1. THE LSP'S BEGINNINGS The story ofthe Linguistic Societyofthe begins not in 1969, but in 1968, and not in the Philippines, but in Hawaii, where two Filipino linguists, Bonifacio P. Sibayan and Ernesto Constantino, were working on their respective research projects in the Pacific and Asian Linguistics Instituteof the University of Hawaii. They started discussing the need for an organization of linguists in the Philippines that would do research and publish on Philippine languages. When Sibayan came • back to the Philippine Normal College, he issued a call for the founding of such an organization and a meeting was held atthe Reading Center ofPNC. Present at that first meeting -- if Sibayan's memory serves him right --were Fe Otanes, Edilberto Dagot, Jack Wigfield,and Tommy Anderson of PNC,and Emy Pascasio, Gloria Chan-Yap, and Teodoro Llamzon of the Ateneo de Manila. Constantino was stillin Hawaii during the series of organizational meetings, and, upon hisreturn, he decided not to join the organization but to start his own linguisticcircleat. the Universityof the Philippines. A linguistwho later became very active in the LinguisticSocietyof the Philippines, Andrew Gonzalez, was finishing his doctorate at the University of California in Berkeley. The response during those preliminary meetings was lenthusiastic. By early June, the group had prepared a draft of the by-lawsof the LinguisticSociety of the Philippines, Inc. According to that document, the LSP had the followingobjectives: 'a. to strive for the advancement of the scientificstudy of language, including basic research, particularly language in the Philippine context; and b. to disseminate the results of scientificstudies undertaken and to communicatewith organizations in other countries that are also engaged in such pursuit', The LSP was formally"organized on July 13, 1969 with the following officers: Teodoro Llamzon (Ateneo de Manila) as President, Bonifacio P. Sibayan (PNC) as Vice-President, Edilberto Dagot(PNC)as Secretary,and Fe T. Otanes (PNC) as Treasurer. The othermembers of the Executive Committeewere Rosalina M. Goulet (UP), J. Thomas Lyman (Summer Institute of Linguistics),and Maximo Ramos (University of the East). The Executive Committee chose the following to be chairpersons of the various committees: Llamzon for Publications, Ricardo Cutiongco (San Beda College) for Membership, Cesar Hidalgo (UP) for Research, Fe A1dave-Yap (Institute of National Language) for Professional Meetings, and Alejandro Casambre (UP) for Professional Relations. TheSocietywas registered with the Securities and Exchange Commission on December 17, 1%9. On January 17, 1970,92 names were on the list of members. The new organization was offto a rousing start. For Schoolyear 1969-70, the LSP had five speakers inits lecture series, beginningwith Charles Ferguson (Stanford University) on I 'Language and Nation-Building'. A five-dayseminar-workshop was held in April 1970on 'Linguistics: Its Application . to Language Teaching'. And the first issue of the Philippine Journal of Linguistics came out in June 1970 with articles by Isidore Dyen, Teodoro Llamzon, Araceli Hidalgo, Fe Otanes, John Wolff, Fe A1dave-Yap,Leonard Newell, and Yao Shen. Also in 1970, the LSP initiated discussions for a Consortium between Ateneo de Manila and Philippine Normal College that would offer a Ph.D. in Linguistics, with assistance from the Ford Foundation and the Asia Foundation. The first group of scholars in the Ateneo-PNC Linguistics Consortium was accepted into the program in Schoolyear 1971-1972.

2. ORGANIZATION AND MEMBERSHIP As can be seen above, the initial leadership structure of .the LSP was that of an Executive Committee made up of seven members, four of whom served as officers (President, Vice- President, Secretary, Treasurer). The Executive Committee then appointed the chairperson for each of the followingcommittees: Publications, Membership, Research, Professional Meetings, and Professional Relations. . This structure continued until SY 1974-1975. In SY 1975- 1976, the structure became leaner: The different committees were dissolved, the position of Secretary was revamped into that of an Executive Secretary, and the name of Executive Committee was replaced by Linguistic Societyof the

Philippines Board. ByJanuary 1987, a movewasmadeto expand membership in the Boardinorder to involve more universities/agencies in the I activities of the LSP. Since 1987, therefore, the membersof the annualconvention haveelected10membersto theLSPBoard;these 10Boardmemberssubsequently electa President;Vice-President, andTreasurer,with the Executive Secretary beinga special position. TheVice-President isa President-elect, sincehe/she isexpected toassumethe position of Presidentthe following year. From a membership of 92 in 1969-1970, the LSP nowhas a membership of 305 regular membersand 21 lifetime members. The LSPisan active memberof the Philippine Social Science Council, a privateorganization of professional social science associations in the Philippines. Members of the LSP Board sit as representatives of the LSPon the PSSCGoverning Council, PSSC Executive Board,the Social Issues Committee, the Research Committee, and the Publications Committee.

