London Borough of Lambeth Review of Polling Districts and Polling Places 2019

1. Introduction

1.1 Lambeth Council is conducting a review of all polling districts and polling places as required by the Electoral Registration and Administration Act 2013 which requires a review to be undertaken every five years. The purpose of the review is to ensure all polling districts, polling places and polling stations in the borough serve the needs of voters. The last review was undertaken in 2014/15. Please note that this review does not form part of the current Local Government Boundary Commission for England (LGBCE) review of Lambeth Council's electoral arrangements

1.2 The Returning Officer’s proposals are based on the following considerations:  Electoral Commission guidance regarding the number of electors allocated to a polling station  Suitability of polling places for use as polling stations  All voters to have a relatively equal access to polling station  Future changes to population

1.3 It should be noted that the LGBCE review will result in significant changes to electoral ward boundaries in Lambeth. Therefore, no polling district boundary alterations are proposed as part of the 2019 polling district and polling place review, as any inequalities in electorate totals for each polling district will be accommodated through the use of double polling stations where required.

3. Background Information

3.1 There have been a large number of large-scale developments in Lambeth since the last review and more are planned.

3.2 The current polling places work well; feedback from candidates, agents and voters from the 2019 European elections have only indicated a limited number of issues.

3.3 Lambeth uses a wide variety of buildings for polling places, and due to availability and developments many of these places have changed over time. This review will seek to define the polling places to be used for 2020 onwards

3.4 Ward boundaries and names cannot be considered as part of this review and are being considered as part of a separate Local Boundary Commission for England (LGBCE) review.

4. Key Issues for the Proposals

4.1 No polling station should have more than 2,500 electors allocated to it; excluding postal voters and those not eligible to vote. Where a polling district has more than 2,500 electors allocated to it the electorate is split between 2 polling stations in the same venue.

4.2 As far as practicable no polling station should have fewer than 1,000 electors allocated to it in order to ensure value for money in terms of costs per voter.

4.3 The allocated polling place for electors should not alter considerably from the 2019 European elections – unless another location is more accessible and convenient to attend. This is to avoid voter confusion where electors travel to the previous polling station.

4.4 New properties in certain wards have led to larger electorates in some polling districts; it is recommended that two single polling stations, St Leonard’s Church Hall and Wyvil School will become double stations.

4.5 New polling places must be assessed for accessibility, suitability, and proximity to voters in that polling district.

4.6 Physical barriers such as parks, railway lines and main roads need to be considered as well as transport links which may improve accessibility such as bus stops and car parking spaces.

4.7 Voter turnout at previous elections. The number of voters allocated to a polling station must be manageable for the staff, even with a high turnout.

5. The Decision-Making Process

5.1 The council has published these proposals on 16 September 2019 and made them immediately made available for inspection at the Electoral Services office and on the website. The proposals will be distributed to all councillors, local political parties, disability groups, other stakeholders.

5.2 The consultation process will begin on 16 September and will close on 13 October 2019. All representations will be considered and published in the final report which will confirm the council’s final recommendations.

5.3 The Council will consider the proposals and make a final decision at Corporate Committee on 14 November 2019.

5.4 The final approved scheme will be implemented on publication of the revised electoral register on 1 December 2019.

6.1 The electorate figures used in the tables on the following pages are from the published September 2019 register.

7. The Proposals

7.1 For many wards there are no proposed changes. The changes for the whole borough are summarised in the tables below and set out in further detail with a map in the following pages. The tables for each ward show the electorate as at September 2019.

Issues and Proposals

The 2014/5 Review considered the uneven distribution of electors to polling stations and whether a number of electors from VBA could be reallocated to VBC and VBD. However, as the roads in Princes Ward lend themselves to the current distribution of polling districts and any other alignment would send some electors on a rather difficult route it was agreed not to make any changes.

No changes are recommended for this ward.

VCC  The number of voters at this station, Wyvil Primary School, have increased to 2,630 and it is therefore proposed to operate a double polling station at this venue.

