Current Situation in Region I • Thirty eight (38) municipalities and three (3) in Region I are still flooded as of 10:00 PM, October 11, 2009: 23 and 3 cities in Pangasinan; 9 in La Union, 1 in Ilocos Sur and 5 in Ilocos Norte • The San Roque Power Corporation issued a public advisory assuring that San Roque Dam is “intact” and there is no crack. The dam is strong and firm and there will be no dam break • DSWD informs that all relief supplies for Regions I, II and CAR will be delivered to the covered court of Camp Servillano Aquino in Tarlac. The covered court is near the camp’s gate. Contact persons are Col Purisima, Col. Tolentino and ASec Cabrera. DSWD Team will manage the distribution of relief items to the different regions affected B. Status of Lifelines 1. Electrical Facilities • There were reports of power outages/interruptions in Region I due to damaged cable wires and fallen trees. Government offices in Region I continue to be operational using generator sets. Water Facilities Region I • Ilocos Norte Water District Service (Ilocos Norte) is slightly brownish with presence of dirt brown particles in 26 barangyas of Bacarra, Ilocos Norte 3. Status of Roads and Bridges (Tab F) • As of 11 October 2009, a total of fifty six (56) road sections and nine (9) bridges were affected which were rendered impassable/hardly passable to vehicular traffic while others are still in close-open situation: Roads – five (5) major roads leading to Baguio City; 27 in CAR; 7 in Region I; 2 in Region II; 9 in Region III, 5 in Region IV-A and 2 in Region IV-B. Bridges - 2 in CAR; 1 in Region I; 1 in Region II; 1 in Region III; 2 in Region IV-A and 2 in Region IV-B Bridges which incurred washed-out approach embankment/collapsed protection/scoured bridge approach are the following: Ilocos Norte - Pasuquin Bridge, Buago Bridge; Subec Bridge, Nagpatayan Bridge, Maipalig Bridge and Cabaruan Bridge – One lane passable Ilocos Sur - Quinarayan Bridge in Narvacan and Bayugao Bridge – One lane passable La Union - San Vicente bridge in San Fernando Pangasinan- Bued Bridge – two spans @40.50 m each collapsed at MNR in Sison, Pangasinan not passable to all types of vehicles and Ambayaoan Bridge in San Nicolas, Pangasinan collapsed Detour Road – From Tarlac, take Tarlac-Pangasinan road via Camiling then Mangatarem-Bugallon-Lingayen-Dagupan–San Fabian-Damortes and from Urdaneta take Urdanetaa-Manaoag-San Jacinto-San Fabian-Damortis, La Union Road and from Binalonan take Binalonan Manaoag-San Jacinto- San Fabian and Sison/Pozurrubio, take Pozorrubio–Manaoag–San Jacinto- San Fabian-Damortis Road 4. Emergency Incidents • Floodings/Breaching of Dikes • Massive floodings occurred in Rosales, Pangasinan – due to collapse dike in said municipalities • Massive floodings also occurred in the municipalities of Sison, Pozorrubio, San Jacinto, Mangaldan, Manaoag and San Fabian due to the breaching of dike along Bued River • The previously damaged seawall in Santa, Ilocos Sur was further damaged by TS “Ondoy” and Typhoon “Pepeng” with an estimated restoration cost of PhP100 M • Twenty one (21) municipalities in Tayug were flooded (knee to hip) due to the collapsed of Diraydipalog Dike in Tayug • Seven (7) barangays in San Fabian were also flooded due to erosion of dike in said municipality • River Systems Monitoring • Two (2) barangays in Nueva Era, Ilocos Norte (Brgys Barangobong and Uguis) were isolated due to river swelling 3 II. Humanitarian Response • As of October 11, 2009, an estimated PhP60,283,070.83 worth of assistance from NDCC, DSWD, DOH, LGUs and NGOs and other GOs were distributed to various affected families: (Tab E) TOTAL - 60,283,070.83 NDCC - 13,231,250.00 DSWD - 11,933,137.67 DOH - 2,720,624.59 LGUs - 28,363,301.09 NGOs/Other GOs - 4,034,757.48 NDCC • Facilitated the release of 14,500 sacks of rice to the LGUs of CAR, I, II, III, IV-A, IV-B, V and VI; Issued NDCC Memorandum No. 19 dated 30 September 2009 to Chairpersons, MMDCC, RDCCs, LDCCs; Regional Directors, OCDRCs and Deputized Coordinators on the reiteration of the “Zero Casualty” Policy during Calamities; NDCC Memorandum No. 22 dated 10 October 2009 directing the joint NDCC-UN team (IASC-CT, DSWD, DOH, DILG and OCD) to conduct rapid damage and needs assessment in