I'm not sure who reads the foreword to an annual report
- the interesting bits come later. I shall, therefore, merely
muse on the advantages of being a chair!
Four legs is definitely a "must have" to meet the
travelling demands of a national post-holder whose
country-wide constituency is 'separated' by its
meandering, traffic-laden roads. Four legs which are
privileged to attend numerous internal committees,
representational events, the touring Assembly
Partnership Council and to witness the invaluable
work of local, regional and national groups
delivering support for those less fortunate in the
name of Wales' civil society.
This - chair has reliable arms to rest on personified by
my colleague trustees and staff at WCVA. Arms
whose wise counsel buffers me, hopefully, from ill- judged comment, or wobbly leadership.
A chair with a straight back and firm seat necessary for alertness, and accountability in a large, dynamic organisation. A working chair, not ornamental,
perhaps a little bardic, which is placed, thanks to the
Assembly's Voluntary Sector Scheme and the
revaluation of the sector's many assets and contribution, at the kitchen table of New Wales.
Finally, lest I get carried away, sedan-like, there's comfort for all in that the chair of WCVA is not plastic but democratically constructed by the carpenters of sustainable development out of durable Coed Cymru board which, if dry rot sets in, is easily replaceable!

In last year's annual report we celebrated the launch of the ground breaking Voluntary Sector Scheme and its associated structures for partnership working.
We look forward to building upon this progress -
given in more detail on pages 4-11 - and to
enhancing the economic as well as the social role of
the sector in the future.
Looking across the border, we contributed to two

sector, and look forward to taking forward their

WCVA's published training programme was further expanded this year: 30 courses ran, with 360 participants, providing essential skills for working in the sector.
Seminars on quality matters- specifically the adoption of a suitable quality assurance system - attracted significant numbers of participants, as did a
conference on ICT issues. The latter included speakers from the Assembly and ELWa and presentations on
Cymru ar-lein - which aims to increase access to IT and encourage the development of basic IT skills in
Wales.

Dangosodd gyntaf ei threfnu gan ELWa, i gychwyn y broses o arolwg o gynghorau gwirfoddol sirol fod hyd at 60 o ddatblygu compact gyda'r sector gwirfoddol; ac bartneriaethau a chyd-weithgorau yn gysylltiedig a'r roedd sector yr ail yn ddigwyddiad i lansio llawlyfr newydd gwirfoddol o fewn ardal un awdurdod lleol. Mae'r cyfranogiad y sector mewn partneriaethau prosiect Cynlluniau lleol. Cymunedol, sydd hefyd yn cael ei Kumi Naidoo, Prif Weithredwr CIVICUS a Jean Ellis o