Orders under Section 10 of the Principal Act were granted by the Governor in Council as follows:- To the Donald Electric Supply Company Limited, in respect of portions of the Township and ofthe Shire of Donald. Date of granting Order, 18th June, 1907. To the Cassilis Gold :Mining Company No Liability, in respect of an area within a radius of 25 miles from the Power Station ;md within the Shire of Omeo. Date of granting Order, 21st June, 1907. To the Kilmore Electric Supply Company Limited, in respect of an area consisting of tbe whole of the Township and of part of the Shire of Kilmore. Date of granting Order, lOth September, 19ll7. An Order under Sections 8 and 10 of the Principal Act was granted by the Governor in Council on 23rd December, 1907, to the Council of the Shire of Echuca, in respect of portion (~f the Township of Rochester. PRELIMINARY INQUIRIES. The primary purpose of conducting reviews of this nature is to provide an overview as to whether public funds in programs selected for examination, are being spent in an economic and efficient manner consistent with government policies and objectives. Constructive suggestions are also provided in line with the ongoing process of modifying and improving financial management and accountability controls within the public sector. I am pleased to advise that this review has already proven to be of benefit to the government departments involved, as evidenced by their positive replies detailing initiatives already undertaken or evolving. I am also hopeful that this report will assist in resolving other issues, including the development of a policy on the use and management of public buildings. The co-operation and assistance received by my staff from the departments during the course of the review was appreciated. It is my view that there is a growing awareness by government agencies of the advantages to be gained from such reviews, particularly the provision of independent advice on areas of concern.

    Analysis of Victorian Councils Post Amalgamation September 2019 spence-consulting.com Spence Consulting 2 Analysis of Victorian Councils Post Amalgamation Analysis by Gavin Mahoney, September 2019 It’s been over 20 years since the historic Victorian Council amalgamations that saw the sacking of 1600 elected Councillors, the elimination of 210 Councils and the creation of 78 new Councils through an amalgamation process with each new entity being governed by State appointed Commissioners. The Borough of Queenscliffe went through the process unchanged and the Rural City of Benalla and the Shire of Mansfield after initially being amalgamated into the Shire of Delatite came into existence in 2002. A new City of Sunbury was proposed to be created from part of the City of Hume after the 2016 Council elections, but this was abandoned by the Victorian Government in October 2015. The amalgamation process and in particular the sacking of a democratically elected Council was referred to by some as revolutionary whilst regarded as a massacre by others. On the sacking of the Melbourne City Council, Cr Tim Costello, Mayor of St Kilda in 1993 said “ I personally think it’s a drastic and savage thing to sack a democratically elected Council. Before any such move is undertaken, there should be questions asked of what the real point of sacking them is”. Whilst Cr Liana Thompson Mayor of Port Melbourne at the time logically observed that “As an immutable principle, local government should be democratic like other forms of government and, therefore the State Government should not be able to dismiss any local Council without a ratepayers’ referendum.
