address to the country’s Constitutional Assembly with the words ‘I am an African!’. In an inclusionary speech, symptomatic of post-apartheid South Africa, Mbeki drew strands of the country’s many histories together. His words evoked great emotion within the assembly chamber, and later throughout the country: across the political spectrum, South Africans strongly associated themselves with the spirit of reconciliation and outreach caught in his words. South Africa’s reunification with the rest of the continent had been a significant sub-narrative within the processes which led to negotiation over the ending of apartheid. That South Africa would become part of the African community was, of course, beyond doubt; what was at issue was both the sequence of events by which this would happen and the conditionalities attached to its happening.The continent’s enthusiasm for the peace process in South Africa was initially uneven: the Organization of African Unity (OAU) summit in June decided to retain sanctions against South Africa although the Nigerian leader, General Ibrahim Babingida, expressed an interest in meet- ing South Africa’s then President, F.W.de Klerk, if such an occasion ‘would help bring about majority rule.’ The political prize attached to uniting South Africa with the rest of the continent explains why South Africa’s outgoing minority government, despite energetic and expensive diplomatic effort, was unable to deliver its own version of South Africa in Africa.

Voortrekkers were groups of nineteenth- century Afrikaners who migrated north from the Cape colony into the South African interior to escape British rule. 2. ‘Township’ is the name given by colonial and later apartheid authorities to underdeveloped, badly resourced urban living areas, usually on the outskirts of white towns and cities, which were set aside for the black workforce. 3. See, for example, Liz Gunner on Zulu radio drama since 1941 (2000), David Coplan on township music and theatre (1985) and Isabel Hofmeyr on the long- established Afrikaans magazine Huisgenoot (1987). 4. In 1984 the NP launched what it called a ‘tricameral’ parliament, a flawed and divisive attempt at reforming the political system. After a referendum among white voters it gave limited political representation to people classi- fied as coloured and Indian, although black South Africans remained com- pletely excluded. Opposition to the system came from both the left and right and voting rates among non- whites remained extremely low, in a show of disapproval of what many viewed as puppet MPs. 5. The State of Emergency was declared in 1985 in 36 magisterial districts. It was extended across the whole country in 1986 and given an extra year to run in 1989. New measures brought in included the notorious 90- day law, in which suspects could be held without trial for 90 days, after which many were released and then re- arrested as they left the prison. 6. According to André Brink, ‘The widespread notion of “traditional Afrikaner unity” is based on a false reading of history: strife and division within Afrikanerdom has been much more in evidence than unity during the first three centuries of white South African history’ (1983, 17).

    THE JAMES BACKHOUSE LECTURE 2001 RECONCILING OPPOSITES: REFLECTIONS ON PEACEMAKING IN SOUTH AFRICA Hendrik W van der Merwe The James Backhouse Lectures The lectures were instituted by Australia Yearly Meeting of the Religious Society of Friends (Quakers) on the its establishment of that Yearly Meeting in 1964. James Backhouse and his companion, George Washington Walker were English Friends who visited Australia from 1832 to 1838. They travelled widely, but spent most of their time in Tasmania. It was through their visit that Quaker Meetings were first established in Australia. Coming to Australia under a concern for the conditions of convicts, the two men had access to people with authority in the young colonies, and with influence in Britain, both in Parliament and in the social reform movement. In meticulous reports and personal letters, they made practical suggestions and urged legislative action on penal reform, on the rum trade, and on land rights and the treatment of Aborigines. James Backhouse was a general naturalist and a botanist. He made careful observations and published full accounts of what he saw, in addition to encouraging Friends in the colonies and following the deep concern that had brought him to Australia. Australian Friends hope that this series of Lectures will bring fresh insights into the Truth, and speak to the needs and aspirations of Australian Quakerism. This particular lecture was delivered in Melbourne on 8 January 2001, during the annual meeting of the Society. Signature Date Stellenbosch University https://scholar.sun.ac.za Abstract This thesis examines the structural factors that precipitate the emergence of ethnicity and nationalism, with a special emphasis on ethno-Iinguistic identity. Nationalist momentum leading to self-determination is also addressed. A historical comparative study of the Quebecois of Canada and the Afrikaners of South Africa is presented. The ancestors of both the Quebecois and the Afrikaners left Europe (France and the Netherlands, respectively) to establish a new colony. Having disassociated themselves from their European homeland, they each developed a new, more relevant identity for themselves, one which was also vis-a-vis the indigenous population. Both cultures were marked by a rural agrarian existence, a high degree of religiosity, and a high level of Church involvement in the state. Then both were conquered by the British and expected to conform to the English-speaking order. This double-layer of colonialism proved to be a significant contributing factor to the ethnic identity and consciousness of the Quebecois and the Afrikaners, as they perceived a threat to their language and their cultural institutions.