Rwydwaith Cymunedol yng nghynhadledd flynyddol 2001 CGCC. Mae CCGC wedi bod yn gweithio law yn Haw gyda CIVICUS a mudiadau eraill ym maes cymdeithas sifil i lunio Mynegai Cymdeithas Sifil Cymru. Mae CGGC hefyd wedi sicrhau nawdd gan y Cynulliad i sefydlu Cymrodoriaeth CIVICUS, i alluogi darpar arweinydd o'r sector yng Nghymru i weithio am ddwy flynedd ar ran CIVICUS yn Ne Affrica. Cadw mewn cysylltiad a'r sector Mae pob rhifyn o Rhwydwaith Cymru ac e-friff aelodau CGGC wedi cynnwys manylion am faterion polisi ac ymgynghoriadau cyfredol. Yn ogystal a hyn, rydym yn darparu bwletinau electronig wythnosol sy'n cynnwys manylion am fusnes a gweithgareddau'r Cynulliad, yn ogystal a bwletinau arbenigol ar ofal iechyd a chymdeithasol, adfywio cymunedol a dysgu gydol oes. Cyflwynwyd dros 30 o ymatebion a chynigion i'r Cynulliad Cenedlaethol, llywodraeth y DU a chyrff eraill, ar bob math o bynciau, gan gynnwys adolygiad Swyddfa'r Cabinet o'r fframwaith rheoleiddio ar gyfer elusennau a mudiadau gwirfoddol (PIU), cylch cynllunio cyllideb y Cynulliad Cenedlaethol a chynllun strategol y Gronfa Gymunedol. Cyhoeddwyd 21 o bapurau cefndir ar faterion polisi Ymgyrchwyd dros fuddiannau'r sector trwy sydd o ddiddordeb i'r sector gwirfoddol, sy'n amrywiaeth o fecanweithiau cyd-gynllunio a amrywio o strategaethau cymunedol a chynllun gweithgorau - cyfanswm o 27 ohonynt - gan corfforaethol ELWa i'r credyd treth buddsoddiadau gynnwys y grwp targedau enillion iechyd, gweithgor cymunedol a'r cynllun adfer cefn gwlad. strategaethau cymunedol y Cynulliad Cenedlaethol, a grwpiau gorchwyl a gorffen Cynllun yr NHS. Llwyddodd seminarau ar faterion ansawdd - gan ganolbwyntio'n benodol arfabwysiadu system sicrwydd ansawdd addas - i ddenu nifer sylweddol o gyfranogwyr, fel y gwnaeth y gynhadledd ar faterion TGCh. Roedd yr olaf yn cynnwys siaradwyr o'r Cynulliad ac ELWa a chyflwyniadau ar Cymru ar-lein - sy'n ymdrech i wella mynediad atTG ac annog datblygiad sgiliau TG sylfaenol yng Nghymru. Daeth Cyfronogaeth Cymru, cynllun partneriaeth, i fodolaeth yn ystod ail hanner y flwyddyn, ac mae bellach yn trefnu amrywiaeth eang o gyrsiau hyfforddi, cefnogaeth a gwybodaeth ar gyfranogaeth gymunedol a chyhoeddus. Bu Ymddiriedolaeth Cyfryngau Cymru, cynllun ar Fel rhan o Corff Hyfforddi Cenedloethol y cyd rhwng yr Ymddiriedolaeth Cyfryngau a CGGC, y Sector Cwirfoddol yn cynnal dros 20 o ddigwyddiadau, gan helpu dros (VSNTO), mae CGGC wedi cyfrannu 200 o fudiadau i gwrdd a'u hanghenion cyfathrebu. at ddatblygu safonau galwedigaethol Roedd i staff y cyrsiau'n amrywio o gynhyrchu cylchlythyrau sy'n gweithio ym meysydd codi i hyfforddiant mewn sgiliau cyfweld ar gyfer y teledu. arian, rheoli gwirfoddolwyr ac ar Sefydlwyd cysylltiadau gwaith da gyda'r BBC, HTV, gyfer ymddiriedolwyr. Nid yw'r Western Mail and Echo a llawer VSNTO mwy. yn bodoli ers Mawrth 2002, ac mae CGGC, ynghyd