Regions I, III and CAR in support to the government efforts in Northern Luzon; and Memorandum Order No: 23 dated 10 October 2009 to Commander, AFP Disaster Response Task Force for the provision of transport to embalmers to be ferried to Baguio City DSWD • DSWD Central and Field Offices’ Quick Response and Social Welfare and Disaster (QR/SWAD) Teams in all affected DSWD FOs are closely monitoring displacement of families in coordination with LDCCs at all levels • DSWD R1 delivered 1,000 family food packs and 525 packs of used clothing to PSWDO Ilocos Norte to support requirements of families that would be displaced by the typhoon DOH • From October 5 to 10, 2009, augmented drugs, medicines and supplies coming from DOH, DOH-HEMS, CHD 1; CHD-CAR and Medical Outreach Foundation Inc to various • CHD-CAR deployed medical team headed by Dr Virginia Narciso with 2 MD and 2 RN to the Mansion House in Baguio City and 1 assessment team headed by Dr. Alex Marero with 1 MD and 1 Engineer to the following evacuation sites in La Trinidad, Baguio City Camp, St Vincent, Aguinaldo City and Engineering Compound AFP • As AFP’s rescue operations shifted to relief operations, personnel assisted in the distribution of 16 tons of relief foods to various areas in central and northern Luzon; conducted joint US-AFP medical and dental missions in the municipalities of Rosales, Villasis and Asingan; deployed engineering units to isolated areas in Cordillera Administrative Region; airlifted relief goods utilizing C-130, 3 Chinook and CH 46 • PMA Cadets assisted in the transfer of evacuees to the Presidential Mansion House in Baguio City 4 • One platoon from the 50th Infantry Batalion of the Philippine Army provided assistance to the PDCC of La Union in evacuating communities in San Fernando, La Union; a team from 50th IB with one (1) M35 truck was deployed to Brgy Bantay-Abot, Narvacan, Ilocos Sur to assist LGUs in evacuation and 505th Search and Rescue Squadron, PAF with Philippine Navy, Philipine Army; conducted rescue operations in Pagudpud, Bacarra and Badoc, Ilocos Norte. • DPWH in coordination with PDCC Ilocos Norte conducted clearing operations in Bangui, Pagudpud, Laoag City, Badoc, Paoay, San Nicolas and Batac, Ilocos, Norte PCG • Twenty (20) PCG Rescue teams were deployed to the following areas for rescue operations in coordination with NDCC: Fourteen (14) teams rescued 2,793 persons from the Victory Liner and Philippine Rabbit Liner Buses, SM Rosales and other stranded vehicles in Carmen Rosales, Pangasinan; 63 families and 75 persons in Dagupan City; 1,300 persons and 30 families in San Manuel, Pangasinan; 54 families in Lasam, Cagayan; 147 families in Santa, Ilocos Sur; 20 families in San Fernando, La Union. Six (6) teams are on standby: 2 in San Fernando, La Union, 2 in Bugallon Municipal Hall, 2 in DOTC Hangar Pangasinan area. Total Rescued – 364 families and 1,603 individual persons • Rescue team stationed at Currimao, Ilocos Norte were deployed to conduct rescue operations in Brgys Dammay and Oribi, Santa, Ilocos Sur • DILG is closely monitoring and coordinating with the Local Chief Executives concerned and Sangguniang Bayan Members for an update of the situation in the respective regions affected • US Military Forces were redeployed to Northern Luzon for humanitarian assistance and disaster response operations: USS Harpers Perry with 2 H 46 (Chinook Chopper) and 18 rescue boats deployed to Lingayen Gulf to support rescue operations in Pangasinan. C-130/ US Marine Corps carrying 29,000 lbs of relief goods was deployed in Basco Batanes and went back to Clark carrying 4 patients • SMART TELECOMMUNICATIONS INC. donated to NDCC 19 ACeSR190/GSM 900 Mobile phones; 19 SIM Cards; and 19 prepaid Cellcards (Php500.00) to be distributed to Chairman, NDCC, Executive officer, NDCC and RDCCs Chairmen Search and Rescue Operations (Tab G-1 and G-2) • As a result of the utilization of resources/assets by the AFP, PNP, PCG, BFP, DPWH, and US, they were able to rescue 147,697 families and 772,285 persons Regional Responses (Tab H) • DCCs/LGUs concerned in Regions I, II, III, V, CAR and NCR have distributed relief goods and provided medical assistance to the affected families _______________________________________ 5 Sitrep No.