3. RESEARCH AND PUBUCAllONS From the veryfounding of the Society it hasbeenclearthat a majorconcernisresearchand publications in thearea of Philippine linguistics. Areview of theearlydocuments shows thefollowing projectsfrom the Asia Foundation: A Festschrift for Cecilio Lopez, a projectdirected by Andrew. Gonzalez; a compilation ofreadings inPhilippine linguistics, directedby Andrew Gonzalez; a handbook of Philippine languages, directed by Teodoro L1amzon; a translation of basic articles on.Philippine languages inDutchand German,directedbyTeodoroL1amzon; and studiesinlistening inthePhilippine setting, directedby Alejandro Casambre. Funding has not always been available, but the researchgets done becauselinguists are dedicated to theirdiscipline and lbecause theyhaveextendedtheir.researchcapabilities through the graduate studentswhosethesesand dissertations theyhave . directed. The Ateneo-PNCLinguistics Consortium aloneproduced 11significant dissertations, and several of thesedissertations havebeen published as part of the Pacific Linguistics Publications Seriesof the Australian National University. The/ Ateneo-DeLa Salle-PNC Consortium for a Ph.D.inBilingual Education, wlJich succeeded the Ateneo-PNCConsortium for a Ph.D. in linguistics,hascomeup withninedissertations. The regularoutletforthe researchdone bylocal and foreignscholars onPhilippine languages, . andon aspectsof applied linguistics in thePhilippines, hasbeen thePhilippine Journalof linguistics. Thejournalhascomeout regularly twice a year,inJune andDecember(with someissues beingdouble issues), sinceitsfirst publication inJune/1970. Twenty-six issues haveappeared. The Philippine Social Science Council honoredthe PIL as the bestjournalfor 1980-1982. In addition, the LSP haspublished several monographs and occasional papers. The listof thesepubncations appearsas Appendix 1. .One of the most significant researchactivities of the LSP hasbeen the evaluation of the . implementation of the Bilingual Education Policy for the period 1974to 1985. This project was

undertakenin1985-1986withfunding fromtheProgramfor Decentralized EducationalDevelopment undertheMinistry of Education, Culture,andSports, theNational Economic Development Authority, andvariousgrant-making agencies; the evaluation team consisted of Sibayan, Gonzalez, Otanes,Jose Arong,OMI,and LukeI Moortgat,CICM. Theyear-long studyused testing results collected in 1985; usingqualitative and quantitative analyses, the study arrived at the conclusion that the decline in achievement scoresamongpupils of Philippine elementaryand secondaryschools wasnotto beblamed on the Bilingual Education Policy, but rather on inadequatecompetence ofteachers, poorly managed schools, and lackof textbooks andother learning materials, factorsassociated withlowsocio-economic status. The complete report has beenpublished as a monograph, Evaluating Bilingual Educationin the Philippines (1974-1985) edited by AndrewGonzalez, FSCand Bonifacio Sibayan.

