Sensory / Autism Playground

Some new sensory equipment for children with disabilities will be an addition to the playground at Westview park very soon. Phase one will include Accessibility Seat Swing, OmniSpin, Chimes and Drums. Sponsors for phase one are City of Elliot Lake, the WildCats, North Shore Car Cruisers, the OPP and Rona. We are now looking for local support for a phase 2, anyone wishing to donate to this can deliver cheques care of ELNOS, Autism Park Fund. This is an amazing community initiative which will ensure all children have a place to play.

Legion The Elliot Lake Legion is looking for new members, you do not have to be a veteran to join. Call or drop in to find out what our local Legion has to offer, Thursday to Saturday, afternoons or 705-848-2712 Boat Launch The Boat Launch Board walk has been removed, the launch is still open and the new floating boardwalk will begin to be installed upon its arrival which should be this week. Public Notice Re: Waterfront Properties This is a notice for water front / shoreline residents, realtors that are selling these residents and legal that are involved. When these properties are freshly sold for development, the purchaser is made aware of environmental restrictions and rules, but it seems that this information is not being communicated when resold. The Ministry of Environment, the Ministry of Natural Resources and the Ministry of Oceans and Fisheries all have stringent guidelines and rules when it comes to these properties. Property owners should be aware of this, as any violation can lead to massive fines and even jeoprodise any future developments by the municipality. AMO Update

The 2018 AMO Conference in Ottawa, was held from August 19 to 22. This was an extremely busy few days attended by the majority of the over 440 municipalities in Ontario. We had the opportunity to meet with various new ministers to create new relationships that will help us move some of Elliot Lakes interests forward, including Mississaugi Park initiatives, partnership for future cottage and lands developments, and the Community Hub that was included in the 2018 Provincial budget. We did receive warm welcomes from all, and had some very detailed conversation about the future. We had the Opportunity to sit through information sessions in regards to future accessibility criteria, waste management, and the one everyone has been asking about; cannabis legalization. I believe the province will be giving municipalities one time frame to

6 Agenda Package Pg 10 opt out following the October elections, but this opt out may come with some potential consequence. More information can be found at : https://www.ontario.ca/page/cannabis-legalization Plus more information will roll out over the next two months. Solution Summary The following section describes our proposed system hardware and software.

AccuTrac GPS - Vehicle Logic Unit (VLU) The AccuTrac Vehicle Logic Unit (VLU) is a rugged transportation-grade system that integrates GPS location, wireless communication (both cellular and Wi-Fi), failover redundancy, onboard computing and storage as well as system health monitoring and diagnostics. The unit is solid- state, there are no fans or other moving parts. This safeguards against hardware complications due failures with moving parts which is common to most onboard systems. Strategic Mapping’s battle tested onboard VLU functions in extreme weather conditions and is shock and tamper resistant and protected from galvanic effects. The VLU is automatically turned on by the vehicle ignition switch, and will turn off after a predetermined time once the ignition is turned off. Power for the computer is generated by the vehicle’s 12-24 volt supply.

 Advanced Quad Core Processor Our GPS’ positional accuracy averages an industry-leading 6.0 feet. Deploying a highly accurate GPS System ensures captured and communicated data is correct and reflects true vehicle position. Strategic Mapping’s VLU installs seamlessly in all vehicle types. The compact form factor enables agencies to quickly and easily swap units from retired or decommissioned vehicles onto newer ones without replacing or “junking” previous hardware. For added redundancy, the VLU contains dual solid state drives and cellular modems.

Wireless Communications The VLU also incorporates dual-band (802.11 a/b/g/n) Wi-Fi. Wi-Fi is typically used to batch download new or updated schedules, route and stop announcement data, perform remote software updates as well as general diagnostics when the vehicle is at the depot/garage.

Quad-band Antenna Weatherproof Quad-band antennas will be installed on the exterior roof of all vehicles. Our antenna provides high performance operation on all cellular bands, Wi-Fi bands and GPS signals. Our antenna contains four separate feeds: Active GPS, 2 External Wi-Fi (2.4-2.5 / 4.9-6 GHz) and Cellular (800-1250 / 1650-2700 MHz).