Polling place for VED

 In 2015 it was agreed to use Minet Library as the previous venue, Charles Edward Brooks School, was closed.  When works were undertaken to the library building, the polling station was moved to Longfield Hall, however access to the hall is up a steep flight of stairs and therefore does not have disabled access. (A stair crawler is available but requires two trained volunteers and voters have no means of alerting staff from the street).  It is therefore proposed to move the polling place to the Minet Library.

The unequal distribution of voters to polling districts was reviewed in 2014/15. The layout of the roads in this Ward makes an even distribution of electors difficult to achieve without forcing voters across busy roads to get to their polling places. The area of VHD encompasses the Triangle Estate and it was decided to keep it all in one district rather than combine with VHA which already has a large number of electors.

There are no changes proposed to this ward.

SOB - It is proposed to move the polling place back to the Raleigh Park Centre, Arodene Road, Brixton, London, SW2 2BH. The polling station was moved to Jubilee School when the building was temporarily unavailable.

SOD – A ward councillor has asked that residents of the Cressingham Gardens Estate vote at Jubilee Primary School, which is on a bus route, as it would be easier to reach than their current polling place at Holy Trinity School, Upper Tulse Hill. However, the school is in a different polling district. It is recommended that any proposal for residents of Cressingham Garden is reviewed following the LGBCE review.

Issues and Proposals

A councillor asked for an assessment of the use of schools in this ward and Coldharbour ward. Schools were asked to assess whether they could remain open and alternative sites were reviewed.

SQA: Sudbourne School – This school is well sited in the polling district. The alternative, Corpus Christie School, is on the edge of the district. The school is a split site but use of the Key Stage 1 Hall as a polling station would mean that closure of Key Stage 1 and considerable disruption to Key Stage 2 which uses the hall for activities and lunch.

SQC: Richard Atkins Primary – the school has confirmed that it does have to close but does try to schedule an Inset day and has not receive any complaints from parents. A visit was made to an alternative location in the district, All Saints Church Hall, 250 Lyham Road but hire cost was higher and the building not so convenient.

SQD: Holmewood Nursery – the proposed alternative, Roupell Park Community Centre, Hyperion House, SW2 1HZ, is on estate road with no blue badge or public parking.

It is therefore proposed to continue with the schools which are currently used.

The only alternative location in the polling district is Telferscot School which would also have to close. It is therefore proposed that we continue use Henry Cavendish Primary School (Balham) in order to avoid voter confusion and the arrangement works well. Double stations  In the 2010 elections there were queues at the close of poll at some of these stations Henry Cavendish (Streatham) is therefore a double polling station although it has less than 2500 voters.  SVB - The number of voters at the St Leonard’s Church Hall has increased to from 2,290 to 2,827 and will therefore become a double polling station.

Polling Place for SWA  A large main road cuts through this polling district, with the polling place situated on the wrong side of the road for over half of the electors. No negative feedback has been received.  There is one alternative building within the polling district, which is the café at the very top of Streatham Common which is at the very top of a steep hill and would be harder to reach for many electors than the current polling place. It is recommended that the same polling place is retained.

Issues and Proposals

A ward councillor asked for an assessment of the use of schools of schools in this ward.

NJA: St John’s Angell Town has confirmed that it remains open as it is able to segregate voters from pupils and teachers.

NJB – Loughborough Primary School has to close. The proposed alternative, Loughborough Estate Community Office would be more expensive to hire and therefore is not recommended.

NJD – Hill Mead Primary School previously closed and has proposed to move the polling place to the Key Stage 1 building which is self-contained. This would enable the Key Stage 2 building (Years 3-6) to remain open. It is possible that Key Stage 1 children would be able to be accommodated in the other building on polling day.

 In 2014 it was noted that NJA and NJB are both fairly large polling districts and that it would be possible to add a fifth polling district, taking parts of both NJA and NJB. However, given the lack of a suitable alternative polling station venues in the area, all electors would still have to use the 2 polling places already assigned to NJA and NJB.

NLB  NLB is a small district with 427 polling station voters. This district was previously larger containing two housing estates in this polling district – Peabody Hill Estate and Lower Peabody Estate. As they are separated by a winding path along a steep hill it was agreed in 2015 to move the Lower Peabody Estate into NLC so that residents could vote at the nearer alternative, Rosendale Primary School.

There are no changes proposed to this polling district.
