September 23, 2020 1 Capital Improvement Project Quarterly Update

2 Government Center Metrorail Station (Improvements) Metrorail stations were constructed over 35 years ago and now need to be enhanced and refurbished in an effort to extend the life of the asset. DTPW initiated a series of inspections of all 22 metrorail stations and their surroundings, documenting deficiencies and possible opportunities for enhancement in an effort to improve safety, comfort and convenience of the traveling public. Phase 1 of the project has been completed and involved conducting field assessments and visual inspections of the metrorail stations to identify short and long-term improvements. The cost of Phase 1 was $170,000 completed in 2017.

From the phase 1 Assessment, DTPW identified the Government Center Metrorail Station as priority one.

Project Description: Preparation of Design Criteria Packages (Packages DCP-1 and DCP-2). Scope includes re-roofing and lightning protection, refurbishment of existing skylights, new roof structures at three (3) existing stair towers & evaluation / replacement of existing fire suppression system. Station lighting upgrade, replacement of metal ceiling slats, replacement of expansion joints, replacement of doors / louvers, removal of ADA barriers, replacement of emergency stair, replacement of handrails, wayfinding signage, landscape improvements, drainage improvements, industrial cleaning of floor tiles, pressure cleaning, painting & stucco repairs

Project Status:

. DCP-1and DCP -2 Final Package Completed. Staff Project Cost: (100% PTP) is working closely with Contracts in developing the • DCP-1 $13.5M and final procurement package • DCP-2 $8.0M

Phase of Project: Design-Build Contract Procurement

Improvements: consists of the addition of two (2) proposed elevators and refurbishment of the four (4) existing elevators at the Dadeland North Metrorail Station Parking Garage. In addition, the scope of work includes the general overhaul of the Dadeland North Metrorail Station parking garage

Project Status: Staff currently working with contracts and ISD to finalize solicitation documentation. NTP anticipated to Design-Build Firm scheduled for April 2021

Project Scope: Preparation of the Design Criteria Package.

Project Details: Construction of a new ramp along the existing east side concourse level area of the Dadeland South Metrorail Station up to a new station area at the upper platform level of the Metrorail Station Project scope includes but not limited to, station lighting, security cameras, electronic signage, additional , station tile replacement, art integration, bus facilities improvements/reconfiguration.

Project Status: . Finalize Design Criteria Package - September 2020 . Advertise Project November 2020 . NTP to the Design-Build Firm - October 2021

5 Tamiami Station Park & Ride/Bus Terminal SW Corner of SW 8th St & SW 147th Ave

Project Description: The SR 836 Express Bus Services – Park-and- Ride/Bus Terminal (Tamiami Station) project is located at the Southwest quadrant of SW 8 Street and SW 147 Avenue. This project will support the planned SR 836 Express Bus Services and other planned Express Bus routes, and will serve as a terminus for local bus routes serving western -Dade County. Tamiami Station will also serve as an integral component of the East-West corridor, and will provide premium transit connections between western portion of Miami-Dade County to the (MIC) and downtown Miami.

Project Status: . Construction Started February 2020 . Construction Completion August 2021

6 Panther Station Bus Terminal 11200 SW 8 Street

Project Description: construction of a new Bus terminal facility integrated into the ground floor pf PG-6 on the FIU Modesto A Maidique Campus, located along SW 8th Street and Between SW 109 Avenue and SW 112th Avenue.

Project Status: . Finalizing FIU Agreements . Finalize Procurement documents . Project Advertisement – Winter 2021 . Estimated Construction Start Summer 2021 . Estimated Construction Completion Fall 2022

7 South Corridor - SW 112th Avenue

Project Description: The Park and Ride at SW 112 Avenue and SW 204 Street Busway supports the existing South-Dade Transitway Station at SW 112 Avenue and will support in the future the proposed Bus (BRT) Station at this location. The Department of Transportation and Public Works (DTPW) has acquired a portion of an existing parking lot located at SW 112 Avenue and SW 204 Street Busway (Target Store); currently used as a Park and Ride Facility with approximately 450 parking spaces for transit patrons. The Park and Ride is proposed to be rehabilitated. The approximately area to be improved is 295,293 sq. ft.

Project Status: . 100% Design Plans submitted and finalized . Permit process started August 2020 with RER . Advertisement Date – November 2020 . Construction begin/completion – Fall 2021/Fall2022

8 South Corridor Transitway & SW 168 Street Park & Ride/Garage (Adjacent to the SW 168 St BRT Station)

Phase of Project: Project is part of the South Corridor DB

Project Description: The project includes the design and construction of a park and ride/garage at SW 168th Street (adjacent to the SW 168th Street BRT Station) to accommodate approximately 670 parking spaces. The park-and-ride/garage includes local bus stops, a kiss and ride area, restroom facilities, bicycle storage facilities and a driver relief station.