Smart Touch - Mobile Display Terminal (MDT) Strategic Mapping’s “Smart Touch” Mobile Display Terminal (MDT) is a rugged and user-friendly 7-inch colour LCD touch screen display for drivers. The scratch-resistant, crystal clear display ensures vibrant visibility in all lighting. We also include an adjustable “RAM” mount with each MDT to accommodate flexible installation locations within the vehicle, several mounting options are available.

The Smart Touch MDT will be used for single-point of login for stop announcements. Once the driver selects their route on the screens drop down list, the onboard system will automatically announce stops. The following page provides screen shot samples.

Stop Announcement Visual Display Below is the visual LED display that will accompany the Automated Stop Announcement System. The dimensions in inches are 30.5 x 4.25 x 1.75

Our displays are bright and have a glare-free surface, making them clearly legible even in environments with high ambient light levels caused by sunlight or bright interior lights. They are extremely robust, rugged, and function in extreme weather conditions.

Text may be displayed on single or multiple lines. We also provide the option for flashing and scrolling messages in the horizontal and vertical direction. For increased flexibility during installation, our signs are designed to accommodate several mounting configurations such as ceiling or bulkhead locations.

Automated voice announcements alerting passengers to upcoming stops are coordinated with LED signage onboard the coaches to enable all riders to travel with confidence, reaching their destination with more security, convenience and independence.

Our systems text-to-speech engine provides clear and consistent voice announcements including next stop, transfer points, route and destinations. The City will have access to their secure web portal to easily and conveniently edit or create announcements.

Pre-boarding external audible announcements are also provided to waiting passengers while the doors are open.

The flexibility of our system enables our customers to control what the public hears and sees while onboard. For example, announcement preambles (both audible and visual) are configurable to begin stop announcements with “Next Stop…..” , or “Now Arriving at….”, or “Approaching….”.

Another value added function is an integrated “Off Route” feature. Our onboard system recognizes when a vehicle has traveled off its service route and will automatically mute stop announcements until the vehicle returns to the correct route. The on-board system is constantly aware of the vehicle’s position, therefore it is able to pick-up from anywhere the vehicle happens to re-enter the route and will continue to announce the upcoming stops in their proper order. This avoids passenger confusion by the system calling incorrect stops along another route.

As Project Manager, Eric will be the main point of contact with the City Project Manager(s). He is responsible for coordinating the project implementation from initial specification to final signoff and has the ability to make decisions on behalf of Strategic Mapping. He will work closely with the project teams to develop the project schedule to meet certain timelines and reach milestones. Eric will also ensure that adequate resources are assigned to all phases of the project. Charged with understanding the City’s business and technology requirements, he will identify potential risks, and develop plans of action for risk alleviation. Victor is a seasoned Electrical Engineer, who has worked as both a software designer, developer and hardware engineer. Victor works closely with the product team to ensure the on-board system implementation meets the customer’s technical requirements and needs. This includes the design and integration of on-board systems, voice/data radio system and IT network design, and equipment acquisition and implementation phases. Victor also performs needs analysis, meeting specifications, recommending solutions and equipment based on customer needs and leading design reviews of the on-board system.

Work Plan The following subsections describe our project approach and highlight the key areas to give the City an idea of the steps we take and which ones require your involvement. Our approach and processes which have proven to be successful for our customers ensure the City will be ready and prepared to include the technology within regular operations. Strategic Mapping provides the required skills, experience, team and approach to implement our proposed system with a focused strategy on an on-time, on-budget, and on-quality project. Our proven track record of delivering advanced technologies in the transportation arena provides our customers with confidence of overall project success.

Strategic Mapping implements our projects in distinct phases. Phases break the project into smaller, more manageable pieces and help assess the project’s progress through milestones. In the detailed implementation plan that would be created following the kickoff and design review meeting, the project phases would be further broken down into specific tasks and responsibilities. The purpose of the project plan is to define the process that will be followed to install all of the proposed system phases. The implementation plan divides the project into sub-phases with clearly stated objectives and tasks that must be met to successfully implement each requirement. Along with defining tasks and individual responsibilities for each party involved in the implementation, the implementation plan is also useful for planning and as a tracking tool for measuring the progress of the project.

Strategic Mapping will provide the professional services to assure an orderly and successful implementation of the various hardware and software modules, and their integration with existing and complimentary third party systems (if applicable). A draft plan is outlined in this section and will be defined in greater detail with City personnel at the beginning of the project.

