Attachment 9: Employment and Labour Market Advisory Working GroupEX11.1 Terms of 2 Reference Preamble Ontario Gaming GTA LP (OGGLP or "the Partnership") is committed to ensuring the Woodbine renewal is a force for positive change in the GTA – particularly for nearby neighbourhoods and for residents who are at a social or economic disadvantage. To this end, the Partnership has designed a 20-year Employment and Labour Market Plan that will align with the City’s ongoing work and exceed the Partnership’s already-strong practices across Canada to create thousands of high-quality jobs, establish valuable skills training programs, and facilitate equitable access to the unique opportunity afforded by redevelopment. Based on extensive discussions with City Staff and other stakeholders, the core of the Partnership’s Employment and Labour Market Plan is a collaborative approach to strengthening the employment pathway for local residents and equity-seeking groups. The Partnership’s core strength as a private sector job creator is hiring, training, and upskilling team members, with redevelopment and enhanced operations leading to increased labour market demand. Meanwhile, a strong cluster of City and social sector organizations are primarily focused on identifying, strengthening, and supporting a pool of candidates, with a focus on local residents, youth, and disadvantaged groups. When each player in this employment ecosystem is helping to build and strengthen program alignment, this plan will help to ensure that supply and demand connect. Through the Employment and Labour Market Advisory Working Group, OGGLP will work with the City of Toronto and key stakeholders in order to monitor inputs and outcomes and receive feedback that will allow its plans to be measured and strengthened. -

Having recently recommended to the Canadian Society for Civil Engineering that they increase their activities in heritage bridge conservation, I was happy to participate in this inventory project as such initiatives highlight the significant and often overlooked relationship between engineering advancements and our cultural heritage. Over time the widespread loss of heritage bridges has occurred for a variety of reasons: deterioration, changes in highway requirements, or damage by storms like Hurricane Hazel. Today, however, with increasing attention towards cultural heritage, creative solutions are being explored for preserving heritage bridges. Protecting, conserving and celebrating our heritage bridges contributes to not only a greater understanding of the development of approaches to modern day engineering but also marks our progress as a nation, from early settlement to today’s modern and progressive communities. A Map of Toronto’s Cultural Facilities A Cultural Facilities Analysis 03.01.10 Prepared for: Rita Davies Managing Director of Culture Division of Economic Development, Culture and Tourism Prepared by: ERA Architects Inc. Urban Intelligence Inc. Cuesta Systems Inc. Executive Summary In 1998, seven municipalities, each with its own distinct cultural history and infrastructure, came together to form the new City of Toronto. The process of taking stock of the new city’s cultural facilities was noted as a priority soon after amalgamation and entrusted to the newly formed Culture Division. City Council on January 27, 2000, adopted the recommendations of the Policy and Finance Committee whereby the Commissioner of Economic Development, Culture and Tourism was requested to proceed with a Cultural Facilities Masterplan including needs assessment and business cases for new arts facilities, including the Oakwood - Vaughan Arts Centre, in future years. This report: > considers the City of Toronto’s role in supporting cultural facilities > documents all existing cultural facilities > provides an approach for assessing Toronto’s cultural health. Support for Toronto’s Cultural Facilities Through the Culture Division, the City of Toronto provides both direct and indirect support to cultural activities. Direct support consists of : > grants to individual artists and arts organizations > ongoing operating and capital support for City-owned and operated facilities. Indirect support consists of: > property tax exemptions > below-market rents on City-owned facilities > deployment of Section 37 development agreements. A Cultural Facilities Inventory A Cultural Facility Analysis presents and interprets data about Toronto’s cultural facilities that was collected by means of a GIS (Global Information System) database. -
New Development Applications for the West District (Etobicoke)
New Development Applications for the West District (Etobicoke) (City Council at its regular meeting held on October 3, 4 and 5, 2000, and its Special Meetings held on October 6, 2000, October 10 and 11, 2000, and October 12, 2000, adopted this Clause, without amendment.) The Etobicoke Community Council recommends that: (1) the Minister of Transport be requested to provide written commitment for the timetable to implement the following recommendations contained in the report, entitled “Lester B. Pearson International Airport Noise Impact Assessment and Review” by Aercoustics Engineering Limited: (a) the Greater Toronto Airports Authority (GTAA) noise monitoring, including equipment, recording and reporting mechanisms, and incorporating same within the revised Ground Lease to be negotiated between the Minister and the GTAA; and (b) changing the method of projecting and reporting of noise profiling and impact reporting through the Ldn system of noise measurement in replacement of the existing and dated NEF modeling; and (2) the report, entitled “Lester B. Pearson International Airport Noise Impact Assessment and Review” by Aercoustics Engineering Limited be presented as City evidence for any Ontario Municipal Board hearings. The Etobicoke Community Council reports, for the information of Council, having: (1) referred the new development application from the Greater Toronto Airports Authority (File No. WPS20000001) respecting an amendment to the Etobicoke/NorthYork/Metropolitan Official Plans, to the Airport Task Force, for information; and (2) received the following report (August 28, 2000) from the Director, Community Planning, West District, headed “New Development Applications for the West District (Etobicoke)”: Purpose: To keep the Community Council and City Council apprised of new development applications (rezoning/official plan amendment, site plan approval, condominium and subdivision) for the West District (Etobicoke) as they are received by this Department. -

Elm Bank (Circa 1834)
REASONS FOR DESIGNATION ATTACHMENT NO. 3 19 Jason Road: Elm Bank (circa 1834) Description The property at 19 Jason Road is worthy of designation under Part IV of the Ontario Heritage Act for its cultural heritage value or interest, and meets the criteria for municipal designation prescribed by the Province of Ontario under the categories of design, historical and contextual value. Located on the south side of Jason Road in the area southeast of Islington Avenue and Albion Road in Etobicoke, the 1½-storey house form building and the adjoining residential structure at 23 Jason Road (completed prior to 1820) are together known as “Elm Bank.” Historical records indicate that the building at 19 Jason Road was constructed circa 1834 for John Grubb. The property is listed on the City of Toronto Inventory of Heritage Properties. Statement of Cultural Heritage Value Design or Physical Value: Elm Bank (circa 1834) is a rare surviving example of a Regency Cottage in Toronto. The Regency style is named for the future King George IV, who reigned as the Prince Regent from 1811 to 1820 when he commissioned the Royal Pavilion in Brighton, England. This remarkable palace, which incorporated elements from Colonial dwellings in India and China, was interpreted in more modest residential buildings in Upper Canada (Ontario). The typical Regency Cottage featured a low profile, shallow-pitched hipped roof with tall chimneys, oversized French-style windows and verandah, all designed to extend the building physically and visually into the surrounding landscape. The Georgian organization with a symmetrical façade, central entrance and paired window openings was retained, with trim reflecting early 19th century Classical styling.