a'n chwaer gynghorau, yn gweithio i sicrhau fod addysg ac anghenion hyfforddi'r sector gwirfoddol yn cael ystyriaeth lawn fel rhan o'r agenda addysg ol 16 a hyfforddiant sy'n dod i'r amlwg yng , . Hyfforddiant CCGC Cwirfoddoli Mae'r safle ar Roedd dros 400 o wirfoddolwyr yn bresennol mewn y we www.gwirfoddoli-cymru.net dau wedi ddigwyddiad yn y De a'r Gogledd i nodi mynd o nerth i nerth ers ei lansio y llynedd. Yn diwedd Blwyddyn Ryngwladol y Cwirfoddolwyr ystod y flwyddyn lawn gyntaf cofnodwyd 38,000 o (IYV) 2001. Bu'r prif siaradwyr yn y seremoniau yng ymweliadau a'r safle, gyda dros 1,400 o geisiadau Nghaerdydd a Llangollen yn rhoi gwedd leol, gan bobl am ragor o wybodaeth am y cyfleon genedlaethol a rhyngwlado! ary Flwyddyn. Roedd y gwirfoddoli sydd ar gael yng Nghymru. Cafodd y seremoniau'n cynnwys cyflwyno gwobrau i ddeg o Llawlyfr gwirfoddoli diogel ei gyhoeddi i annog arferion da mewn enillwyr Gwobr IYV. gwirfoddoli, ac mae'n rhoi arweiniad ymarferol i fudiadau ar sut i ddefnyddio Daeth dros 50 o reolwyr gwirfoddolwyr o bob rhan gwirfoddolwyr yn ddiogel yn eu gwaith. o Gymru at ei gilydd ym Mhlas Gregynog i fwynhau Mae cwrs preswyl deuddydd a oedd yn llawn hwyl a Cwirfoddolwyr y Mileniwm hefyd wedi mynd o nerth i nerth eleni gwybodaeth, ac a oedd hefyd yn gyfle i drafod gyda 2799 o bobl ifanc rhwng 16 a 24 pynciau pwysig sy'n berthnasol i faes gwirfoddoli. yn cymryd rhan mewn pob math o "Dyma ffordd wych i gwrdd a phobl sy'n gweithio yn weithgareddau gwirfoddol o fewn eu cymunedau. yr un maes a mi," medd un cynrychiolydd. Llwyddodd 529 o Wirfoddolwyr y Mileniwm i sicrhau eu Gwobr Rhagoriaeth a lofnodwyd gan Brif Weinidog y Cynulliad, y Gwir Anrhydeddus Rhodri Morgan AC. Y 500fed Gwirfoddolwr y Mileniwm i dderbyn ei Gwobr oedd Ann Marie Roberts, a derbyniodd ei thystysgrif gan Becky Wicks a Dave Lee mewn seremoni yn y Guildhall yn Wrecsam. Mae Ann Marie yn gwirfoddoli fel Rheolwr Rhaglenni gyda Radio Ysbyty Maeloryn ogystal a gweithio mewn swydd llawn amser. Rheolwyr gwirfoddolwyr wrthi'n adeiladu tim Kathryn Llewellyn, gwirfoddolwraig gyntaf cynllun VIP Gwirfoddolwyr y Mileniwm. Gwneud y CYSWLLT-iad Mae Cyswllt Calwadau a Chyswllt To/yn Mae'n darparu gwasanaethau cyflogres wythnosol, brosiectau 'Marchnad Lafur Ganolraddol'. Maentyn pythefnosol, pedair wythnosol a misol safonol, tra bod modd trefnu darparu hyfforddiant a phrofiad gwaith mewn pecynnau wedi eu cynllunio'n bwrpasol i ardaloedd o ddiweithdra uchel, acyn cynnig gwrdd ag anghenion mudiadau. Mae clientau'r gwasanaethau "swyddfa gefn" i fudiadau gwirfoddol a gwasanaeth yn cynnwys: Ailgylchu Dodrefn Conwy, busnesau eraiil bach a chanolig eu maint. Maentyn Gwasanaethau Cwirfoddol Sir Ddinbych, Menter derbyn nawdd Ewropeaidd a chefnogaeth gan niter o Cymoedd Llechi, Canolfan Co-op Cymru, CCGC. asiantaethau ac maentyn cael eu rhedeg mewn Prosiect partneriaeth a