Temporary Road Closing of Islington Avenue and Parking Regulation Amendments - 2020 Canadian Open

SUMMARY

As the Toronto Transit Commission (TTC) operates bus service on Islington Avenue, City Council approval of this report is required.

The purpose of this report is to present the Traffic Management Plan prepared by IBI Group on behalf of Golf Canada, relating to the full closure of Islington Avenue, between Eglinton Avenue West and The Kingsway, for a period up to 19 days, from Saturday, June 1, 2020, to Friday, June 19, 2020. The closing is required as Golf Canada is hosting the 2020 Canadian Open at St. George's Golf and Country Club, located on Islington Avenue, between the intersections of Ridge Valley Crescent/Prince George Drive and Princess Margaret Boulevard/Poplar Heights Drive. The closing includes the Pre-tournament (June 1 to June 7), Tournament (June 8 to June 14) and the Post-tournament (June 15 to June 19) events.

This report also recommends implementing temporary parking, standing and stopping regulations during the Tournament week (June 8, 2020 to June 14, 2020) on streets in the vicinity of the golf club and the visitor parking areas.

The TTC has been consulted and has no concerns regarding the proposals contained in this report.

RECOMMENDATIONS

The Acting Director, Traffic Management, Transportation Services recommends that:

1. City Council receive the attached Traffic Management Plan for the 2020 Canadian Open.

2020 Canadian Open Page 1 of 16 2. City Council authorize the closing of Islington Avenue to traffic from Eglinton Avenue West to The Kingsway, for the period from June 1, 2020 to June 19, 2020.

3. City Council authorize the temporary parking, stopping and standing regulations on streets in the vicinity of St. George's Golf and Country Club, identified in Appendix "A" attached to the report dated February 18, 2020, from the Acting Director, Traffic Management.

4. That all costs associated with the road closings, including the costs of restoring and cleaning the streets following each event, as well as installing/removing temporary parking restrictions, shall be completed by Golf Canada to the satisfaction of the Transportation Services Division, and at no cost to the City.

FINANCIAL IMPACT

Approving the road closing has no financial impact on the City. Golf Canada organizers are responsible for all costs associated with the proposed road closings and temporary parking restrictions.

DECISION HISTORY

In July 2010, the Royal Canadian Golf Association hosted the 2010 Canadian Open at St. George's Golf and Country Club in the City of Toronto. In advance of this event, City Council, on March 31 and April 1, 2010, adopted Etobicoke York Community Council Item EY35.6 and, in doing so, received the related Traffic Management Plan, authorizing the closure of Islington Avenue, and, authorizing temporary parking regulations in the area. http://app.toronto.ca/tmmis/viewAgendaItemHistory.do?item=2010.EY35.6

COMMENTS

In June 2020, Golf Canada will be hosting the 2020 Canadian Open at St. George's Golf and Country Club in the City of Toronto. This is a premier event, with international media exposure and spin-off economic impacts that showcase the City of Toronto.

A Public Information Meeting was held on January 20, 2020 at Martingrove Collegiate with Golf Canada staff describing the event and staff from IBI consultants presenting the Traffic Management Plan. City of Toronto staff were also available to answer questions from those in attendance.

Municipal Code Chapter 937-3 authorizes the General Manager of Transportation Services to temporarily close to vehicular traffic any portion of a road for a period of not more than four consecutive days for social, recreational, community, athletic or

2020 Canadian Open Page 2 of 16 cinematographic purposes. This proposed closure will be in effect for 19 days and, therefore, requires Council’s approval.

Appendix B is a map of the area.

St George’s Golf and Country Club is located between the Ridge Valley Crescent/Prince George Drive and Princess Margaret Boulevard/Poplar Heights Drive intersections. Islington Avenue is a four-lane major arterial road. Between Eglinton Avenue West and The Kingsway (closure area), the only properties with direct driveway access to this section of the road are located between The Kingsway and Ridge Valley Crescent/Prince George Drive. Between Princess Margaret Boulevard/Poplar Heights Drive and Eglinton Avenue West, there are residential properties with reverse lot frontages. The only properties with direct driveway access to this section of Islington Avenue are the fire station and Richview Collegiate Institute.

One of the 2020 Canadian Open event requirements is to close Islington Avenue, between Eglinton Avenue West and The Kingsway, to vehicular traffic from June 1, 2020 to June 19, 2020 inclusive. The closing is necessary to position television and communication equipment, and ancillary facilities related to the needs of the players, spectators, the media and sponsors. The first week of the closure is for setup. The second week is for the actual event, with the third week for dismantling. The east side sidewalk in this area will be closed for the entire 19 day period. The west side sidewalk will only be closed from 7:00 a.m. to 7:00 p.m. during the tournament week (June 8 to June 14).

