UPDATED ON THE HUMANITARIAN SITUATION

United Nations Office for the Coordination of Humanitarian Affairs provided the following update to the partners: - The security situation remains tense, despite the so-called “harvest ceasefire” introduced on 1 July. Hostilities resulted in five civilians being injured, while damages of civilian houses were reported in Chermalyk, and Chyhari; - Mines and other explosive remnants of war continue posing a threat to the civilian population. Three civilians were injured as a result of mine-related incidents, including two children; - Hostilities put water supply on both sides of the “contact line” at risk. On 6 June, Filter Station (DFS) providing water to some 345,000 people suspended its operation after shelling incident. On 9 June, the operation of DFS was resumed after working brigades had obtained access to the damaged site; - Protection Cluster called partners to submit their comments to the Project Resolution of the Cabinet of Ministers of Ukraine “On approving the procedure for entry of individuals and transfer of goods to the temporarily occupied territories in Donetsk and Luhansk oblasts and exit of individuals and transfer of goods from such territories” by 3 July. Comments that are not submitted by the deadline can be sent to the Ministry of Defense directly; - On 13 June during the session, Cabinet of Ministers of Ukraine excluded Hladosove and in , and Novooleksandrivka in Luhansk oblast from the list of settlements where authorities temporarily do not execute their powers. It will significantly improve access of residents to their social entitlements; - On 26 June, Inter-Agency Rapid Assessment training was held in Kramatorsk. The participants were acquainted with a questionnaire, indicators and standard operation procedures.

Protection: - The situation in Chyhari has remained tense. Access for the humanitarian organisations is still restricted due to the announcement of the so-called "red regime". As reported, all residents fled from government-

controlled part of the settlement, while three families continue living in non-government-controlled part. People, who were relocated to Toretsk, inform about limited access to Chyhari to check on their property and mine-contamination. Most of the civilian property was damaged in Chyhari due to hostilities. The main problem for relocated residents is a provision of decent accommodation, as people cannot afford long-term rent. Also, people cannot document damages and destruction of their property in Chyhari due to security constraints to be entitled to possible compensation in the future; - According to the Resolution of Cabinet of Ministers of Ukraine "On approving the procedure of obtaining the status of children affected by the hostilities and armed conflicts", local authorities started registering children falling under the criteria. However, it is yet unknown what social entitlements the document foresees. In any case, affected population is strongly encouraged to approach social services to apply for the status, as mechanisms of state protection might be created in the future; - Committee of Verkhovna Rada on social policy is planning public discussion on Draft Law No.6692 aimed at dividing the status of internally displaced persons and pensioners. Civil society supports this draft law as it will enable to obtain a real number of IDPs and obviate the need for pensioners to register as IDPs; - Verkhovna Rada is also considering the Draft Law No. 8296 that regulates crossing of the state border and to which the Temporary Order refers. If the child was ordered to live with one of the parents by the decision of court or guardianship authority, the crossing of the state border and "contact line" is allowed for no longer than one month without the consent of the second parent. If the second parent does not pay alimony, it is allowed for no longer than four months; - Norwegian Refugee Council conducted a survey of beneficiaries regarding their readiness to defend their rights when their housing was destroyed due to the conflict. Majority of respondents are not ready to go forward with such actions and rely on humanitarian assistance to resolve their problems with housing.

Education: - 26 educational centres are operational in Donetsk oblast which help children from NGCA and "contact line" with enrollment to universities and vocational schools. Children who do not possess an official secondary school certificate can pass final state exams at the education centre. Also, the number of children having distance learning has increased. Therefore, for next year ten schools in Donetsk oblast will have distance learning services.

UPDATE ON ACTIVITIES OF HUMANITARIAN ORGANIZATIONS

ADRA: - Launched four social buses to remote locations with problematic access (3 in Luhansk oblast and 1 in Donetsk oblast).

Council of Europe: - Resuming the project on assisting relocation institutions.

TGH: - Starting the project on the distribution of vouchers for hygiene items.

Premiere Urgence Internationale (PUI): - As of 1 June, medical assistance at the EECPs will be provided directly by PUI; - Planning establishment of the medical point at the EECP "Hnutove”; - Planning the distribution of vouchers for medications in Avdiivka and Svitlodarsk; - Supporting primary healthcare institutions; - Rehabilitation of water systems in medical facilities of Yasynovata, Bakhmut and Kostiantynivka district; - Repairing the IDP centre in Kostiantynivka which would increase twice the capacity of the centre.

NGO “Country for free people”: - Conducting overhaul of the rood in the local school in Hornyak.

NGO “Child’s smile”: - Providing legal and psychosocial support to IDPs and conflict-affected population; - Providing cash assistance under the social accompaniment project.

HelpAge: - Supporting 26 leisure centres for older people; - Providing home care for the most vulnerable beneficiaries; - Conducting training on minimal standards of inclusion of people with disabilities and older people to the humanitarian response.

Dorcas: - Distributing cash assistance and grants for agricultural activities.

United National High Commissioner on Refugees (UNHCR): - Printed information materials on education possibilities for children from NGCA; - Providing legal support via NGO “Right to Protection”.
