REPORT BY THE DIRECTOR OF INFRASTRUCTURE SERVICES

Abstract: This report recommends that the Committee notes the applications detailed in Appendix 1 of the report granted by the Director of Infrastructure Services in accordance with the Scheme of Delegation detailed in Standing Orders.

1 RECOMMENDATION

1.1 The Committee is asked to note the applications, detailed in the Appendix, granted approval under delegated powers.

2 INTRODUCTION

2.1 In terms of the Scheme of Delegation to officers, the Director of Infrastructure Services is authorised to approve planning applications in accordance with the Development Plan, the Local Plans or established policies and where there are no objections, except those which raise a general issue affecting a large area, or are of major land or economic development significance.

3 APPROVALS

3.1 Attached as an Appendix is a list of 95 applications granted under delegated authority during the period 14 September 2006 to 11 October 2006.

4 FINANCIAL IMPLICATIONS

4.1 There are no financial implications.

5 HUMAN RIGHTS IMPLICATIONS

5.1 There are no Human Rights issues arising directly as a result of this report.

Unless otherwise agreed in writing by the Planning Authority, surface water shall be disposed of via the use of Sustainable Urban Drainage Systems and the development shall not be occupied unless the agreed drainage scheme has been provided in its entirety.

6 That no other development in connection with this permission shall take place and the access hereby approved shall not be brought into use unless a visibility sightline of 120 metres in a north westerly direction has been provided from a point 3 metres measured at right angles from the existing 4 Report No 1275/06

carriageway surface along the centre line of the access. Once formed the visibility sightline shall be maintained permanently thereafter free from visual obstruction.

7 Development shall not begin until a scheme to deal with contamination on the site has been submitted to and approved in writing by the planning authority. The scheme shall contain details of proposals to deal with contamination to include:

i. the nature, extent and types(s) of contamination on the site including asbestos roofing.

ii. measures to treat/remove contamination to ensure the site is fit for the use proposed.

iii. measures to deal with contamination during construction works.

iv. condition of the site on completion of decontamination measures.

Before any residential unit is occupied the measures to decontaminate the site shall be fully implemented as approved by the planning authority.

3 That no development shall commence unless details of all the materials to be used in the external finish for the proposed development have been submitted to and approved in writing by the Planning Authority. The development shall be carried out in complete accordance with the approved details.

4 That notwithstanding the details shown on the submitted drawings, the roof of the dwelling hereby approved shall be clad externally with a material that closely resembles natural slate in terms of its colour, texture and profile the details of which shall be submitted for the further written approval of the Planning Authority prior to the commencement of development. 5 That notwithstanding the details shown on the submitted site plan, the proposed realignment of the vehicular access point is not approved and the existing access shall remain unaltered.

6 That no works in connection with the permission hereby approved shall take place unless the trees marked for retention on the approved plans have been protected by suitable fencing in accordance with BS5837 1991 (Trees in Relation to Construction). No works shall commence unless details of the protective fencing have been submitted to and agreed by the Planning Authority. No materials, supplies, plant, machinery, soil heaps, changes in ground level or construction activities shall be permitted within protected areas without the written consent of the Planning Authority and no fire shall be lit in the position where the flames could extend to within 5 metres of the foliage, branches or trunks.

7 That from the date on which this planning permission is granted the existing trees on the site shall not be lopped, topped, felled, removed or disturbed in any way without the prior written consent of the Planning Authority.