4. TRAINING PROGRAMS • Providing continuoustraining for linguists and language teachershasalways loomedlargein theagendaof the LSP. Beginning in 1969, practically at theveryfounding of the Society, the LSPhas sponsoredin-service training programs, annual conventions, and regular lectures for its members. These training programs havebeenheldwiththeassistance ofsuch agencies astheFundforAssistance toPrivateEducation, the Philippine Social Science Council, theDepartmentofEducation, Cultureand Sports, the Summer Instituteof Linguistics, the Ford Foundation, the Asia Foundation,the British Council, the United StatesInformationAgency, the CarlDuisberg-Gesselschaft, Goethe Institut,the Foundation,and in cooperation withother linguistic and language teaching organizations. The programofSummerWorkshops forLanguage Teaching began in 1970witha week-long seminaron linguistics and its applications to language teaching. In the summer of 1971, with the Philippine Association forLanguage Teaching, theseminar traveled fromUP Diliman, to University of BaguioinBaguioCity, to S1. Theresa'sCollege inCebu City. In 1976, working withthe Pambansang Samahansa Linggwistikang Pilipino, the LSPsponsored a seminar-workshop on the preparation of bilingual teaching materials on April 5-9, and then on May 12-21, and again on October 18-22., Beginning in 1979, the Summer Workshop for Language Teaching becameinstitutionalized. In the summerof 1979, Clifford PratorandEvelyn HatchoftheUniversity of California at Los Angeles came toconductworkshops inManila, Cebu,and Davao. Sincethen,every year,language teaching experts havecome under the auspices of the United States InformationAgency and the British Council to conducta month- longworkshop on different aspects oflanguageteaching for English supervisors and other key people. The topics have ranged from teaching methods in English language teaching to classroom language tests, to the teaching of reading, writing, listening, and speaking, to materials preparation,to the teaching of grammarand theteaching ofliterature. Fromthe UnitedStates, West Germany, andGreat BritainhavecomeWayne Harsh,Jessie Reppy,RayWilliams, Peter Mohr,Hans­ Eberhard Piepho, Brendan Carroll, Carl Koch, FSC, Amy Sonka, Anthony Dudley-Evans, Jean Bodman,GrahamMillington, ThomasKral, LeonardCourtney,FSC, KennethJames,William Gaskill, JillMarieSullivan, Michael Beaumont,SandraMacKay, Sylvia Chalkerand Ruth Montalvan. What mightbe called the programof Workshops for Senior Linguists began in 1973, when KlausBung,basedinLondon, conducteda workshop on 'Principles ofForeignLanguage Instruction, • withSpecial Referenceto ProgrammedLearning and Educational Technology' fromApril22 to May 11. The 1976 Workshop, heldfromApril15 toMay15,hadHansKahlerofthe Universityof ~ speaking on 'Proto-Austronesian Morphology and Syntax', andJames Harrisof the Ford Foundation, Bangkok, lecturing on'Phonology andFieldMethods'.Anotherworkshop was heldonMay14 toJune 12,1979, thistimea 'Workshopon Lexicography', with Ladislav Zgustaofthe University ofIllinois as director. The Workshop for SeniorLinguists has nowbecomean October Workshop. In 1986, the speakerwasMichael Hoeyof the University of Birmingham and histopicwas'Recent Grammatical Theoriesand TheirRelevance to Language Teaching'. John Sinclair of the University of Birmingham was the speaker in the October Workshop for SeniorLinguists 1987, conducting a workshop on 'Languageas Interaction'duringthe morning sessions anda workshop on 'Lexis' duringthe afternoon sessions. Robert Keith Johnsonof the University of Hong Kongconductedthe October Workshop for 1988, on 'Current Developments in the Theoryand Practiceof Applied Linguistics' and 'Special Topicson the Grammar of English'. Thisyear, the featured speakerwas ChristopherCandlin of Macquarie University, Australia, on 'Recent Developments inApplied Linguistics', but unfortunately, • personal circumstances made it necessary to postponethe workshop.

The programof SummerWorkshops inTranslation, a project undertakenwiththe Summer Institute of Linguistics and usingI history textswrittenin English as the materialfor translation into Filipino, beganin 1986. N that time,a groupof interestedscholars studiedprinciples oftranslationwith MildredLarsenoftheSILandstarted translating Hayden's HistoryofthePhilippines intoFilipino. The -, workshopin 1987 -hadseveral speakers: Hella Goschnick, Richard Roe, Elmer Wolfenden, Judy Wallace, BalbinaAbadiano, Rodolfo Barlaan,and Vivian Forsberg. The group's project was the translationof Molina's The Philippines through the Centuries. In 1988, the' book used for the translation activity wasAgoncillo's The Revolt ofthe Masses and theworkshop directorswereRichard Roe and RodolfoBarlaan; The Workshopin1989wasalsodirectedbyRoe and Barlaanand the text used for translationwasAgoncillo's The FatefulYears: Japan's Adventurein the Philippines. ._ . The-Lecture-SeriesoftheLSPhascontributedgreanytothe- -pmfessieflal 8ev.«lopment of the Society's members. The LSP sponsorsaround five to sevenlectureseveryschoolyear; these tectures enableLSPmembersto keepabreastwitheachother's researchand withresearchbeingdone outside -the Philippines. Appendix 2 provides a listof the LectureSeriesspeakers. In addition, everyyear in May, the LSPholds itsannual convention, which maybe a one-day or two-day meejing, Typically the annual convention featuresa discussion of a current concern (for example, bilingual education,the modernization of Filipino) or a presentationofcurrent research(for example, on language and language education, on language and literature). The convention hasalso been the occasion for the launching of LSp·lpublications: -in1977, the Festschrift for BishopSantiago A Fonacier; in1988, EmmaBernabe'sLanguage Policy Formulation, Programming, Implementation and Evaluation inPhilippine Education(1565-1974) and the report Evaluating Bilingual Education in the Philippines (1974-1985) edited by byAndrew Gonzalez, FSCand Bonifacio P. Sibayan. 5. CONSULTATION AND ADVOCACY The language situationof the Philippines isa verycomplex one, and it isto be expectedthat the LSPshouldbeat the vanguardofgroupsthat are trying to clarify positions and chart directions in / the formulation of language policy. In 1971, the Society becameseriously involved in the national language issuebeingdebated inthe Constitutional Convention. Itissued a statementon language policy, prepared for presentation

