Egn200509354306.Ps, Page 1-3 @ Normalize G.N. 4306 TOWN PLANNING ORDINANCE (Chapter 131) AMENDMENTS TO THE DRAFT TSING YI OUTLINE ZONING PLAN NO. S/TY/20 Pursuant to section 7(1) of the Town Planning Ordinance which was in force immediately before the commencement of the Town Planning (Amendment) Ordinance 2004 (25 of 2004) (the pre- amended Ordinance), the Town Planning Board has made amendments to the draft Outline Zoning Plan for the Tsing Yi area. The amendments are set out in the Schedule of Amendments. The descriptions of the areas affected by the amendments in the Schedule of Amendments are for general reference only. The exact locations of the areas affected by the amendments are more specifically shown on the draft Tsing Yi Outline Zoning Plan No. S/TY/21. Pursuant to section 7(2) of the pre-amended Ordinance, the amendments are available for public inspection for a period of three weeks from the date of the first publication of this notice, that is until 23 September 2005, during normal office hours at the following locations:— (i) the Secretariat of the Town Planning Board, 15th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong; (ii) the Planning Enquiry Counter, 17th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong; (iii) the Planning Enquiry Counter, 14th Floor, Sha Tin Government Offices, 1 Sheung Wo Che Road, Sha Tin, New Territories; (iv) the Tsuen Wan and West Kowloon District Planning Office, 27th Floor, Tsuen Wan Government Offices, 38 Sai Lau Kok Road, Tsuen Wan, New Territories; and (v) the Kwai Tsing District Office, 10th Floor, Kwai Hing Government Offices Building, 166–174 Hing Fong Road, Kwai Chung, New Territories. In accordance with section 7(4) of the pre-amended Ordinance, any person affected by the amendments so exhibited may object, within the said period of three weeks, by sending to the Town Planning Board a written statement of his objection to the amendment(s) and address it to the Secretary, Town Planning Board, 15th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong. A person may only object to the amendments. In accordance with section 6(2) of the pre-amended Ordinance, a written statement of objection shall set out:— (i) the nature of and reasons for the objection; and (ii) if the objection would be removed by an alteration of the draft plan, any alteration proposed. Copies of the draft Tsing Yi Outline Zoning Plan No. S/TY/21 incorporating the amendments are available on payment of a fee at the Survey and Mapping Office, Map Publications Centre (Hong Kong), 23rd Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong and the Survey and Mapping Office, Map Publications Centre (Kowloon), Ground Floor, 382 Nathan Road, Kowloon. The electronic version of the plan is viewable from the Town Planning Board’s website (http://www.info.gov.hk/tpb). SCHEDULE OF AMENDMENTS TO THE DRAFT TSING YI OUTLINE ZONING PLAN NO. S/TY/20 MADE BY THE TOWN PLANNING BOARD UNDER SECTION 7(1) OF THE TOWN PLANNING ORDINANCE (Chapter 131) AS IN FORCE BEFORE THE COMMENCEMENT OF THE TOWN PLANNING (AMENDMENT) ORDINANCE 2004 I. Amendments to Matters Shown on the Plan Items A1— Inclusion of three pieces of land at North-west Tsing Yi into the Planning Scheme to A3 Area and zoning them as ‘Other Specified Uses’ (‘OU’) annotated ‘Recreation and Tourism Related Uses’ (‘OU(RT)’). Item A4 — Rezoning of an area at North-west Tsing Yi from ‘Green Belt’ (‘GB’) to ‘OU(RT)’. Item B — Rezoning of an area occupied by the Lantau Link Viewing Platform at Wok Tai Wan from ‘GB’ to ‘OU’ annotated ‘Viewing Platform’ (‘OU(VP)’). Item C1 — Rezoning of an area to the north and west of Cheung Wang Estate from ‘Government, Institution or Community’ (‘G/IC’) to ‘GB’. Item C2 — Rezoning of a section of Liu To Road from ‘G/IC’ to ‘Road’. Item C3 — Rezoning of an area to the south-west of Cheung Wang Estate from ‘G/IC’ and ‘GB’ to ‘Residential (Group A)’ (‘R(A)’). Item D1 — Rezoning of an area occupied by an existing petrol filling station (PFS) at Tsing Yi Road West from ‘G/IC’ to ‘OU’ annotated ‘Petrol Filling Station’ (‘OU(PFS)’). Item D2 — Rezoning of an area adjoining the existing PFS at Tsing Yi Road West from ‘G/IC’ to ‘GB’. Item E — Rezoning of an area to the north of Tsing Tsuen Road from ‘G/IC’ and ‘Open Space’ (‘O’) to ‘Government, Institution or Community (1)’ (‘G/IC(1)’). Item F1 — Rezoning of an area to the west of Cheung Hong Estate from ‘G/IC’ to ‘R(A)’. Item F2 — Rezoning of several pieces of land to the north and west of Cheung Hong Estate from ‘R(A)’ and ‘G/IC’ to ‘O’; and from ‘R(A)’ and ‘O’ to ‘G/IC’. Item G — Rezoning of a slope below the highest peak of Tsing Yi from ‘GB’ to ‘Site of Special Scientific Interest’ (‘SSSI’). Item H1 — Rezoning of an area underneath Cheung Tsing Bridge, Kwai Tsing Bridge and Tsing Yi Bridge from ‘G/IC’ to ‘Government, Institution or Community (2)’ (‘G/IC(2)’). Item H2 — Rezoning of two slopes to the south of Tsing Yi Interchange from ‘G/IC’ and ‘Road’ to ‘OU’ annotated ‘Amenity Area’ (‘OU(A)’). Item H3 — Rezoning of a small piece of land to the south-east of Tsing Yi Interchange from ‘Road’ to ‘G/IC’. Item H4 — Rezoning of a slope to the north of Tsing Yi Sewage Treatment Plant and a strip of land underneath the elevated section of Tsing Yi Road from ‘OU’ annotated ‘Sewage Treatment Plant’ to ‘OU(A)’ and ‘Road’ respectively. Item J1 — Rezoning of an area at Tsing Yi Road from ‘Industrial’ (‘I’) and ‘Road’ to ‘OU’ annotated ‘Container Related Uses’ (‘OU(CRU)’). Item J2 — Rezoning of an area near Chun Fa Lok from ‘I’ to ‘GB’. Item K1 — Rezoning of a strip of land near Tsing Yi Road West from ‘OU(PFS)’ to ‘GB’; and two strips of land from ‘GB’ to ‘OU(PFS)’. Item K2 — Rezoning of three small pieces of land at Tsing Yi Hui, Ta Wong Ha and Chung Mei Lo Uk Village from ‘O’ and ‘G/IC’ to ‘Village Type Development’. Item K3 — Rezoning of a piece of land underneath the elevated section of Tsing Tsuen Road from ‘Road’ to ‘O’. Item K4 — Rezoning of several pieces of land around Tsing Yi Town Lot No. 140 from ‘Commercial’ (‘C’) to ‘O’ and ‘OU(A)’; from ‘C’ and ‘O’ to ‘Road’; and from ‘O’ to ‘C’. Item K5 — Rezoning of four pieces of land around Tsing Yi Town Lot No. 139 from ‘OU’ annotated ‘Container Related Uses 1’ (‘OU(CRU1)’) to ‘G/IC’; from ‘OU(CRU1)’ and ‘Road’ to ‘OU(A)’; from ‘OU(CRU1)’ and ‘OU’ annotated ‘Container Terminal’ (‘OU(CT)’) to ‘Road’; and from ‘OU(CT)’ to ‘OU(CRU1)’. Item K6 — Rezoning of two pieces of land around the Hong Kong Institute of Vocational Education (Tsing Yi) from ‘G/IC’ to ‘GB’; and a piece of land from ‘GB’ to ‘G/IC’. Item K7 — Rezoning of an area to the west of Tsing Sheung Lane from ‘OU(CRU)’ to ‘I’. Item L1 — Rezoning of several strips of land along Tsing Yi North Coastal Road from ‘Road’ to ‘R(A)’, ‘OU’ annotated ‘Boatyard and Marine-oriented Industrial Uses’ (‘OU(BMI)’) and ‘GB’; and from ‘OU(BMI)’ and ‘GB’ to ‘Road’. Item L2 — Rezoning of a strip of land along Tsing King Road from ‘R(A)’ and ‘G/IC’ to ‘Road’. Item L3 — Rezoning of a strip of land along Cheung Fai Road from ‘G/IC’, ‘OU’ annotated ‘Cargo Handling Area’ and ‘OU(CRU1)’ to ‘Road’. Item L4 — Rezoning of several strips of land along Tsing Hung Road, Tsing Yi Road, Tsing Yi Hong Wan Road, Tsing Ko Road, Tsing Sheung Road and Tsing Sheung Lane from ‘Road’ to ‘O’ and ‘OU(CRU)’; and from ‘G/IC’, ‘O’, ‘OU(CT)’, ‘OU(CRU)’ and ‘OU’ annotated ‘Chemical Wastes Treatment Facility’ to ‘Road’. II. Amendments to the Notes of the Plan (a) Revision of the covering Notes to set out the uses or development that are always permitted or required permission from the Town Planning Board within the ‘SSSI’ zone. (b) Incorporation of the planning intention and development restriction for the area designated as ‘G/IC(1)’ into the Remarks in the Notes for the ‘G/IC’ zone. (c) Incorporation of the Notes for the ‘G/IC(2)’, ‘OU(RT)’, ‘OU(VP)’, ‘OU(A)’ and ‘SSSI’ zones. (d ) Refinement to the Notes for the ‘I’ zone by incorporating ‘Oil Depot, Oil Refinery and Petro-Chemical Plant’ use under Column 2 of the Notes. 2 September 2005 Town Planning Board.