phob math o fudiadau a chwmni'au gan pellach o dan Y Farchnad Lafur Hanner Ffordd gynnwys BT a CMG. yw Cyswllt Adwerthu sy'n rhoi cyfle i bobl o bob oed a chefndir ennill profiad gwaith a chymwysterau Mae canolfan galwadau cymunedol Cyswllt galwedigaethol o fewn y sector adwerthu. Mae'r Galwodau yn darparu gwasanaeth derbyn galwadau, prosiect yn cael ei redeg mewn partneriaeth gyda'r sector gwasanaeth cwsmeriaid a marchnata i'r sector gwirfoddol a lleolir hyfforddeion mewn amryw o wahanol unedau adwerthu gwirfoddol yng Nghymru a'r DU. Mae'n cynnig gwirfoddol. Yn ystod y lleoliad mae'r gwasanaeth cwbl ddwyieithog am bris cystadleuol, ac hyfforddeion yn cyflawni rol hanfodol yn mae'n defnyddio'r cyfleusterau diweddaraf, gan yr uned adwerthu, ac erbyn diwedd y cyfnod lleoliad o chwe gynnwys system galwadau diweddaraf Meridian a mis, byddantyn gallu rhedeg yr uned yn gweinydd Symposium. effeithiol, o leiaf dros dro. Mae dros 120 o y cynllun Teilwrio Llwybrau JC+ peilot a ddisodlodd Opsiwn Sector Gwirfoddol y Fargen hyfforddeion wedi cwblhau eu hyfforddiant ac mae dros eu hanner wedi dod o yn a y am hyd i waith yn y diwydiant Newydd Wrecsam Sir Fflint. Tim Stowe Y cynlluniau grant Yn Gyfarwyddwr RSPB Cymru iL Gwasanaethau Gwirfoddol Lleol ac yn un o ymddiriedolwyr Roedd dros £2m ar gael i gefnogi rhwydwaith o CGGC, mae Tim Stowe yn gynghorau gwirfoddol sirol y wlad trwy'r cynllun gadwraethwr o argyhoeddiad Gwasanaethau Gwirfoddol Lleol. Dyfarnwyd sydd wedi bod yn gysylltiedig cyfanswm o £2,050,000 i CGS i helpu grwpiau a a'r sector amgylcheddol gwirfoddol a chymunedol lleol ym mhob siryng gwirfoddol ers dros 25 Nghymru. mlynedd. Canolfannau Gwirfoddol Xtra Yn fiolegydd wrth ei Dyfarnwyd cyfanswm o £749,072 mewn grantiau i 23 alwedigaeth, mae ei swyddi o swyddfeydd gwirfoddol ledled Cymru yn ystod ail niferus wedi cynnwys arwain flwyddyn y rhaglen tair blynedd hon. Mae'r arian yn cael ei ddefnyddio i helpu sefydlu canolfannau ftimdullyr RSPB a oedd yn arloesi gweithredu newydd o gwirfoddoli newydd - gyda'r nod o ddenu pobl i weithio gyda chymunedau gwledig yn Ucheldir ac gymryd rhan mewn gwaith gwirfoddol a Ynysoedd yr Alban a hyfforddi staff lleol mewn chymunedol - a darparu gwasanaethau ymestyn ar technegau cadwraeth mewn ardaloedd o Nigeria a gyfer pobl ifanc a phobl o leiafrifoedd ethnig. oedd yn dioddef sychder. Ers ei benodi i'w swydd gydag RSPB Cymru ym 1997, mae Tim wedi cynllunio rhaglenni uchelgeisiol i atal y dirywiad yn niferoedd adar tir amaethyddol megis y rugiar ddu. Mae Tim wedi cyfrannu at sawl pwyllgor Amcan 1 yng Nghymru, ac mae'n aelod o sawl un o weithgorau'r Cynulliad - gan gynnwys Grwp Dyfodol Ffermio - ac mae'n gadeirydd panel grantiau Enfys Y Cynllun Grantiau Bach CGGC Gwnaethpwyd 12 dyfarniad gwerth £1,442 i elusennau yn dilyn diwedd y cynllun hwn i ddosbarthu'r arian a oedd yn weddill ar ol dirwyn Cronfa