I to the Constitutional Conventian on July 31, 1971; several LSP members appeared before the Convention. The LSPwasagaininvited to participate in language policy- makingin 1973 whenSibayan, Otanes, and Gonzalez were appointed membersof the 'Committee to Prepare Guidelines for the Implementation ofthe National BoardofEducationPolicy onthe UseofPilipinoand English asMedia of Instruction', later calledthe Soriano Committee because it wasorganized by Bureau of Public Schools Director Liceria Soriano. The Soriano Committee organized the Survey Committee for Bilingual Education (SCOBE) to conducta survey of human and materialsresourcesfor- bilingual educationto assist inthe formulation of a bilingual educationpolicy. Gonzalez waschairand Otanes wasvice-chair lof thissub-committee. The Bilingual Education Policy or" 1974 thus had significant inputsfrom the LSP. The linguists oftheLSPwereoncemoreverymuchinvolved inthe Constitutional Commission ,,- - meetings of 1986,withSibayan, Gonzalez, andPinedabeingaskedtheirviews on the national language and on bilingual education. The LSP.and the Ministry of Education, Culture, and Sports held a workshopon January 12-14, 1987to prepareworking draftsfora Revised Bilingual Education Policy and Implementing Guidelines. The Bilingual Education Policy of 1987, a modification of the 1974 Policy, isthus partly the handiwork of the LSP. - On its own initiative, the LSP has held severalconsultative meetings on language and education policy. In 1976, with assistance from the Philippine Social Science Council, it held the . 'Round-Table Conference Serieson the Development of the Philippine National Language'; the proceedings of the round-table discussions weresubsequently published asthe monograph Aspects of LanguagePlanning and Development in the Philippines, edited by AndrewGonzalez, FSC and Ma. LourdesS.Bautista. A 'National Conference onLanguage Development'washeldon October20-22, 1977, withsponsorship by the Fund for Assistance toPrivate Education. In 1978, the LSP wasco­ sponsorof the 'Conferenceon Bilingual EducationFour YearsAfterand Beyond'withthe Ministry of Education,Culture and Sports,the Instituteof National Language, and the Philippine Association for-Language Teaching. FAPE was held on July 26,1984 to look at the Bilingual Education Policyonce more and consider a proposal to I evaluate it more formally. The LSP and MECS held a briefing on 'The Findings ofthe BilingualEducation PolicyEvaluation Project: Their Implications for Language Policyunder the New Constitution' on December 13, 1986. On January 8and 9, 1988, the topicof'the round-table discussion was The Intellectualization of Filipino: Agenda for the Twenty-first Century', a presentation of theoreticalconsiderations and specificfieldsofapplication, and the proceedings of this conference have been published as Volume 19, Number 2 (December 1988) of the PJL. A follow-up session was held on January 3, 1989; this time, the 'Round-Table Conference on the Intellectualization of Filipino' presented progress reports and on-going projects. From these activities, it is clear that the agenda of the LSP for the twenty-first century is the development of Filipino and the maintenance of English. 6. CONCLUSION • The story of the Linguistic Society ofthe Philippines, then, isthe story of a group of linguists, the concerns they have addressed, and the response they have given to the national issues that have ebbed and flowed around them. What has the LSP achieved in its20 yearsof existence? It appears to have achieved much more than the two objectives it stated in 1969: 'a. to strive for the advancement of the scielltifi~ study of language, including basic research, particularly language in the Philippine context;'andb to .dissemi­ nate the results of scientific studies undertaken and to I communicate with organizations in other countries that are also engaged in such pursuit'. It has certainly met those two objectives, and the measure of its success on that score is the long list of research projects and publications that it has produced. But over and above that, the LSP has contributed to the professionalization of the discipline oflinguistics and its allied sub-disciplines, especiallylanguage teaching, in the Philippines. It has built up a network of linguists at the national and international levels; through its membership in an organization like the Philippine SocialScience Council, it is able to reach out to other social scientists inside the Philippines and outside it. Finally, it has helped shape national policyon language and education in very important ways. Those are solid achievements for an organization that is only 20 years old.