Project Status: . Award of Design Build Contract - September 2020 . Project Estimated Completion Date –Summer 2022

9 Emergency Concrete Removal and Installation of Additional Safety Mesh

Project Description: Removal of bottom outside corner of Metromover riding pad along all faces exposed to the ground below. Installation of additional safety nettings (metal) at all locations, between existing girders, only to supplement existing netting system. Work only for and Omni Loops. DTPW Director has require the removal of risky concrete edges (non-structural) before it deteriorates and falls off, causing possible risk to persons and property, including risk of loss of life.

Project Status:

. Repairs Began September 2019 . Continue working on emergency repairs – expected to be completed by October 2020

10 Metrorail Acoustical Barrier Replacement Program Update Project Description: Remove all the acoustical barriers (concrete & metal) on DTPW’s Metrorail system and replacing them with a light-weight composite acoustical barrier that will be installed by Contractors and internal staff. As part of the agreement, the Contractors will train DTPW’s staff on the component installation, so that staff will have knowledge on how to repair and install the new acoustical barriers. Expenditures as of August 2020: $7.1M (PTP) 11 Golden Glades Multimodal Transportation Facility Technology Package Update FDOT constructed Golden Glades Multimodal Transportation Facility (GGMTF) to improve the Golden Glades Park-and-ride. GGMTF will include multi-storied parking garage, an improved bus terminal facility, upgraded sidewalks, walkways, platforms, signage, bicycle parking, lockers and other enhanced amenities. DTPW is implementing the Technology Components project to promote and maximize transit use and to enhance transit user’s experience. These technology components include, but are not limited to, the Wi-Fi systems, security access control systems Project Scope: Includes providing technology components including CCTV, Parking Counters, Digital Displays, TVM, etc.

Current status: . Work with consultant to complete design for Technology needs. . Procure MCC contracts to furnish and install all technology. . Estimated design completion by Winter 2021

12 Quail Roost Park & Ride and Transit Oriented Development Projects

Project Description: The project includes the design and construction of a fully integrated transit- oriented development at SW 186th Street and the TransitWay. The project will contain 500 units of affordable housing, 31,900 square feet of commercial and retail space, and parking garage with 261 dedicated transit spaces. Also included is a drop-off and pick-up facility with a passenger shelter and covered walkways connecting the parking structure to the TransitWay Station.

Project Status: . Received FTA Approval April 2020 . Joint Development Lease pending BCC approval . Expected to Start Fall 2020 . Expected completion date Fall 2023

13 Park & Ride Facility at SW 344th St. & Busway Project

Project Description: The project includes the design, land acquisition and construction of an expansion to the park and ride at SW 344th street. The project will add parking spaces including veteran and electric car spaces, provide new public restrooms and improve and expand the kiss and ride.

Project Status: . Finalize Land Acquisition May 2020 . Obtained BCC Approval May 2020 . Relocation of Families Summer 2020 . Expected to Advertise Winter 2021

14 Park & Rides / Transit Oriented Development Projects

Project Description: The project includes the construction of a transit-oriented development located next to the Palmetto Metrorail Station at the western end of the Green Line terminus in the town of Medley. The development will enhance and complement the station as envisioned to be a mixed-use project which would incorporate various components such as: hotel, office, retail, industrial space, parking garage with long-and short-term parking. Additionally, all the transit features would be augmented and integrated throughout the TOD.

Project Status: . County actively negotiating with Owner . Project Begin Fall 2021 . Anticipated Construction Completion by 2024

15 Golden Glades Bike and Pedestrian Connector “Sunshine Station”

Project Description: Includes the construction of a kiss-and-ride transit terminal on the west side of the South Rail Corridor (SFRC) just north of the Golden Glades Tri-Rail Station that is connected to the GGMTF via a fully covered and illuminated pedestrian and bicycle overpass. This kiss-and-ride transit terminal will be served by DTPW local bus services, City of Miami Gardens Express Route B, improving the mobility and accessibility for residents by providing a new, convenient transfer point between the Golden Glades Multimodal Transit Facility (GMTF) and the City of Miami Gardens.

Project Status: . Grant agreement with FDOT has been finalized . Finalized the consultant scope and fee . Begin Design for Phase 1 - To be completed by July 2021

16 Aventura Station

Project Description: A new station platform on the existing privately-owned rail line ( now Virgin Trains USA LLC) that will service commuters between Aventura and downtown Miami. County acquired appx 3 acres of privately-owned land in December 2019. Virgin Trains will construct, operate and maintain a passenger rail station, park and ride lot (up to 290 spaces) to co-locate with kiss-and-ride and bus bay facilities, a center platform and necessary track and signalization improvements within its railroad right-of-way, and pedestrian bridge connecting the station and park and ride lot over West Dixie Highway to the railroad right-of-way and platform. The project also includes an east station that will allow connectivity between Metrobus terminal and the new rail station.