Project Phases The following subsections summarize our project phases. These phases are the foundation to ensure a successful deployment and give you a clear understanding of the process we follow to mitigate risk.

Kick-off Meeting The kick-off meeting is the opportunity for the project teams to meet, review the scope and discuss the schedule and expectations for the project. Strategic Mapping attendees typically include the Project Manager, Technical Lead, Customer Relationship Manager and Systems Engineers.

Site Surveys Strategic Mapping will perform detailed surveys of the installation location and each type of vehicle to define the exact details for the installation of the equipment. The information obtained from the surveys is then used to design the installation documents and guides. These documents will be provided to the City for sign-off and will later be used during installations.

Preliminary Design Review Information gathered during the kick-off meeting is then used as an input into the Preliminary Design Review (PDR). Strategic Mapping will then present the design approach for the system and all major subsystems, including the systems functional description, software system overview and preliminary design, computer system configuration, communications interfaces, vehicle equipment design and functions, external system interfaces, and implementation.

Final Design Review Once Strategic Mapping has finalized the PDR and the City has signed off, we will begin work on the Final Design Review (FDR). The FDR meeting shall include an update of all of the design activity to date. Approval of the FDR and associated documentation will allow the coding effort, integration, and other final designs to be completed. In addition to the submission of previous documentation, updated to reflect the results of any design changes since the PDR, the submittals shall include, but not be limited to, the following:

 Updated and approved versions of previously submitted design documents  Detailed plans and schedule for the installation and commissioning of the system  Complete list of hardware/Bill of Materials  Installation and wiring diagrams  Testing plans

The Build After the approval of the FDR documentation, the project will move into the build/execution phase. During this phase Strategic Mapping will apply the design documentation and follow our proven process to procure the required equipment, and configure the system. It is at this point that any requirements not met by our base system, we will complete development for any required customizations.

Testing Once the system has been configured and staged per the final design, a series of tests are performed which include Integration Testing, Factory Testing and Field Testing.

Training Strategic Mapping’s training is an essential part of the overall project management process. Training, related documentation and training videos will be provided for all aspects of the system. We will be providing your staff with a quality and motivating program. Training for this project will primarily occur on site and at times that are convenient to the City. The principal instructors provided by Strategic Mapping will have had previous formal classroom instructor training and relevant experience with the proposed systems hardware and software.

Installation We typically perform a two-stage installation, a mini-fleet pilot then the full fleet deployment. The final installation details for each type of vehicle will be determined once the physical dimensions, mounting requirements, and other details are determined. As a part of Strategic Mapping’s installation plan we shall provide vehicle equipment installation procedures for each type of vehicle. The City will work jointly with our installation personnel to ensure that the vehicle installations are acceptable and signed-off.

System Acceptance Testing System Acceptance Testing is performed once all of the vehicles are installed and in service. Strategic Mapping’s team will monitor the system and document any issues. All issues will be addressed before approval of the System Acceptance Test. The focus is primarily verifying system reliability and availability over a measured time period. The testing will be mutually conducted by the City with support from Strategic Mapping. The final outcome of this stage will be a fully installed system, successfully tested in your operational environment.

Transition to Support/Warranty Once the System Acceptance Test is approved, the system is transitioned to our warranty and support services. Strategic Mapping’s support program is in place from project completion into warranty and maintenance. We understand that responsive service during production use of your solution is critical. Our support team works closely with our development and product departments to ensure customer issues are resolved promptly.

Training Plan Strategic Mapping’s training is an essential part of the overall project management process. Training, related documentation and training videos will be provided for all aspects of the system.

We will be providing your staff with a quality and motivating program. Training for this project will primarily occur on site and at times that are convenient to the City. The principal instructors provided by Strategic Mapping will have had previous formal classroom instructor training and relevant experience with the proposed systems hardware and software.

Our training and support staff are available after onsite training has been completed via conference call, video conferencing, and WebEx. Our training team will introduce the proposed training instructors and provide training documentation and detailed agendas to staff for review and approval prior to the start of classroom instruction.

Materials used for training will be tailored to reflect all proposed hardware, software, terminology, and user requirements. During the sessions stakeholders will receive detailed training on how the system operates, troubleshooting and general administration and maintenance.

