Luis Felipe Zegarra* Abstract This paper analyzes the evolution and main features of the railway system of Peru in the 19th and early 20th centuries. From mid-19th century railroads were considered a promise for achieving progress. Several railroads were then built in Peru, especially in 1850-75 and in 1910-30. With the construction of railroads, Peruvians saved time in travelling and carrying freight. The faster service of railroads did not necessarily come at the cost of higher passenger fares and freight rates. Fares and rates were lower for railroads than for mules, especially for long distances. However, for some routes (especially for short distances with many curves), the traditional system of llamas remained as the lowest pecuniary cost (but also slowest) mode of transportation. Abstract The Maule 2010, Chile, and the Tohoku-Oki 2011, Japan, earthquakes have reconfirmed that superficial geology is critical in the seismic intensity, and for predicting the occurrence of soil liquefaction, one of the most damaging seismic effects. From 1998 to 2012 multihazard maps, land-use plans for reducing risk, and disaster mitigation project profiles were developed for 175 Peruvian cities by Peru’s Civil Defense (INDECI) and UNDP. During the Ica, Peru, 2007, earthquake, the actual damage distribution in Pisco, Tambo de Mora and other cities, agreed very well with the multihazard map developed six years before, showing how useful those maps are. Kuroiwa and Delgado (2012). In 2013 the author proposal to Peruvian Engineers Association (CIP) and INDECI to complete the SCP, so that in 2021, the year of Peru’s Bicentennial of its Independence, most of the 175 cities may have their SCP implemented. ©© 20142014 TheThe Authors. Advisor: Christopher Udry Abstract This essay evaluates the context and persistence of extractive colonial policies in Peru on contemporary development indicators and political attitudes. Using the 1571 Toledan Reforms—which implemented a system of draft labor and reg- ularized tribute collection—as a point of departure, I build a unique dataset of annual tribute records for 160 districts in the Cuzco, Huamanga, Huancavelica, and Castrovirreyna regions of Peru over the years of 1571 to 1812. Pairing this source with detailed historic micro data on population, wages, and regional agri- cultural prices, I develop a historic model for the annual province-level output. The model’s key parameters determine the output elasticities of labor and capital and pre-tribute production. This approach allows for an conceptual understand- ing of the interaction between mita assignment and production factors over time. Ithenevaluatecontemporaryoutcomesofagriculturalproductionandpolitical participation in the same Peruvian provinces, based on whether or not a province was assigned to the mita. I find that assigning districts to the mita lowers the average amount of land cultivated, per capita earnings, and trust in municipal government Introduction For nearly 250 years, the Peruvian economy was governed by a rigid system of state tribute collection and forced labor. Though the interaction between historical ex- traction and economic development has been studied in a variety of post-colonial contexts, Peru’s case is unique due to the distinct administration of these tribute and labor laws.

The return to school has been postponed indefinitely. Refugee and migrant children are able to access these services and corresponding materials. • On 25 April, Gastón Rodríguez was appointed Minister of Interior. The previous minister and all senior officers of the National Police were dismissed due to their alleged involvement in overvalued purchases in the context of the emergency. Investigations are undergoing accordingly. • On 26 and 27 April, the government announced a new universal bonus of 760 soles to support up to seven million families in poverty or extreme poverty nation-wide. The Minister of Development and Social Inclusion (MIDIS) will activate a platform through which Peruvian families could validate their data to receive the bonus. This assistance is not extended to refugees and migrants. KEY IMPACTS, NEEDS AND RISKS . • There is an increasing need to scale up CBI assistance and to provide food and shelter support as the prolonged duration of the emergency heightens the economic and social vulnerabilities of refugees and migrants from Venezuela. Food insecurity, evictions and lack of affordable housing or shelter continue. RESPONSE . PREPAREDNESS Protection, Education and Shelter • The GTRM is working with the Ministry of Women and Vulnerable Populations (MIMP) to ensure the continuity of virtual and distant case management for gender-based violence (GBV) and child protection cases. Agreements with hotels in Arequipa, Cusco, Lima Tacna and Tumbes were established for alternative accommodation of survivors of GBV and other vulnerable cases.

Its main causes are: (i) Limited use of legal powers by regional and local governments for the conservation of mangrove ecosystems; ii) low level of forest management and administration for the conservation of mangrove ecosystems; and (iii) limited development of financial sustainability strategies for mangrove forests. These problems in turn lead to low living standards for the communities living in mangrove ecosystem areas and to the loss of biodiversity. In order to address this situation, the specific objective of this project is to “increase the number of participatory mechanisms for mangrove forest protection and conservation in the regions of Tumbes and Piura” with the development objective of “contributing to improving the standard of living of the population in mangrove ecosystem areas in the regions of Tumbes and Piura, Northwest Peru”. In many countries, regional divisions have been primarily based on cultural or linguistic pattems, and the greatest challenge has been 10 achieve balanced development for all ethnic groups. The available etbnic maps for Peru are based on language. They show spheres of influence for various languages (pesce 1969) but lack a quantitative basis and do not indicate the numerically pre- ponderant languages and cultures. They also do not distinguish between cultural groups that are not indigenous language speakers. This report, by using quantitative data of language and ethnicity as found in various censuses, will attempt to map the cultural regions of Peru. Language as a Cultural Indicator There are three advantages to using language as a point of departure in mapping and defining culture regions: (1) language is strongly implicated in the transmission of culture and is thus linked to many nonlinguistic cultural traits, such as folklore, religion, and music; (2) language frontiers between groups impede cultural transmission and many times coincide with other cultural boundaries, including agricultural and housing traits; (3) language is a cultural trait that is relatively stable and easy 10 determine through census information.
