    Submission to House of Representatives Enquiry (February 2016): The role of transport connectivity on stimulating development and economic activity yanis garrett Using Value Capture to Build Free Metro Rail in Sydney Abstract / Summary Response: Overall, an enquiry such as this is necessary for no other reason than to ask how best this can be done, and what projects should be built that most advantages our cities and the nation as a whole. I hope to address these two issues in this submission. I only refer to Sydney for urban metro rail cross-link suggestions and value capture. My overall reaction to the proposal is that, given currently exorbitant Australian and Sydney house prices, this proposal should be expedited as soon as possible in order to do precisely what it says: capture the value. Secondly, economies of scale determine that only urban metro and rail projects will achieve value capture. People want to live next to a railway station, not a motorway. Summary of Value-Capture Process: Invest and Recoup The process is simple: government utilises budget, superfunds and credit to invest in long term projects, and then recoups the revenue back. 1. Government builds train line. 2. Government rezones along the route for high density, with controls on quality, floorspace, acoustics and soundproofing, balcony size and railing height, amenities and artistic architectural design, but a liberal approach to height. 3. Government taxes development according to its proximity to the train station. Current landowners can negotiate price with a floor and ceiling price to be determined (e.g. at 3x market value plus 4 free apartments of equivalent total land area of 3x the size, then owners must accept.) 4.

    Funding Of Public Transport Infrastructure And Services Peter Mills 1 Introduction It’s been said many times that provision of better public transport can help to make Australia’s urban areas more sustainable, and that Commonwealth Government involvement in this provision is necessary. Sustainability includes the usual triple bottom line of social, economic and ecological costs, more recent concerns about resilience to external shocks such as oil supply and credit availability, and containing average travel time budgets. However, there are many impediments to good and worthwhile outcomes being achieved, and without these being addressed there is a danger of a cargo cult mentality developing with respect to Commonwealth funding for public transport. This submission covers: The above impediments with particular reference to Sydney; Transport planning and project possibilities that I have previously suggested to the NSW Government; and Conclusions and observations relating to the emerging circumstances of financial, energy and carbon constraints. 2 Background Sydney is presently the largest city in Australia, and covers a large area with relatively low densities and an off-centre CBD that make it both difficult and expensive to serve by both public and private transport. The main task for public transport at present is for peak period travel to and from the Sydney CBD where it enjoys a modal share of about 75%. However, the overall modal share for all travel over each day is only around 15%. These modal shares are higher than other cities in Australia, but the gap has been closing in recent years. The NSW Government provides extensive financial support for the operation of public transport to help limit road congestion and emissions, and to lessen the disadvantage to those without access to a car.

Can you outline the benefits of Metro for residents along the alignment? Response: I am advised: This information is publicly available. Sydney Metro is delivering a step-change in the capacity and customer experience of Sydney’s rail network by providing a fully automated metro rail system– an Australian first. The City & Southwest project will deliver significant benefits not only directly to customers using the Metro, but also to customers on other rail lines and across the transport network. The T3 Bankstown Line is being upgraded to modern metro rail standards between Sydenham and Bankstown. This means: • an air-conditioned train every four minutes in each direction in the peak - Train services will be more than tripled at stations like Hurlstone Park, Canterbury and Wiley Park, which currently get as few as four trains an hour in the peak; • all upgraded stations will be fully accessible with lifts as well as level access between the train and the platform, removing the step up into the train; • safer platform environments, with improved CCTV surveillance; • platform screen doors – this technology, used for the first time in Australia but common around the world, keeps people and objects like prams away from the tracks and allows trains to enter and leave platforms much faster; • minimal gaps between platforms and trains; • new or upgraded concourses, greater circulation