Project Status: Design . Construction Documents being developed . Plans are at 50% design . Phase 1 – West Bridge to begin 10/2020 2021 and be completed 11/2021 . Total project to be completed in 2022 Project Cost: $76M (100% PTP)

17 Dolphin TOD (Site just north of Dolphin Station Park-and-Ride)

Project Description: The County is seeking developers with experience successfully completing profitable, large-scale, mixed-use developments for the joint development of a minimum of 15-acres on approximately 33.924 acres of County-owned vacant, undeveloped property adjacent to the Dolphin Station and/or the approximately 10 acres of property on the Dolphin Station for Transit Oriented Development. The property is located on the NW corner of NW 14th Street and NW 118th Place which sits at the NW quadrant of the Florida Turnpike and the Dolphin Expressway (SR 836) all in the Beacon Lakes area of Unincorporated Miami-Dade County. The proposed development must incorporate Transit Oriented Development concepts, take maximum advantage of its proximity to the Dolphin Station and provide functional integration and convenient connection into the Dolphin Station facilities and the proposed development.

Project Status: . RFP is advertised with a Bid due date September 2020 . Received technical proposals and are under review

18 Northeast Corridor (Planning and Project Development)

Project Description: The Northeast corridor was initially planned as a 13.6 mile corridor from Downtown Miami, through , to NW 215th Street, generally along the Biscayne Blvd/U.S. 1 Corridor and Florida East Coast railroad right-of-way.

The Florida Department of Transportation (FDOT) is managing the PD&E phase for the Northeast Corridor. DTPW’s collaboration in the FDOT managed studies is critical for the successful implementation of the SMART Plan network. The TPO Board directed DTPW as an oversight agency to review and fully vet the project deliverables developed by FDOT.

Project Status:

. FDOT D4, in collaboration with DTPW and SRFTA, is leading the effort in developing ridership and revenue projection for the Northeast Corridor.

. County began negotiations with Brightline in June 2020 for Brightline to provide commuter service for the County from Aventura to downtown. Negotiations on capital, O&M cost and access fees associated with operating the service on FEC tracks is on going.

19 SMART Plan Quarterly Update

20 South Corridor Rapid Transit Study The South-Dade Transitway Corridor project is one of six corridors in the SMART Plan. . The PD&E Started in 2017 . Study consist of a 20-mile corridor connecting Florida Dadeland South City to Dadeland South Metrorail Station Metrorail station . 2018, the Miami-Dade TPO voted on LPA for the South- Dade Transitway Corridor and selected BRT as the most feasible mode of transportation for the corridor based on the recommendation of the PD&E Study. . 2019 FTA Small starts application was submitted . 2020 Project receives overall High Rating from FTA Project Status: . Bus Rapid Heavy Rail Transit (BRT) Commuter Rail Transit (HRT) 23 Master TOD Plan for East-West SMART Corridor

Study to develop the Master TOD Plan for the 11-mile corridor connecting Florida International University (FIU) to Miami Intermodal Center (MIC) at Miami International Airport (MIA).

The Planning work will result in four detailed Station Area Plans that will maximize the capacity of potential stations for new jobs, housing, and commercial development and compliment the Project Development and Environment study for the Corridor.

Analysis Results To-date . Four initial site locations have been identified for TOD. . Pending the Locally Preferred Alternative on East West PD&E to finalize site locations.

Project Status: . Prepare and Host Public Design Charette and Design Studio . Submit Final Master Plan Report

24 Beach Corridor Rapid Transit Study

A 9.7-mile corridor connecting Miami Design District/Mid Town to Downtown Miami and Miami Beach Convention Center Analysis Results To-Date  Tier 2 analysis of alternatives considered the following modes . . 25 Beach Corridor RFP

The Beach Corridor has always been a top priority for the County and the State. Studies for a transit solution for the Beach Corridor date back to 1988. Due to the critical need for an efficient and reliable mass transportation between Downtown Miami/ (Mainland) and Miami Beach, the County advertised an RFP seeking to engage private sector participation in order to accelerate Project delivery and reduce capital and operating costs to the County.

Project Status: • Advertised – September 2019 • Proposal Due Date – Mach 2020 • Proposal currently under review by ISD North Corridor RFP Project Scope: The County is advertised a 3P contract seeking to engage private for the North Corridor. To meet these objectives, the County is seeking proposals to design, permit, construct/build, finance, operate and maintain full turn-key services for a rapid mass transit solution for the North Corridor of the County’s SMART Plan. The County is seeking an elevated fixed guideway transit system along the North Corridor. Elevated technologies that will be considered are AGT/APM, HRT, Urban , , or Monorail.

Project Status: • Advertised – June 12, 2020 • Phase I - Proposal submitted to County on Sept 16 – Phase Qualification • Phase II – Technical – Winter 2021 • Phase III – Bid Opening and Selection Spring 2021