Our training sessions are effective, straightforward and fun! We recommend having a vehicle available for hands-on training. Our training is complimented by easy to use, simplified manuals.

Our first objective in providing training for end-users is minimizing any productivity losses and possible disruptions associated with the training sessions. This means we have to get stakeholders comfortable with using the solution as effectively as possible.

Strategic Mapping utilizes several different methods for delivering training, and typically uses a combination of these methods:

 Individual hands-on training—our trainers walk each user individually through the process of performing common solution tasks and answers questions.  Hands-on classroom style trainer-led training—our trainers show users how the software/hardware works and how to perform common system tasks, with users performing the tasks themselves in a classroom/lab setting. Each user or pair of users has a computer on which to practice.  Seminar style group demonstration—our trainers show users how the software/hardware works and how to perform common system tasks in a live demonstration.

Bus-in-a-Box Strategic Mapping provides our Bus-in-a-Box as part of our training. This is a fantastic training tool that can be used in a class room environment or on the road. This powerful system combines the Onboard GPS Computer, MDT, Voice Announcement System, Next Stop LED Display, Power Supply/UPS, and Diagnostics.

Training Documentation The table below summarizes the training documentation included with this project. All training material including reference guides, manuals and videos are all easily accessible through our web based customer portal. This is a convenient way of having all material in one place for the user. Access to online material is role/permission based. Hard and electronic copies of training material will also be included.

Training Video’s Strategic Mapping’s training aids are complimented by reference videos. We have found video is a great tool for system users to achieve quick access to training and system information. Our videos are entertaining and extremely informative.

Post-Implementation Support Strategic Mapping uses a hands-on, personal approach when dealing with our customers. We guarantee exceptional service and responsive support through the project lifecycle and long- term. Our knowledgeable and courteous team is comprised of six (6) full time highly skilled people who have extensive experience supporting our deployed systems. Once the System Acceptance Test is approved, the project is transitioned to our warranty and support services. Strategic Mapping’s support team is introduced during training and System Acceptance Testing so that all of the contacts and support procedures are clear to your staff.

Strategic Mapping’s system is reliable and robust to meet the demands of this project, however occasionally support will be required. Strategic Mapping’s support program is in place from project completion into warranty and maintenance. We understand that responsive service during production use of your solution is critical. Our support team works closely with our development and product departments to ensure customer issues are resolved promptly. Our support team is intimate with our hardware, software and interfaces as well the specific deployments at our customer locations.

Strategic Mapping offers our customers the ability to access our technical support team in several ways depending on the nature of the issue and our customers’ requirements.

Our technical support department is available by phone and email 24-7-365 to assist with problem resolution, answer any questions and provide supplemental training and testing assistance. Regardless of how issues are reported, they are promptly entered into our issue tracking system and our internal support team utilizes the escalation process to confirm the severity level. This system ensures issues are dealt with in a timely manner. When an issue is logged, our customers receive a ticket/case number via e-mail. Our customer support analyst investigates the issue and takes the most appropriate course of action to resolve it. This may include making modifications to the software or the data, creating a workaround, or providing supplemental training.

For customers who have systems in service use, they are assigned a technical specialist who has specific knowledge of the particular implementation. Our specialist(s) can remotely diagnose and repair on-board software and Central System service issues. After the issue has been resolved to the customer’s satisfaction, a support team member follows up to ensure that they remain satisfied. If problems are reported, the support team operator opens a new ticket or may re-open the previous ticket. Our support team is located in Toronto, Ontario.

Support Response Depending on the severity of the issue, Strategic Mapping will respond and make all reasonable efforts to resolve the issue as summarized below:

Performance Optimization In our constant effort to provide the most advanced solutions and greatest user experience, our system engineer’s work diligently to discover and implement performance optimizations for both hardware and software. Where appropriate, these optimizations are seamlessly incorporated. These are commonly deployed through wireless software updates on a quarterly basis. Strategic Mapping will also provide hotfixes ahead of a scheduled release as required. It is important to note that we also continuously monitor the performance of our hardware, software and core services and gather system performance statistics. Our progressive monitoring procedures are used throughout the project lifecycle, and remain into post implementation support.

