SHRI VIVEK NARAYAN SHEJWALKAR: Will the Minister of TOURISM be pleased to state: (a) whether Central Financial Assistance (CFA) is provided to the States for the development of tourism and maintenance of historical heritage structures; (b) if so, the details thereof along with the details of the amount released during the last three years, State-wise; (c) whether the Government will consider providing CFA for the development of tourism and maintenance of historical heritage structures located in Gwalior rural, Karera, Dabra and Bhitarwar Legislative Assembly constituencies apart from Gwalior city in Gwalior Lok Sabha Constituency; and (d) the details of the amount released by the Government to the State Governments for the development of tourism during the last five years? (a) to (d): Development and promotion of tourism is primarily the responsibility of the State Governments/Union Territory (UT) Administrations. However, Ministry of Tourism under its schemes of ‘Swadesh Darshan’ & ‘National Mission on Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’ provides Central Financial Assistance (CFA) to the State Governments/Union Territory Administrations including the State of Madhya Pradesh with the objective of development of tourism infrastructure. ‘Heritage Circuit’ has been identified as one of the themes for development under the Swadesh Darshan Scheme. The details of the projects sanctioned and amount released by the Ministry of Tourism in the theme of Heritage Circuit under the Swadesh Darshan Scheme to the different States are given at Annexure-I. Archaeological Survey of India (ASI) undertakes conservation and maintenance of 3693 protected monuments under its jurisdiction from the funds provided by the Ministry of Culture. The details of the funds spent on conservation during the last three years, State-wise/UT-wise is given at Annexure-II. There are 23 ASI centrally protected monuments in and around Gwalior. All these ASI protected monuments are being conserved and maintained from ASI budget. The list of these monuments is given at Annexure-III. Ministry of Tourism has further launched the “Adopt a Heritage: Apni Dharohar, Apni Pehchaan” project which is a collaborative effort by the Ministry of Tourism, Ministry of Culture, Archaeological Survey of India and States/Union Territory Governments for developing tourism amenities at heritage natural/ tourist sites spread across India for making them tourists’ friendly in a planned and phased manner. The project aims to encourage companies from public sector, private sector, trusts, NGOs, individuals and other stakeholders to become ‘Monument Mitras’ and take up the responsibility of developing and upgrading the basic and advanced tourist amenities at these sites as per their interest and viability in terms of a sustainable investment model under Corporate Social Responsibility (CSR). They would also look after the Operation & Maintenance of the same. Under the project, 28 Memorandum of Understandings (MoUs) have been awarded to 14 Monument Mitras for twenty-six (26) sites and two (2) Technological Interventions across India as per list given at Annexure- IV. Under the Swadesh Darshan Scheme, the Ministry of Tourism in the year 2016-17 sanctioned a project ‘Development of Gwalior - Orchha – Khajuraho – Chanderi – Bhimbetka – Mandu’ under Heritage Circuit for Rs.89.82 Crore which includes ‘Development of Baija Taal’, ‘Development and Beautification around Baradari’, ‘Development around Italian Garden’, ‘Development of connecting pathways near Sangrahalay & Gopal Mandir Campus’, ‘Development around Laxmi Bai Smarak’ ‘Development at Gwalior Fort’, ‘Development of Bateshwar Temple Complex’, ‘Development of Padhavli’ and ‘Development of Mitawali’ in Gwalior and surroundings.
