Reportfrom the Eqst Ward Member her suggestions for the Amual Parish councillors noted the Members concerns regarding parking on Hough close, has received from Rainow Low residents Meeting, the Rural Watch meeting at Bleule Fain' and iort"tnt she regarding problems exiting the lane onto Blaze Hill'

7. Outstanding Matters Bus stop signage there is a problem with the third stop will assess Charleshead and the Highwayman for signage but' a formalised stop. Members agteed that (smith Lane just before it joins pike Road near Dalwson Barn) as this is not no further action is necessary at present.

8. Matters Arising a) To consider aliernative location for locked notice board cabinet Members would not look into replacing It was agreed that, as the notice board opposite the Church had been installed, with an ilternative locked cabinet. b) Annual Parish Meeting (APIVD - 15th March 2016 It was agreed to invite speaker on Rural Broadband matters. Action: Clerk

c) Selecta DNA (Police Operation Shield) and Rural Watch Cllrs Balment reported that he and Cllr Gabbott had attended the Rural Watch meeting at Blaze Farm. Areas discussed included:

. Operation Shield (Selecta DNA) - where the police identi$r vulnerable households and mark up valuable goods with a unique barcode. Police can then scan the glue (which has a unique DNA) and identifr who they belong to. Therefore, making items valueless to thieves. Members agreed to work with the police on this and encourage parishioners to sign up. It was proposed and agreed to arrange workshop to be advertised through Raven. Action: Clerk

o Rural lhatch - Cheshire Police are keen for all parishioners to sign up to Rural Watch. Cllr Balment reported that he had written an article for the Raven to encourage parishioners in outlying areas to sign up. It was agreed to include article and form in the Raven. The Clerk was asked to arrange for the form to be printed and included as an insert for distribution with the Raven. Members agreed provisional number printed 200. Action: Clerk

Members agreed on the 2l't May for Operation Shield Workshop. Action: Clerk

d) Funds available for the Robin Hood towards the Queen's birthday and Litter Pick It was noted that the Clerk had applied for equipment for Queens Birthday national litter pick. The WI have also agreed to help with the litter pick. It was proposed that as many members as possible should attend. Members discussed a donation of f 100 towards bunting or an activity at the Robin Hood. Clerk said that she would prefer that the Landlord apply for monies towards a specific item/activity. Members were asked where the bunting for the Jubilee celebration was being stored. Clerk to make enquiries. Action: Clerk

Members were asked whether the Cubs could contribute towards the celebration. Suggestions included boxes outside the institute, stocks and a clear up in the playground. Chairman to discuss suggestions with the cubs. Action: Cllr Cuntrcll

Members agreed on 17d'April at l0 am from the Robin Hood public house for the litter pick. Clerk to contact Cheshire East with the dates and to include in the Raven. Action: Clerk

e) Articles for the Raven All items as previously discussed in the minutes.

9. Correspondence a) Parking difficulties on Hough Close Members considered whether to take the matter further with Cheshire East Asset Management. It was agreed that the Clerk should contact Highways and ask whether they could suggest anything to alleviate the situation. Action: Clerk

b) Community Pride Competition 2016 It was agreed to enter the competition. It was noted that Smithy Lane would let the village down, Clerk to write that the ground is under repair and plans are in place for changes and have been submitted. Action: Clerk

c) Civic Dinner invitation Town Council 8th April2016 No one available to attend.

d) Speed Indication Device data (SID) It was noted that the data was over the Christmas period and probably not a true representation. 816 IT WAS RESOLYED to approve the payment and receipts. The motion was proposed by Cllr C Harvey and seconded by Cllr K Butler and agreed by the meeting.

11. The Rsven a) To approve Profit and Loss report for the Raven Newsletter up to lOth February 2016. Bl7 IT WAS RESOLVED to opprorn the Profit and Loss report for Rwen up to l}th February 2016. The motion was proposed by K Beswick and seconded by Cllr K Butler and agreed by the meeting.

b) To discuss the editing of the Raven Ii was noted that the Editor is to stand down and is actively talking to prospective candidates. Clerk to pass on the Members thanks and gratitude for the Editors considerable involvement in the Raven. Action: Clerk

12. 8/8 The following comment will be sent to the Peak Park "Rainow Parish Council supports this application. The Robin Hood Inn is an important Community Asset and one which has been registered, on behalf of the Parish Council, as such with Cheshire Eqst Council.

Rainow has no shops, cafes, entertainment venues or other meeting places for residents. The Robin Hood is the only one left of five public houses that used to be in the Parish, all of the others hwing been turned into houses over the past I 5 years,

In our Parish Plan it was identified that there is no public open space or central areafor residents to meet. Members feel that the decking and play area provide this public meeting space.

The members understand that there has been no change to the number of car parking spqces brought about by the decking and note that many patrons wqlk to the Robin Hood Inn.

The decking provides a welcome addition to the facilities ovailable to the community and has helped with the continuing success ofthe Inn.

The Parish Council is fully supportive of this application for the decking in its current form and request that permission be granted". The motion was proposed by Cllr C Harvey seconded tly Cllr G Cooper and agreed by the meeting.

b) Noted for Information; Decisions and withdrawals this month: 1515426l.1r - Clough House, Onehouse Lane, Rainow, Cheshire, SKl1 OAD. Demolition of stables and barn and the erection of an agricultural building. Approved with Conditions

13. Footpath Group RePort It was reported that sign posts on FP7 and FP9 are still down. Clerk to chase Public Rights of Way. Action: Clerk

Cllr Taylor reported that further enquiries are taking place regarding footpath into Kettershulme.

14. Jubilee Playground Inspection Group Report It was noted that the playground could do with a tidy up. Tidy up to be discussed with Cubs. The bin had been emptied.

15. Psrish Plan Implementstion Group Report It was reported that the bus is running on pre-booking basis with group bookings. With regards the new bus things are proceeding with a procuring company but it could be another six months.

16. Councittors Reports'to receive Chuirman's and Councillors' reports o Cllr Butler reported he had attended a ChALC meeting and would forward a report to members. Action: Cllr Buller . Cllr Cantrell reported that there was a new surface on Bull Hill with new signs. o The following pot holes were reported near Balshaws on the main road, Buxton Road on the main road, Erwin Lane, Gin Clough and Blaze Hill (in the middle near the farm)' o clerk to chase Highways regarding the wall at the top of Round Meadow. o Cllrs Cooper and Cantrell reported that the water was now nrnning ffom the trough at Brook House. r Cllrs Balment and Butler reported that they would be attending meeting on llm March with Mr Hooley at the Planning Department to discuss planning issues.