System Updates System updates are typically provided on a scheduled quarterly release basis or hotfix as necessary. Strategic Mapping will follow established and mutually agreed upon change management procedures and related documentation for any updates/changes. All releases and hotfixes to the system will be documented in writing and shall be approved by your agency before deployment. This process normally applies to any hardware or software configuration, changes to database structures, software/security patches and updates, and changes to firmware. The level of documentation provided for a proposed change shall be proportionate with the extent and potential impact of the change, with major changes requiring the greatest amount of detailed documentation.

If, upon written instruction by the City and written agreement by Strategic Mapping, we shall perform additional services and or change requests.

B Y-LAW NO. 18-50 Being a by-law to establish the dates and times for advance voting in the 2018 Municipal Elections.

WHEREAS Section 43(1) of the Municipal Elections Act, 1996 provides that a municipal council shall pass a by-law establishing one or more dates for an advance vote, and the hours during which voting places shall be open on that date or dates;

NOW THEREFORE the Council of The Corporation of the City of Elliot Lake ENACTS AS

FOLLOWS:

1. THAT for the purposes of the 2018 Municipal Election, one continuous advance vote shall be held in the Committee Room at City Hall on Friday October 5, Saturday October 6, Tuesday October 9, Wednesday October 10, and Thursday October 11, 2018.

2. THAT the hours of advance voting shall be 9:00 AM to 4:00 PM.

B Y-LAW NO. 18-51 Being a by-law to provide for reduced hours of voting in institutions and retirement homes.

WHEREAS Section 45(1) of the Municipal Elections Act, 1996 provides that the Clerk of the Municipality shall establish the poll locations;

AND WHEREAS Section 46(3) of the Municipal Elections Act, 1996 provides that a municipal council may pass a by-law with respect to reduced voting hours in voting places in retirement homes or those institutions as defined in Section 45(7) of the said Act, where the voting place is only for the use of the residents;

NOW THEREFORE the Council of The Corporation of the City of Elliot Lake ENACTS AS

FOLLOWS:

1. THAT the voting place established at and for the Huron Lodge residents, 100 Manitoba Road, shall be open from 10:30 to 12:00 PM.

2. THAT the voting place established at St. Joseph’s Manor and for the St. Joseph’s Manor residents and the long term patients at St. Joseph’s General Hospital, 70 Spine Road, shall be open from 11:00 AM to 2:30 PM.

3. THAT the voting place established at and for Hillside Park Retirement Residence, 11 Mississauga Avenue, shall be open from 1:30 PM to 3:30 PM.

4. THAT in spite of having established closing times, the Municipal Election Act, 1996, allows, that the closing may be extended to accommodate those people who may be in close proximity to the voting place.

B Y-LAW NO. 18-52 Being a by-law to appoint a Treasurer for The Corporation of the City of Elliot Lake.

The Council of The Corporation of the City of Elliot Lake ENACTS AS FOLLOWS:

1. THAT Daniel Gagnon is hereby appointed as City Treasurer for The Corporation of the City of Elliot Lake.

2. THAT the Treasurer shall: a) Fulfill all statutory duties of a Treasurer; b) Co-ordinate, direct and manage the Treasurer’s Department in the general affairs, in the day to day record keeping and in the system of accounting from which all financial information is obtained; c) Provide advice to members of Council, Committees and Department Heads on financial matters such as budgeting, borrowing, reserves, investment management, trends, financial position and specific projects etc. including supplemental data which will allow the recipients to reach essential administrative and management decisions; d) Prepare, or otherwise ensure that a comprehensive budget is prepared including proposed capital projects and the proposed means of financing; e) Prepare reports which demonstrate conformance with legal requirements and publish the financial statements annually; f) Accountability for the administration and control of municipal financial operations in keeping with generally accepted accounting principles, provincial requirements and municipal policy; 2 Agenda Package Pg 57

g) Be responsible for the control and safekeeping of all income (which includes grant systems) of the Municipality and ensure that the collection procedure is effective and that an appropriate and effective control procedure is in force to minimize errors, omissions and ensure honesty; h) Provide a method of cash management through the maximum utilization of idle funds, minimization of temporary borrowing and the control of and advice on long term debt; i) Provide a system of purchasing which meets the needs of The Corporation of the City of Elliot Lake; j) Attend, as a resource person, various meeting which have items on the Agenda of a financial nature and require attendance;

3. THAT this by-law shall come into full force and effect on the date of passing.

4. THAT By-law No. 18-40 is hereby repealed.
