Meanwhile, PECIS Officer Jayralyn Siddayao talked about the Promotion of Drug- Free Workplace where she suggested that the incorporation of DFWP be made a Municipal and Barangay Ordinance. The activity concluded through a consultative forum and assessment of the Barangay Drug Clearing Folders of all the barangays Committed Showcase Barangays for Drug Clearing June 9, 2017 | Urdaneta City, Pangasinan BACKGROUND: Urdaneta City, a Gateway to Northern Philippines, the city's strategic location is on the central part of eastern Pangasinan. It has also been considered as the Gateway to Northern Philippines, the city's strategic location is on the central part of eastern Pangasinan. Urdaneta City is among the most progressive cities in Northern Luzon in terms of Annual Regular Income beating all cities in Region 1. The City is among the region's cleanest, greenest and most liveable cities. Unfortunately with progress comes persons with ill intent, Incessant reports from different Law Enforcement Units and the community as well have tagged several barangays as infested with illegal drugs and has been established that several of the residents in barangay affected compounds in were engaged in the illegal drug trade. Guided by the principle of “Cleaning up your own backyard…” PDEA NHQ required all Regional Offices for targeted showcase barangays to be given special attention in its clearing in time for the Presidential State of the Nation Address. In effect, Barangay San Vicente and Barangay San Jose of Urdaneta City were specifically tareted. ACTION TAKEN: On 1:00 pm of April 22, 2017, the above signed together with his key officers from Pangasinan Special Enforcement Unit and Regional Headquarters proceeded to the audio- Visual Room, Old City Hall, Urdaneta City for the scheduled Urdaneta City Strengthened Drug Clearing Seminar. GUESTS & LECTURES The Saturday event was highlighted by the presence of the PDEA Director General ISIDRO S. LAPEÑA, who served as the the Guest of Honor & Speaker. He directly tackled the importance of Drug Clearing its background on how it came about and plan of piloting projects on Barangays San Jose & San Vicente of the City. Beforehand, PSUPT Neil O. Miro, acting Chief of Police of the City gave precedence on the city’s drug situation and current operational thrust. Hon. Amadeo Gregorio E. Perez IV, City Mayor personalized his message the Barangay Chairmen and local officials present and assured the full backing of Urdaneta in any projects that would benefit communities. Bismarck L. Bengwayan of this Office also presented the successful story of drug clearing Dona Trining, Barangay Camantiles Urdaneta City which was formerly known for its drug dens. Reinforcing the Agency’s mission, the above signed diligently tackled Barangay Drug Clearing its updates, requirements and priority to finally address the drug scourge in the country. The panel of dignitaries were also complimented by the Agency’s very own ASEC. JESUS A. FAJARDO, MMOAS, Deputy Director General for Administration. A closed forum and planning session was held with the Barangay Chairmen commenced and problems were addressed while other projects are slated. Pledging their commitment to the betterment of the country the dignitaries signed and took pictures with the participants. OTHER ACTIVITIES INITIATED: Supplementing the activities started for the Barangays of Urdaneta at about 8:30 AM May 04, 2017, PDEA Pangasinan led by Agent Dexter Asayco, Pangasinan Provincial Officer and his team proceeded to Brgy. San Vicente, Urdaneta City, Pangasinan to have a dialogue with the barangay chairman regarding the barangay drug clearing activities to be executed and the accounting of drug personalities in their localityBarangay Chairman Brian Perez was not present but the team was able to talk with Kag. Orlando D. Lapena, the chairman of the Peace and Order Council and Kag. Wilfredo E. Ramos. The local officials were able to identify drug personalities who have surrendered and cooperated with the programs of the PNP and the barangay. After which, on 2:30 PM May 04, 2017, the same team proceeded to Brgy. San Jose, Urdaneta City, Pangasinan to have a dialogue with the barangay chairman regarding the barangay drug clearing activities to be executed and the accounting of drug personalities in their locality. The meeting gave a chance for Barangay Chairman Bartolome S. Palagud Jr. to also identify from the list of drug personalities who have assimilated with the current barangay programs and the local police. Last May 19, 2017, Agent Richard Tinong, Chief POD together with Bismarck L. Bengwayan of this Office attended the meeting of stakeholders at Urdaneta City Hall, Pangasinan. Chaired by Hon. Amadeo Gregorio "Bobom" E. Perez, IV, Urdaneta City Mayor, it mainly revolved on the adoption of the “Book of Life Recovery Program “by an independent service provider. Ms. Janelle Pacete, a member of the core team of the rehabilitation program presented the foundation and background of the community based rehabilitation program and answered queries from the key officers present. The CBRP are targeting Barangays San Vicente and San Jose of Urdaneta City as pilot programs before its dissemination towards other barangays. Attendees of the meeting included key Officers from the PDEA National Headquarters, Urdaneta COP, PDEA Provincial Office and personnel from the Urdaneta LGU. Yielding positive results the Urdaneta Mayors Office agreed upon the offer of the Book of Life Rehabilitation program targeting San Vicente and San Jose as pilot barangays. The