Different than the 2010 Canadian Open, this year's event includes outdoor music concerts at Richview Collegiate on Friday, June 12, 2020 and Saturday June 13, 2020.

To assess the impacts on general traffic circulation in the area as well as emergency services (Police, Fire, EMS), TTC and the immediate neighbourhood, Golf Canada retained the engineering consulting firm of IBI Group to prepare a Traffic Management Plan, a standard requirement of the City for road closures of this size. The Traffic Management Plan addresses issues relating to safety, security, emergency access, transit, pedestrians/cyclists, vehicle access and parking.

The Plan proposes mitigating measures to minimize traffic impacts as a result of event related traffic diversion infiltration, parking generation, and proposes an emergency vehicle clearway on Islington Avenue during the event. The Plan was prepared in consultation with all affected authorities, including the Toronto Police Service, EMS, Toronto Fire Service, TTC, Economic Development, Transportation Services, and the Toronto Parking Authority.

A Traffic Management Plan includes the following major components: Traffic Flow Plan; Site Access and Parking Plan; Concert Series Site Access and Plan; Traffic Control Plan; Traveller and Resident Information Plan; Traffic Incident Management and Safety Plan; and Contingency Planning.

The Islington Golf and Country Club, which is on the west side of Islington Avenue, north of Dundas Street West, will be used by the players as a practise/driving range.

2020 Canadian Open Page 3 of 16 Players will drive from the Islington Golf Course to the St. George's Golf Course in mixed traffic for approximately 1.5 km. Signalized intersections will be monitored to adjust timing to suit any changes to the traffic patterns during the closure.

TTC service re-routing has been arranged for the 19 day closing of Islington Avenue. Buses will be rerouted, both northbound and southbound, around the closing via The Kingsway to Kipling Avenue, to Eglinton Avenue West and then back to Islington Avenue (and visa-versa).

Major parking lot locations and shuttle services to reduce auto travel to the event will be provided. The parking lots will be within the hydro corridor located in the area bounded by Eglington Avenue West, Martin Grove Road, Rathburn Road and Kipling Avenue or, secondarily, Woodbine Parking lot. The details of this arrangement have yet to be finalized.

Many spectators may also choose to use TTC buses to attend this event as the buses will provide convenient drop-off/pick-up for patrons.

Normally, parking is allowed for up to three hours on most of the residential streets in the vicinity of St. George’s Golf and Country Club. Leaving this regulation in place would allow event patrons to park on the streets for long durations, potentially reducing the effective road width to one lane of travel. To discourage on-street parking, temporary restrictions on adjacent neighbourhood streets as well as near the temporary parking locations, will be enacted during the tournament and concert times (Monday, June 8, 2020 to Sunday, June 14, 2020). Residents who require parking on-street due to a special event at their home during this time can make a request through the Toronto Police Service, Parking Enforcement Unit.

In addition, temporary parking, standing and stopping will be prohibited between the hours of 7:00 a.m. and 9:00 p.m. on streets in the vicinity of the Islington Golf and Country Club to prohibit parking, standing and stopping between the hours of 7:00 a.m. and 9:00 p.m. during the tournament week. The intention would be to post signs as required in this area.

The exception to these parking regulations will be on the following streets or portions of streets:

- Islington Avenue between The Kingsway and Ridgevalley Crescent; - Ridgevalley Crescent and Ridgecross Road; - Prince George Drive east of Princess Anne Crescent; and - Princess Margaret Boulevard east of Palace Arch Drive.

Residents on these streets will be required to obtain and display official “hang tags” for their vehicles. It is anticipated that these “hang tags” will be distributed by mail or made available at St. George’s Golf and Country Club. Access to these streets will be within the area controlled by pay duty police. As such, to gain access to these areas, residents will need to display their “hang tags".

2020 Canadian Open Page 4 of 16 A Traveller and Resident Information Plan with advance static signing, changeable message signs, and media releases will be arranged by Golf Canada. The signs will be posted at strategic locations throughout the immediate area including major arterial roads, the Gardiner Expressway, Highway 27, 427 and 401 advising of the event closure and duration. In total approximately 70 warning signs will be installed.

To ensure that other key roads in the area and vicinity are open and not under planned construction activities, the City has made all other public utilities and agencies aware of the event and the road closing, so that no planned works (other than emergencies) take place on adjacent arterial roads in the vicinity of the closing, including Martin Grove Road, Kipling Avenue, Royal York Road, Rathburn Road, Dixon Road, Bloor Street West, and Dundas Street West.
