After describing in brief the various studies that have led to the identification, prioritisation and selection of the project corridors, this chapter presents the various improvement options proposed. The setting in terms of the preparation of EA for the project and the EA process adopted has been discussed. The last section presents the outline of the various chapters of this report. 1.1 MIZORAM STATE ROADS PROJECT 2 The Government of India has requested World Bank financing for the improvement and rehabilitation of State Highways and Major District Roads in the State of Mizoram that enhance connectivity to Bangladesh and Myanmar. The proposed roads project includes a 336 km north-south alignment starting at the NH44A junction between Aizawl and Tripura State passing through Thenhlum, Phairuangkai,Chawngte, and connecting to the Multi-modal Kaladan Road at the southern end. Other road links in the project include the 112 km east-west Lunglei-Lungsen-Tlabung-Kawrpuichhuah road which links to nearby Chittagong Port (through Rangamati) in Bangladesh and the east-west 28km Champhai-Zowthowkar road and 42 km Chumkhum- chongte road .

The MLA visited bordering villages like Mimbung, Teikhang, Hrianghmun, Khawkawn, Ngopa and NE Khawdungsei and inspected the Check Gates. Pu L.Thangmawia along with District Officials visited Check Posts and Village Level Task Forces on Covid-19, interacted and instructed them to watch close vigil, forbidding all movement across the borders through Manipur and Myanmar. Pu L. Thangmawia, representing 21-Lengteng A/C handed over monetary assistance and rice to Soldiers while Saitual DC Pu VL Hruaizela Khiangte handed over monetary assistance and tarpaulins to Village Level Task Forces. Presently there are 4 Check Gates operating under the jurisdiction of Ngopa Civil SDO at Khawkawn, Mimbung, Hrianghmun and Teikhang, all manned by Soldiers and Village Level Task Forces. The area comprises of the following villages Mimbung, Teikhang, Hrianghmun and Kawlbem under Ngopa RD Block of Saitual District which falls under 21 Lengteng Assembly Constituency and Selam, Vaikhawtlang under Champhai RD Block of Champhai District under 23 - Champhai North Assembly Constituency respectively. The area is backward. There is utmost need to stress upon development schemes and programmes within this particular area so as to keep the area abreast of the progress of state in general. In order to address the needs of development and usher in a new era of progress and prosperity in the area, the Government of Mizoram decided to create a new developmental machinery which is the first of its kind in the region- "Sialkal Range Development Council. 1.
