    Alexander Nadson BISHOP CESLAUS SIPOVICH 1. The First steps Ceslaus Sipovich was born on 8 December 1914 into a farming family at Dziedzinka, a small village in the north-western corner of Belarus which at that time formed part of the Russian Empire. As the result of changes brought about by the First World War and the Russian Revolution, the territory of Belarus was partitioned in March 1921 by the Treaty of Riga between its neighbours. Its western regions came under the Polish rule, and the eastern part became the Belarusian Soviet Republic, a constituent part of the Soviet Union. It was a cynical deal which paid no regard to the interests of Belarusians. The Poles who were in a stronger position than the Soviets, but who had only recently regained their independence, were afraid of having a large ethnic minority within their borders and carved up for themselves only that portion of Belarus which they thought they could easily assimilate. In the words of the Polish politician Stanislaw Grabski, they "cut out the Belarusian abscess". The great majority of Belarusians (over 70 percent) were Orthodox, with a sizable minority (about 25 percent) Roman Catholics, most of whom lived in the western regions which after 1920 came under Polish rule. The Orthodox were mainly descendants of Catholics of Byzantine rite or, as they were known, Greek Catholics or Uniates. In 1839 the Greek Catholic Church in Belarus was suppressed by the Russian authorities and forcibly incorporated into the Russian Orthodox Church. Some of the Greek Catholics, in order to safeguard their faith, secretly managed to change their rite, thus increasing the number of Roman Catholics in Belarus.

En ese año el Santo Padre Juan Pablo II, con el Motu Proprio Decessores Nostri del 18 de junio y con la Constitución Apostólica Pastor Bonus del 28 de junio, reorganizó y potenció la CAL, dándole una ubicación en el orgánico de la Curia Romana y precisando más su naturaleza y finalidad. Estos dos actos pontificios son el punto de partida de una nueva etapa en la vida de este Organismo de la Curia Romana, cuya importancia era cada vez más evidente para la renovación y fortalecimiento del catolicismo latinoamericano. Después de 30 años de existencia, Su Santidad Juan Pablo II, consideró que había llegado el momento de reestructurar y potenciar la Comisión para América Latina de modo que fuera siempre en grado de responder a las expectativas que la Santa Sede había depositado en ella desde su constitución en 1958.     The Leaven in the Council: Joseph Cardijn and the Jocist Network at Vatican II By Stefan Robert Gigacz, LL.B., LL.M. (Legal Theory), DEA Canon Law. A thesis submitted in fulfilment of the requirements for the degree of Doctor of Philosophy University of Divinity 2018 Abstract This thesis investigates the role and impact of Joseph Cardijn, founder of the Jeunesse Ouvrière Chrétienne (Young Christian Workers) movement, and the jocist network of bishops and periti at the Second Vatican Council. It adopts a longue durée approach, locating Cardijn within a tradition of Catholic social thought and action that developed in the wake of Europe’s nineteenth century industrial and democratic revolutions. It highlights the influence of the Lamennais School, and Marc Sangnier’s Sillon movement as sources for his work. Secondly, it traces the influence of Cardijn, his theology and methods over the half century prior to the Council, particularly the well-known see-judge-act method, which formed part of his “Three Truths” Christian dialectic. It also documents the emergence of a global network of JOC and/or Specialised Catholic Action chaplains experienced in these methods, many of whom would become key conciliar actors. Thirdly, it examines the role at Vatican II played by Cardijn, the jocist-formed bishops and periti, as well as several lay leaders from the movement, who became lay auditors. It particularly examines Cardijn’s role in the Preparatory Commission on Lay Apostolate and its successor the conciliar Lay Apostolate Commission in the drafting of the Decree on Lay Apostolate, Apostolicam Actuositatem, and the Doctrinal Constitution Lumen Gentium, as well as the impact of his book, Laïcs en premières lignes, published in English as Laymen into Action.
