Even though O Académico is not particularly aimed at women’s readership, but at a broader audience – the “Goan youth” – it contains articles that deal with the question of women in the spheres of science, politics and literature. As one of the magazine’s objectives was to “emancipate Goan youth intellectually”, we understand that young women’s education was also within their scope, focusing on the question of women’s roles. The Goan intelligentsia that made up the editorial board of the publication revealed their desire for modernization by showing their preoccupation with forward-looking ideas and by providing a space for women to publish their texts.     If Goa is your land, which are your stories? Narrating the Village, Narrating Home* Cielo Griselda Festinoa Abstract Goa, India, is a multicultural community with a broad archive of literary narratives in Konkani, Marathi, English and Portuguese. While Konkani in its Devanagari version, and not in the Roman script, has been Goa’s official language since 1987, there are many other narratives in Marathi, the neighbor state of Maharashtra, in Portuguese, legacy of the Portuguese presence in Goa since 1510 to 1961, and English, result of the British colonization of India until 1947. This situation already reveals that there is a relationship among these languages and cultures that at times is highly conflictive at a political, cultural and historical level. In turn, they are not separate units but are profoundly interrelated in the sense that histories told in one language are complemented or contested when narrated in the other languages of Goa. One way to relate them in a meaningful dialogue is through a common metaphor that, at one level, will help us expand our knowledge of the points in common and cultural and * This paper was carried out as part of literary differences among them all.     1 2 Directorate of Fisheries, Government of Goa Chief Editor’s Note Fish and Fisheries Sector has an important place in Goa and has impact on the livelihood of many Goans. To conserve and preserve the nutritious food from the sea, it is a high time to re-administer our activities by thinking out of the box, for conservation and preservation of our natural resources. The Government with this Department has taken a step forward for a co-operative movement by involving the local fishermen in boosting the fish production scientifically, thereby giving technical hand support from the Government mechanism. The Government is planning to boost the State’s economy for which new projects such as Reservoir Cage Culture Farming, Shell Fish Culture, Aquamarine Amusement Park, has been initialised at preliminary stage. This year’s issue focuses on the all round development of the Fisheries Sector and providing a strict surveillance on the illegal activities in action. I express my sincere gratitude to the Hon’ble Minister of Fisheries, Shri. Sarita Fernandes1 Abstract A coast is a dynamic zone— accessible for a limited duration and dependent on the interplay of tides. Coastal zones are sensitive ecological habitats rich in resources and marine biodiversity. It has been a pivotal zone of cultural exchange, many of them resulting in the inception of coastal societies and cities. The building capacity and immense capability of a coast for strategy in protecting a sovereign state, a colonial power or a kingdom in the past has been a subject of historical and colonial maritime literature. Two and a half billion people (40% of the global population) live within a hundred kilometres of the coastline (United Nations 2017).. The linguistic diversity, traditional fishing methods like pole and line, spear fishing and shore seine alongside colonial history presents a magnum diversity of coastal societies in the urban and rural spectrum in India. The coastal zones of the intertidal and subtidal are nursery grounds for most of the predatory species of marine wildlife that are apex in the marine food web like sea turtles, sharks and dolphins whose reducing numbers have a direct impact on the health and functioning of the coast and ocean. Traditional or indigenous coastal societies have interplay between activities in the traditional law of the coastal commons and dynamic shifting land use with the sea.

Introduction : In accordance with the Government of Goa, the Directorate of Official Language was established in 2004 as an independent Department of Government of Goa and entrusted with the nodal responsibility for all matters relating to the progressive use of Konkani as the Official Language of the State of Goa. As per the Government the Directorate adopted Konkani as the Official Language of the then Union Territory of Goa, Daman and Diu and accordingly the Goa, Daman and Diu Official Language Act 1987 (Act 5 of 1987) was enacted in pursuance of Section 34 of the Government of Union Territories Act, 1963 (Central Act 20 of 1963), Official Language Act 1987 which provides Konkani shall be the Official Language whereas, Marathi shall be used for all or any of the Official purposes. The Act envisaged the continuance of the English language of for official purposes in addition to Konkani & Marathi languages. - 2 - 2. Functions of the Directorate of Official Language : Its main functions include, inter-alia, the following : i. Enhancing the efficacy of Official language the Department releases recurring grants in aid to Goa Konkani Akademi. The Goa Konkani Akademi was established by the Government of Goa in the year 1984. ii. Recurring Grants in aid to Gomantak Marathi Academy for promoting Marathi language. Introduction It was Jurgen Habermas, in his Structural Transformation of the Public Sphere [1991(1989)], who drew our attention to the relationship between the media and the public sphere. Habermas argued that the public sphere originated from the rational- critical discourse among the reading public of newspapers in the eighteenth century. He further claimed that the expansion of powerful mass media in the nineteenth cen- tury transformed citizens into passive consumers of manipulated public opinions and this situation continues today [Calhoun 1993; Hanada 1996]. Habermas's description of historical changes in the public sphere summarized above is based on his analysis of Europe and seems to come from an assumption that the mass media developed linearly into the present form. However, when this propo- sition is applied to a multicultural and multilingual society like India, diverse forms of media and their distribution among people should be taken into consideration. In other words, the media assumed their own course of historical evolution not only at the national level, but also at the local level. This perspective of focusing on the "lo- cal" should be introduced to the analysis of the public sphere (or rather "public spheres") in India. Government has adopted Konkani Language “in Devnagari Script” as Official Language of the State and whereas there is a provision for Marathi Language in the Act, which shall also be used for all or any of the official purposes. Directorate of Official Language is expanding its ambit of functioning by way of introducing various Schemes, Trainings for the development of official language and other vernacular languages, preparation of Terminologies in Konkani, Research activities, etc. 2. Objectives The main objectives of the Directorate is as below: a) Implementation of Official Language Act 1987 and notifications issued under this Act. b) Implementation of the Language policy of State Government c) To initiate the measures for maximum use of Official Language in Administration as well as other fields of knowledge. d) To impart training by introducing schemes or by way of workshop, seminars, etc. e) To impart training in Devnagari for computer typing, so that employees will be familiar with replies in Konkani, Marathi & Hindi.