Weddillion Ymddiriedolaeth Telethon HTV Cymru/Wales i ben. Torri'r rhuban yn Neuadd Goffa Llanfallteg, Sir Gaerfyrddin. I Agor Drysau Enfys - meysydd glas a Mae'rcynllun blwyddyn hwn wedi helpu i hyrwyddo chymunedau cynaliadwy yng gweithgareddau dwyieithog ym mhob rhan o Gymru Nghymru ac i wneud digwyddiadau cymdeithasol yn fwy Yn ystod chwe mis cyntaf y pleserus i bobl sy'n drwm eu clyw trwy roi arian tuag cynllun gwelwyd rhai o at offer cyfieithu symudol a dolenni sain. Fe'i noddir gymunedau mwyaf difreintiedig gan y Camelot Foundation, a dyrannodd y cynllun Cymru'n cael eu hysbrydoli gan £39,933 i 23 o brosiectau yn ystod 2001/02. y cynllun hwn sydd a'r nod o greu rhagor o feysydd glas. Jigso Mae'r cynllun hwn, sydd wedi ei leoli yn y Gogledd, Mae ac cynllun Enfys, sy'n werth sy'n cael ei ariannu gan Camelot, yn cefnogi staff £15m, wedi gweithredu fel proffesiynol ac eraill sy'n ymgyrchu dros sicrhau sbardun trwy arwain at sefydlu gwell cyfranogiad cyhoeddus mewn darparu prosiectau sy'n amrywio o greu gwasanaethau cyhoeddus mewn ardaloedd gwledig meysydd chwarae i blant, rhandiroedd organig a trwy gyfrwng hyfforddiant, grantiau, gwybodaeth a pharciau a gerddi cymunedol, i Iwybrau gwyrdd, chyhoeddiadau. Cyfrannwyd cyfanswm o £51,357 i trafnidiaeth gymunedol a chynlluniau ynni effeithlon. 56 o gynlluniau. Mewn nifer o Cynlluniau Grant lechyd Meddwl achosion, y cymunedau hynny sydd wedi dioddef Lleol y dirywiad strwythurol a chymdeithasol gwaethaf yw'r rhai sy'n dangos yr ewyllys gryfaf i Derbyniodd 47 o brosiectau sy'n cynnig adfywio'u cymunedau a'rymrwymiad mwyaf brwd i gwasanaethau iechyd meddwl £1.6m fel rhan o'r wella'u hamgylchiadau. cynllun hwn, sy'n helpu pobl gyda phroblemau iechyd meddwl a'u teuluoedd a'u gofalwyr i fyw Un enghraifftyw Partneriaeth Penrhys, sydd wedi ei bywydau mor annibynnol a llawn a phosibl. lleoli yn y stad tai o'r 1960au ym mhen draw Cwm Rhondda. Mae gan y grwp gynlluniau radical i Mae'r mudiadau a dderbyniodd grant yn cynnig drawsnewid eu hamgylchedd adeiledig a gwasanaethau sy'n cynnwys cefnogaeth tai a chyngor a - chymdeithasol dyfarnwyd £4,940 iddynt i lunio i sicrhau llety neu i helpu pobl i aros yn eu cartrefi - cynllun gweithredu i ailddiffinio'r meysydd trafnidiaeth i glas ysbytai ac i siopa, a chymorth gyda cymunedol. phob math o dasgau ymarferol megis llenwi ffurflenni acysgrifennu llythyrau. Cyfrannodd y Mae Enfys yn cael ei reoli gan CGGC mewn cynllun hefyd £125,000 mewn grantiau bach i 23 o partneriaeth ag Asiantaeth yr Amgylchedd Cymru, grwpiau. Ymddiriedolaeth y Tywysog yng Nghymru ac Amgylchedd Chi a'ch Cymuned* Cymru. Mae wedi derbyn £7.5m o nawdd Mae'r cyfatebol oddi wrth y Gronfa Cyfleoedd cynllun gwobrau mileniwm newydd hwn yn Newydd ac mae'r gweddill yn cael ei godi o gynnig grantiau bychain ac yn cefnogi pobl i gyflawni amrywiol ffynonellau, gan gynnwys Ewrop. prosiectau