    Navy and Coast Guard Ships Associated with Service in Vietnam and Exposure to Herbicide Agents Background This ships list is intended to provide VA regional offices with a resource for determining whether a particular US Navy or Coast Guard Veteran of the Vietnam era is eligible for the presumption of Agent Orange herbicide exposure based on operations of the Veteran’s ship. According to 38 CFR § 3.307(a)(6)(iii), eligibility for the presumption of Agent Orange exposure requires that a Veteran’s military service involved “duty or visitation in the Republic of Vietnam” between January 9, 1962 and May 7, 1975. This includes service within the country of Vietnam itself or aboard a ship that operated on the inland waterways of Vietnam. However, this does not include service aboard a large ocean- going ship that operated only on the offshore waters of Vietnam, unless evidence shows that a Veteran went ashore. Inland waterways include rivers, canals, estuaries, and deltas. They do not include open deep-water bays and harbors such as those at Da Nang Harbor, Qui Nhon Bay Harbor, Nha Trang Harbor, Cam Ranh Bay Harbor, Vung Tau Harbor, or Ganh Rai Bay. These are considered to be part of the offshore waters of Vietnam because of their deep-water anchorage capabilities and open access to the South China Sea. In order to promote consistent application of the term “inland waterways”, VA has determined that Ganh Rai Bay and Qui Nhon Bay Harbor are no longer considered to be inland waterways, but rather are considered open water bays.

Over the past three weeks Carrier Strike Group FOUR (CSG 4) evaluated the crews' warfighting abilities through multiple training scenarios meant to test the ships in a Composite Warfare Commander structure and push them to the limits so they are fully prepared for the challenges they may face during upcoming deployments. "Gunston Hall entered TFEX unsure of what to expect, but eager to take on its many challenges, and I am extremely proud of the crew's performance from start to finish. We are ready to carry out this ship's motto: Defending the Constitution!" said Cmdr. Fiona Halbritter, commanding officer of Gunston Hall. The crews of these ships have demonstrated proficiency in areas from maritime security operations and amphibious operations to integrated defense, ensuring the ships and their crews are ready to operate forward and perform whatever missions tasked. He started the University of Minnesota that year, but when the US entered the war in December 1941 he enlisted the next month in the US Navy. Bob took advantage of the Navy’s V-7 program to finish his degree before entering active service. In early 1943 Bob got married (wife Nancy) and was sent to Columbia University in New York for officer training; later that year he was in San Diego to train on LCT’s (landing craft, tank) and LCM’s (landing craft, mechanized). Following advanced training in the Solomon Islands (South Pacific) in early 1944, Bob joined the crew of the USS Gunston Hall (LSD-5), an LSD (landing ship, dock). In September 1944 LSD-5 participated in the bloody invasion of Peleliu Island, in the Palau group; after the island was secured by the 1st Marine Division, Bob remained stationed at Peleliu as ship’s company. He remained on Peleliu until after V-J Day in August 1945, when he was rotated back to the US; Bob was discharged in January 1946 with the rank of lieutenant junior grade. After the war, Bob used the GI Bill to attend Harvard, where he obtained a graduate degree in architecture.

R. Sullivan A native of Helena, Montana, Captain James R. “Jimmer” Sullivan attended Marquette University on an NROTC scholarship and received his commission in 1982. Following a short OPNAV tour, he reported for flight training and was awarded his pilot’s wings in July 1984. Upon SH-60B FRS completion he reported for duty to HSL-42 Detachment Five and completed deployments to the North Atlantic and Mediterranean in USS HALYBURTON (FFG-40). This assignment included flying Combat Search and Rescue flights in support of strikes on Libya. While on the detachment he served as detachment admin, operations, and maintenance officer. Addition- ally, he served as the HSL-42 NATOPS Officer. In 1988 he reported to HSL-40 where he served as the Hostile Environment Training Officer and ATO Phase Officer. In 1989 he was selected as HSL-40 Pilot of the Year. After completing TAO school, CAPT Sullivan reported to Cruiser Destroyer Group Twelve as Assistant Air Operations Officer and Flag Tactical Watch Officer. He com- pleted deployments to the Mediterranean, Arabian Gulf, North Atlantic, and Caribbean. CAPT Sullivan returned to HSL-42 in 1992 and was designated Officer in Charge (OIC) of the Detachment Seven Warthogs deployed in USS HUE CITY (CG-66).
