INTRODUCTION All seed potatoes classified by SASA comply with the requirements of The Seed Potatoes (Scotland) Regulations 2000 and the The Seed Potatoes (Scotland) Amendment Regulations 2005, The Plant Health Order (Scotland) 2005, and all relevant European Directives in relation to the production and marketing of Pre-basic and basic seed potatoes. Pre-basic seed crops are eligible for inspection if they are planted with potatoes that were classified or had an inspection report issued the previous year as Pre-basic 1, 2 or 3 or Pre-basic TC (Mini Tubers) that were obtained from propagation units that have been approved by SASA. All initial planting material in these units must have been derived from nuclear stock (pathogen tested microplants) produced by SASA. Pre-basic crops must be grown on land on which potatoes have not been grown in the preceding 7 years and is free from wart disease and potato cyst nematode. Pre-basic crops are classified provided they meet the strict standards for purity and health at two growing crop inspections and meet the tolerances for tuber inspection for disease, pests, damage and defects. Basic seed crops are eligible for inspection if they are planted with potatoes that were classified or had an inspection report issued the previous year at a Basic class equivalent to EC 2, or the appropriate class of the Pre-basic category as permitted by the above Regulations. Basic seed crops must be grown on land on which potatoes have not been grown in the preceding 5 years and is free from wart disease and potato cyst nematode. Basic seed crops are classified provided they meet the required standards for purity and health at two growing crop inspections and meet the tolerances for tuber inspection for disease, pests, damage and defects. All Basic Category crops in the Register meet the requirements for EC Community Grades EC 2 or EC 3. Only seed potatoes that have been classified and are in sealed containers to which an official label/EC Plant Passport is attached may be marketed. The label will contain details of the potatoes and will confirm if they are Pre-basic or Basic and, if appropriate, the class and EC grade. The person who markets the seed potatoes must provide a sale or delivery note that contains specified details, similar to those on the label, within fourteen days of the sale or delivery. Those who market seed potatoes are responsible for ensuring that the potatoes comply with the Regulations. In the Register, crops are listed by classes. Each part is sub-divided by variety and geographic location; within each subdivision the producer`s name and crop number are shown, together with the area classified in hectares. Part I - Pre-basic. Crops at growing crop inspection that were found to have no deviation from variety and type and to contain nil % of groundkeepers, Severe Mosaic, Mild Mosaic, Leafroll and Blackleg. Crops are identified by a numerical suffix (Pre-basic 1, 2, 3 or 4) denoting the number of years that they have been grown at Pre-basic. Part II - Super Elite. Crops at growing crop inspection that were found to contain not more than 0.05% in total of rogues or undesirable variations (including wildings, bolters and semi-bolters); nil % Severe Mosaic and not more than 0.01% Leafroll, 0.05% Mild Mosaic or 0.25% Blackleg. All SE crops are identified by a numerical suffix (SE 1, SE 2, SE 3) denoting the number of years that they have been grown at SE level. Part III - Elite. Crops at growing crop inspection that were found to contain not more than 0.05% in total of rogues or undesirable variations (including wildings, bolters); and not more than 0.5% Leafroll, Severe Mosaic and Mild Mosaic of which not more than 0.1% (total) was Leafroll and Severe Mosaic; or 0.5% Blackleg. All E crops are identified by a numerical suffix (E 1, E 2, E 3) denoting the number of years that they have been grown at E level. Part IV - A. Crops at growing crop inspection that were found to contain not more than 0.1% in total of rogues or undesirable variations (including wildings, bolters); and not more than 0.8% Leafroll, Severe Mosaic and Mild Mosaic, of which not more than 0.4% (total) was Leafroll and Severe Mosaic, or 1.0% Blackleg. Part V - Organic. Crops of the classes Pre-basic, Super Elite, Elite and A that upon entry into the Classification Scheme were identified by the applicant as being produced to meet the requirements of a recognised organic authority. Part VI - A list of the names and addresses of the producers whose crops are included in the Register. SASA cannot accept responsibility for the accuracy of the information provided. A/EC 3 is not a class of entry in the Scottish Classification Scheme. Seed crops will not be considered for inspection if there are crops on the farm which are being grown from an A or EC 3 source. Trueness-to-type - For tuber coloured variants of established varieties (e.g. Red King Edward) growing crop inspection refers only to foliage type. The responsibility for dressing out any tubers from the produce of the crop which do not conform to the colour of the variant rests with the seller. The Regulations state that for Basic category potatoes the percentage must not exceed 0.1% of the sample taken by an inspector prior to marketing; for Pre-basic category potatoes the amount must not exceed 0.01% The Register does not include all seed potato crops inspected by SASA in 2012.