sy'n gwella eu cymunedau. Dolenni Cynnal - Canolfannau Bro i'r Cymuned Daeth y cynllun hwn i ben ar ol galluogi nifer o Milflwydd grwpiau a mudiadau bach - gan gynnwys grwpiau Cyrhaeddodd nifer y seremomau agor eu penllanw newydd heb gyfansoddiad na threfniadaeth ffurfiol - eleni, gyda dim ond llond dwrn o'r neuaddau pentref ddod at ei gilydd ac i ddysgu trwy waith a a chymunedol newydd neu sydd wedi eu phrofiadau ei gilydd. Roedd yn cael ei reoli gan hadnewyddu heb eu cwblhau. Cafodd £1.3m o'r CGGC ar ran Sefydliad Baring, a dyfarnodd £10,187 i £10m sydd ar gael ei ryddhau gan y cynllun a 36 o brosiectau. ariennir gan Gomisiwn y Mileniwm i wella cyfleusterauccymunedol ym mhob rhan o Gymru. Mae'r rhaglen wedi galluogi'r neuaddau i gynnig mark WESTWOl amrywiaeth o weithgareddau cymdeithasol, hamdden ac addysgol, sy'n cynnwys popeth o gyfleusterau TGCh i chwaraeon a hamdden a swyddfeydd post a meddygfeydd i ddosbarthiadau TGAU. Cefnogaeth Gymunedol y Gelli Gandryll a'r Cyffiniau Gwirfoddoli yng Nghymru Neuadd Mileniwm Llandogo Mae gwirfoddoli yng Nghymru wedi derbyn £614,863 yn ystod y flwyddyn, diolch i'r cynllun hwn Canolfannau Bro a sefydlwyd gydag arian y Cynulliad. Dosbarthwyd Mae'r cynllun hwn, sy'n parhau a gwaith da Cynnal, yr arian i 88 o brosiectau sy'n recriwtio ac sy'n cael ei ariannu gan Gynulliad Cenedlaethol gwirfoddolwyr, yn helpu i ddatblygu arferion da Cymru, wedi dyfarnu £24,822 i 17 o brosiectau yn mewn gwirfoddoli acyn annog gweithgareddau ystod ei bedwar mis cyntaf. Mae'r rhaglen yn cynnig mewn ardaloedd lie nad oedd gwirfoddoli wedi grantiau cyfalaf ar gyfer man waith atgyweirio a datblygu cystal ag y gallai. gwelliannau i adeiladau er mwyn gwella safon y cyfleusterau mewn neuaddau pentref a chymunedol ledled Cymru. Gwirfoddolwyr y Mileniwm Mae'r rhaglen hon wedi cyrraedd diwedd tair blynedd Iwyddiannus o hyrwyddo a chydnabod gwaith cymunedol gwirfoddol dros gyfnod gan bobl ifanc rhwng 16 a 24 oed. Ei nod yw meithrin gwell dealltwriaeth a chyfeillgarwch ymysg pobl ifanc Cymru drwy gefnogi prosiectau sy'n dwyn ynghyd bobl ifanc 11-25 mlwydd Balchder Bro oed drwy gyfrwng cynlluniau Mae'r cynllun treftadaeth gymunedol hwn yn gynllun a cyfnewid diwylliannol neu gynhelir ary cyd gyda Chyngor Cefn Gwlad Cymru ac chwaraeon. fe'i hariannir gan Gronfa Treftadaeth y Loteri a Chymdeithas Adeiladu Nationwide. Y cynllun peilot a Cronfa gynhelir ar hyn o bryd ac mae eisoes wedi rhoi gwerth Ymddiriedolaeth £100,000 o grantiau i naw o gymunedau mewn tair Rhoi ardal Cymunedau beilotyng Ngogledd, De a Gorllewin Cymru. yn Gyntaf* Arwain - Mae Rhoi Cymunedau yn Cynllun Gwobrau'r Gyntaf yn rhaglen adfywio a Mileniwm Yn gynhelir gan Lywodraeth Cynulliad ystod blwyddyn olaf y cynllun tair blynedd hwn, a noddir Cymru ac a fwriedir ar gyfer gan Gomisiwn y Mileniwm a Chynulliad Cenedlaethol cymunedau mwyaf difreintiedig Cymru.
