“Chimbote Container Terminal” Investment Project Development “CHIMBOTE CONTAINER TERMINAL” INVESTMENT PROJECT DEVELOPMENT PROJECT SUMMARY OF THE SELF-SUSTAINING UNSOLICITED PROPOSAL 1. Proposed type of private investment participation The proposed type of private investment participation is a concession for the execution and development of public infrastructure works and provision of public services. The concession will comprise the design, funding, building, operating and maintaining of a container terminal in Chimbote port. 2. Project description I. The “Chimbote Container Terminal” will be a port terminal specialized in containers. It will provide services including stevedoring of freight in ship containers, and transfer, handling and stacking of domestic and foreign container freight. To provide these services, the bidder shall propose building -in the first stage- a 250m long dock and to build a warehousing yard over 10.5ha, as well as constructing any necessary buildings to provide the aforementioned services. The new terminal will be a public use infrastructure facility. It will provide services to third parties, and the winning bidder will be exclusively responsible for funding, building, maintaining and exploiting it. The Concession Agreement will have a life of 30 years during which the Concession- holder will enjoy the exclusive right to supply standard services for ships and freight, and collect regulated fees. The Concession-holder will also be entitled to provide special services in a competitive setting at rates fixed independently. II. Objectives The Project’s summary objectives are as follows: To meet the demand for specialized port services in the northern central area of Peru by building new port infrastructure specialized in container traffic, thus contributing to reduce maritime freight costs for importers and exporters To narrow the infrastructure and public services gap in the Peruvian coast To add new specialized container services to those currently supplied by the Chimbote Port Terminal To offer a shipping alternative to local exporters through a modern, efficient and competitive terminal III. Specific project benefits: A number of benefits will derive from the new container traffic port terminal as follows: 1. Contributing to the development of Peru’s foreign trade 2. Invigorating the local and regional economy 3. Promoting port competition 4. Generating direct and indirect employment for the local population 5. Increasing regional income 6. Contributing –through the Concession-holder’s financial remuneration- to a social fund for local and regional development 3. Project Area of Influence The Chimbote Port’s area of influence comprises the stripe from Pacasmayo city (256 km north of Chimbote) to Pativilca city (224 km south of Chimbote). The area of influence includes Ancash and La Libertad departments, and the south of Cajamarca department. Important notice: This is an unofficial translation.     IN SEARCH OF THE GREAT WALL OF PERU Donald A. Proulx Professor of Anthropology, Emeritus University of Massachusetts Introduction and Summary of the Expedition In 1934, while undergraduate students at Yale and Harvard Universities respectively, Richard James Cross (1915-2003) and his friend Cornelius Van Schaak Roosevelt, (1915-1991) made a trip together to Peru. Their junket seems to have been motivated by Roosevelt’s reading an article about the Shippee-Johnson Peruvian Expedition of 1931 during which an ancient stone wall was discovered in the Santa Valley while taking aerial photographs of the Peruvian coast (Shippee 1932). Once in Peru Roosevelt and Cross contacted the eminent Peruvian archaeologist Julio C. Tello, who was planning a trip to the north coast and the Callejon de Huaylas in the mountains (Fig. 1). He generously invited the two young men to accompany him as his photographers. The team traveled from Lima up the coast stopping first at Huacho [in the Huaura Valley] and on to Paramonga, Fortaleza, and then Huarmay where they photographed a newly excavated ancient drum. Stopping in the Casma valley, they visited the ruins of Chanquillo (which Tello had visited but not photographed) and the adjacent 13 structures. It appears that they may also have photographed the Chimú administrative center of Manchan (see Roosevelt 1935: Fig. 6). They continued on to the Santa Valley where they investigated the “great wall” and traced its beginnings near to the coast. In Santa they also investigated several cemeteries, an ancient irrigation system and various ruins including a “fortress.” After spending several days in the Santa Valley, they took the train from Chimbote up the Santa Valley to its terminus at Huallanca and then by truck to Caraz where they photographed some monoliths in 1 private collections.

Peters3 Introduction Peru is a poor, developing country in South America. Like so many other countries in the world, Peru has experienced its share of increasing and more intense disasters. Its emergency management system, while making progress in the past few years, remains weak in certain respects and in need of more proactive measures. In particular, the government and the emergency managers in this country need to continue to develop more effective approaches to implementation of the phases of emergency management (e.g., mitigation, preparedness, response, and recovery). This paper discusses Peru‘s disaster context; embarks on a short discussion of the vulnerability in this country; delineates the extreme past disasters experienced by her people; notes Peru‘s emergency management organization and laws, challenges and successes; and elaborates upon the lessons that have been learned as a result of studying Peru‘s emergency management system. The Peruvian Context Peru is located in South America and borders Chili to the south, Ecuador to the north, and Colombia, Brazil and Bolivia to the east. Its geography, climate, and people are diverse and somewhat unique. Peru‘s terrain includes relatively flat coastal areas, steep mountains in the central part of the country (rising to 5,000 meters or 16,400 feet in height in some cases), and rain forests in the east. The coastal areas are considered to be desert (particularly in the southern portion of the nation), while the central and eastern parts receive large amounts of rainfall.
