OVERVIEW OF THE HUMANITARIAN SITUATION United Nations Office for the Coordination of Humanitarian Affairs provided the following update to the partners: - The security situation remains tense, despite the so-called “harvest ceasefire” introduced on 1 July. Hostilities resulted in five civilians being injured, while damages of civilian houses were reported in Chermalyk, and Chyhari; - Mines and other explosive remnants of war continue posing a threat to the civilian population. Three

civilians were injured as a result of mine-related incidents, including two children; - Hostilities put water supply on both sides of the “contact line” at risk. On 6 June, Filter Station (DFS) providing water to some 345,000 people suspended its operation after shelling incident. On 9 June, the operation of DFS was resumed after working brigades had obtained access to the damaged site; - Protection Cluster called partners to submit their comments to the Project Resolution of the Cabinet of Ministers of Ukraine “On approving the procedure for entry of individuals and transfer of goods to the

temporarily occupied territories in Donetsk and Luhansk oblasts and exit of individuals and transfer of goods from such territories” by 3 July. Comments that are not submitted by the deadline can be sent to the Ministry of Defense directly; - On 13 June during the session, Cabinet of Ministers of Ukraine excluded and in , and Novooleksandrivka in Luhansk oblast from the list of settlements where authorities

temporarily do not execute their powers. It will significantly improve the access of residents to their social entitlements; - On 26 June, Inter-Agency Rapid Assessment training was held in . The participants were acquainted with a questionnaire, indicators and standard operation procedures.

The representative of Donetsk Oblast State Administration (DOSA) provided the following update to the partners: - The new head of DOSA/chief of Donetsk Oblast Military-Civil Administration (DOMCA) was appointed;

- Three deputy heads of DOSA have not been appointed yet.

The humanitarian situation in Berdianske: - Public transport is still not available in the village; - Reportedly, there are 23 damaged houses in the village. Whilst 27 houses were rehabilitated with the humanitarian assistance and 5 by owners themselves; - There is a tendency of people returning to the village who had earlier fled due to the conflict. In this regard,

it is required to enhance the capacities of primary healthcare point in providing services; - Electricity supply to the village remains weak and requires strengthening. DOSA is going to discuss the problem with a service provider.

Protection: - As of 5 July 2018, according to the decision of Kyiv Court of Appeal, any checks of IDPs at their place of residence are considered illegal; - Taking into the account the ongoing reconstruction of EECPs done by DOSA, partners would like to see • OCHA to request plans on reconstruction for the the plans for improvement of crossing conditions for civilian population; partners - The problem of proper documentation of civilian property taken by the military has still not been solved; • To raise the issue of usage of civilian property by the - Head of DOSA is planning to hold a meeting with the pension fund and social services to discuss existing military with Head of DOMCA • Partners to share the list of problematic issues with problems. Partners could submit the issues they would like to raise to be communicated to the Head of short description DOSA.

OVERVIEW OF HUMANITARIAN PARTNERS’ ACTIVITIES

United Nations High Commissioner for Refugees: - Several communities were selected for assistance under the project on peaceful coexistence; - Supported the relocation of Pension Fund office from to Marinka; - Supporting centre for provision of administrative services in Marinka; - Rehabilitation of roof of the house of culture in Chermalyk; - Distribution of individual protection assistance (cash).

REACH: - Planning research of needs in 20-km zone from the “contact line” in winter; - Finished analysis of trends in the humanitarian situation. Results will be presented in October; - Access to the services assessment in August;

- IM training.

ACTED: - Selecting beneficiaries for MPC.

TDH: - Provision of psychosocial support in schools of Nikolske, Manhush, districts and Mariupol; - Distribution of 300 MPC.

Danish Refugee Council: - The project on legal assistance was extended; - 32 houses were rehabilitated; - Replacing damaged windows in Marinka; - Assisted with opening of Pension Fund office in Chermalyk; - Repairing centre for people with disabilities and kindergarten in Marinka; - Cash grants to requalification.

ADRA: - Improvement of water supply in 4 districts; - Planning drilling boreholes and purification of wells; - Provided 20 km of pipe in 11 settlements.

IMC: - Project on prevention of GBV in 8 settlements.

UNICEF: - Building capacities of mobile brigades on PSS operating in 15-km zone for the "contact line"; - Creation of centers for mutual understanding; - Providing grant to the youth initiatives.
