In planning for the increase in housing units, the city’s report said it will likely be helped by using mixed-use developments, where residences are constructed in con- junction with commercial space. The Friars Club project, which the council approved last year, will include 25 condominiums, and the city’s mixed-use overlay zone, which was approved in November, will allow the creation of residences on many of the city’s commercial corridors. “The mixed-use ordinance will assist us in establishing the planning numbers for RHNA,” Mayor Lester Friedman said in an interview. “It’s a planning tool, and if we can demonstrate to the state that there is the availability [of space to create housing] if a developer wants to come in, then we have satisfied that planning number.” The city’s housing element also touts its inclusionary housing pro- gram, which requires developers to include affordable units in new pro- jects, which is likely to help the city in its quest to meet the affordable housing allotments. During the March 16 meeting, most of the council members said little beyond praising the report and the work done by city staff. “I agree with submitting this report.