MOA between the service provider and the LGU is on the works. PRO-ACTIVE RESULTS: The establishment of Regional Oversight Committee under the Dangerous Drugs Board Regulation No. 3 Series of 2017 also led to the decentralization of duties and responsibilities thus the Provincial Oversight Committees for the four provinces of the Ilocandia Region was created. In Pangasinan Agent Dexter Asayco headed the formally reconstructed provincial office and immediately tackled the validation and assessment of drug cleared barangays together with the Pangasinan Police Provincial Office, DILG, DOH and representative of the Provincial Government of Pangasinan. Accordingly the oversight committee convened last May 29, 2017 wherein among the collated barangays, Barangay San Jose and San Vicente were included. Due to the intervention from both the national and regional office of PDEA and the positive response of the local government of Urdaneta City along with its stakeholders of the aforementioned barangays have particularly accounted all its surrenderees and has been subject to several minor programs of the city. As a follow up, they will also be enrolled in the “Book of Life” Rehabilitation Program introduced by the National Headquarters. Additionally, the target listed personalities in the area have been either neutralized through arrest or made to surrender and join the intervention programs by the city. Without, the commitment of all the stakeholders and the incessant pro-active involvement of PDEA the clearing of the barangays would not have been possible. Thus as always a unified action has been always proven to break barriers and accomplish upscale missions. CBRP for showcase barangays June 13, 2017 | Brgy. San Jose, Urdaneta City, Pangasinan At about 5:30 AM of June 13, 2017, elements of PDEA Pangasinan led by Agent Dexter Asayco proceeded to to Brgy. San Vicente of this office proceeded to Brgy. San Jose, Urdaneta City, Pangasinan and attended the Community Rehabilitation Program of San Vicentes drug surrenderers. Physical exercise commenced early after which a short lecture by Agent Asayco and PSUPT. NEIL O MIRO, COP was rendered dutifully.ROAD RUN LED BY PNP URDANETA While on June 14, 2017 at about 6:00 AM, the same team proceeded to Brgy. San Vicente, Urdaneta City, Pangasinan and joined San Vicentes program. A road run in the early morning was participated by seventy-six (76) surrenderers and barangay officials as part of their Community Based Rehabilitation Program. THE SURRENDERERS LED BY PNP URDANETA PARTICIPATING IN THE ROAD RUN PSUPT. MIRO, BRGY. CHAIRMAN PALAGUD JR. AND AGENT ASAYCO GAVE ADVISES TO THE SURRENDERERS DR. BERNARDO MACARAEG and Staff of the City Health Office conducted Drug Dependency Examination on the seventy-six (76) surrenderers of Brgy. San Vicente and twenty (20) surrenderers of Brgy. Most of the returns are part of Record Group 94, Records of the Adjutant General's Office; the remainder is part of Record Group 393, Records of United States Army Continental Commands, 1821-1920, and Record Group 395, Records of United States Army Overseas Operations and Commands, 1898-1942. The commanding officer of every post, as well ad commanders of all other bodies of troops such as department, division, brigade, regiment, or detachment, was required by Army Regulations to submit a return (a type of personnel report) to The Adjutant General at specified intervals, usually monthly, on forms provided by that office. Several additions and modifications were made in the form over the years, but basically it was designed to show the units that were stationed at a particular post and their strength, the names and duties of the officers, the number of officers present and absent, a listing of official communications received, and a record of events. In the early 19th century the form used for the post return usually was the same as the one used for regimental or organizational returns. Printed forms were issued by the Adjutant General’s Office, but more commonly used were manuscript forms patterned after the printed forms.

Translated by W illiam Henry Scott Translator’s Note Fray Francisco Antolin was a Dominican missionary in Dupax and Aritao,Nueva Vizcaya,in the Philippines,between the years 1769 and 1789,who was greatly interested in the pagan tribes generally called “Igorots” in the nearby mountains of the Cordillera Central of northern Luzon. His unpublished 1789 manuscript,Noticias de los infieles igor- rotes en lo interior de la Isla de M anila was an attempt to bring to­ gether all information then available about these peoples,from published books and pamphlets, archival sources, and personal diaries, corre­ spondence, interviews and inquiries. An English translation of Part One was published in this journal,V o l.29,pp. 177-253,as “Notices of the pagan Igorots in 1789,” together with a translator’s introduction and a note on the translation. Part Two is presented herewith. Part Two is basically a collection of source materials arranged in chronological order, to which Esther Antolin added comments and discussion where he thought it necessary,and an appendix of citations and discourses (illustraciones) on controversial interpretations. With the exception of some of the Royal Orders (cedulas reales) ,these docu­ ments are presented in extract or paraphrase rather than as verbatim quotations for the purpose of saving space,removing material of no direct interest,or of suppressing what Father Antolin,as a child of the 18th-century Enlightenment, evidently considered excessive sanctity.
