Eling Purwantoyo, M.Si iv PROSIDING SEMINAR NASIONAL BIOLOGI “Peran Biologi dan Pendidikan Biologi dalam Pengembangan Karakter Konservasi” Tanggal 30 Oktober 2012 KATA PENGANTAR Puji syukur kami panjatkan kepada Tuhan Yang Maha Esa atas limpahan rahmat dan hidayah- Nya sehingga Prosiding Seminar Nasional Biologi yang diselenggarakan oleh Jurusan Biologi Fakultas MIPA Universitas Negeri Semarang tahun 2012 ini dapat selesai disusun sesuai dengan tenggang waktu yang telah ditentukan oleh panitia. Seluruh makalah yang ada dalam prosiding ini merupakan kumpulan makalah yang telah lolos proses seleksi yang dilakukan tim reviewer dan telah dipresentasikan pada tanggal 30 Oktober 2012 di Universitas Negeri Semarang. Seminar ini mengambil tema “Peran Biologi dan Pendidikan Biologi dalam Pengembangan Karakter Konservasi”, diselenggarakan sebagai wujud keprihatinan kita terhadap melemahnya kepedulian terhadap konservasi sumberdaya di Indonesia. Seminar Nasional Biologi 2012 diselenggarakan dengan tujuan membentuk masyarakat biologi yang intelek, tangguh, dan kompetitif, dengan diimbangi oleh kecerdasan emosional, sosial, dan spiritul. Kegiatan konservasi harus dilandasi oleh niat baik untuk melindungi, memelihara, merawat, dan mengembangkan lingkungan fisik, sosial serta nilai-nilai budaya demi terwujudnya kehidupan harmonis antara lingkungan hidup dan manusia. Kegiatan tersebut dijiwai oleh iman dan takwa kepada Tuhan yang Maha Esa berdasarkan Pancasila. Seminar Nasional ini diharapkan dapat memfasilitasi terjadinya pertukaran informasi, pengetahuan, dan pengalaman pada pembelajaran sains yang terkait dengan konservasi dan isu lingkungan saat ini dan di masa yang akan datang. Semoga prosiding ini dapat ikut berperan dalam penyebaran hasil kajian dan penelitian di bidang Biologi dan Pendidikan Biologi sehingga dapat diakses oleh khalayak yang lebih luas, serta bermanfaat bagi pembangunan bangsa. Alhamdulilah, puji syukur kami panjatkan ke hadirat Allah SWT, karena hanya atas rahmat dan ridlo- Nya maka Seminar Nasional Biologi 2012 dapat dilaksanakan. Krisis lingkungan yang terjadi saat ini baik dalam skala global maupun nasional sudah sampai pada tahap yang cukup serius dan mengancam keselamatan bumi. Krisis ini diperparah oleh krisis karakter yang membuat kualitas alam semakin merosot. Merupakan tantangan bagi ahli biologi dan pendidikan Biologi untuk menciptakan dan mengembangkan kreativitas ataupun inovasi melalui penelitian dan pendidikan untuk mengatasi berbagai permasalahan yang muncul. Kreativitas dan inovasi tersebut seyogyanya sejalan dengan prinsip konservasi yaitu perlindungan, pengawetan, dan pemanfaatan secara lestari. Kemajuan ilmu pengetahuan dan teknologi yang dikembangkan harus tetap menjaga keberadaan sumberdaya alam dan budaya secara lestari, agar generasi yang akan datang tetap akan dapat menikmati. Konsep yang terpenting adalah bahwa generasi sekarang maupun generasi yang akan datang tetap dalam keadaan terpenuhi kebutuhan hidupnya. Seminar kali ini menyajikan sebanyak 38 makalah dan 21 poster, diikuti kalangan dosen, guru, peneliti, praktisi, dan pemerhati bidang ilmu Biologi yang berasal dari berbagai provinsi di Indonesia antara lain Propinsi Banten, DKI Jakarta, DI Yogyakarta, Jawa Barat, Jawa Tengah, dan Jawa Timur. Atas nama panitia, kami mengucapkan terima kasih dan penghargaan kepada Dr. Arnold Sitompul sebagai pemakalah utama; para penyaji makalah pendamping, penyaji poster, peserta seminar, Rektor UNNES, Dekan FMIPA, dan Ketua Jurusan Biologi UNNES Semarang, para penyandang dana dan semua pihak yang telah mendukung pelaksanaan kegiatan ini. Pertama-tama kami panjatkan puji syukur ke hadirat Allah SWT yang telah melimpahkan rahmat, taufik dan hidayah-Nya, sehingga kita masih dapat mengikuti kegiatan seminar yang bertema “Peran Biologi dan Pendidikan Biologi dalam pengembangan Karakter Konservasi”. Pada seminar ini, Fakultas MIPA Unnes melalui Jurusan Biologi menunjukkan kepedulian tentang keadaan lingkungan yang semakin hari semakin memprihatinkan serta diperparah dengan penurunan nilai-nilai karakter bangsa. Keadaan ini tentunya merupakan ancaman bagi generasi masa depan. Sebagai bagian dari sains, Biologi bukanlah sekedar transfer ilmu, pengetahuan, dan teknologi kepada mahasiswa, namun memiliki tanggung jawab dalam pengembangan nilai dan sikap mahasiswa. Kegiatan ini merupakan wujud tanggung jawab dari lembaga untuk memfasilitasi pengembangan karakter melalui kegiatan pendidikan dan pengajaran, penelitian, dan pengabdian. Berkaitan dengan fenomena yang ada, tepat kiranya seminar nasional ini diselenggarakan sebagai wahana mengkritisi dan membangun ide serta pemikiran serta kerjasama membangun jejaring demi kemajuan ilmu pengetahuan dan teknologi serta kelestarian sumberdaya hayati. Mengakhiri sambutan ini, kami menyampaikan penghargaan yang setinggi-tingginya kepada peserta yang telah hadir, panitia yang telah menyiapkan kegiatan ini dengan baik. Three populations of small montane bush frogs previously assigned to Philautus mjobergi were compared us- ing morphological, bioacoustic, and genetic (mitochondrial 16S rRNA sequence) data. The comparison revealed that the population from Gunung Kinabalu in Sabah, Malaysia, represents a distinct species that is described herein. Although the new species differs fromP. mjobergi in few morphological characters, most notably the acuminate snout, it is distinguished from this species and all other Bornean congeners by a unique advertisement call and large genetic differences. The popu- lation from Gunung Mulu assigned to P. mjobergi differs from the topotypic population from Gunung Murud in its adver- tisement call and 16S rRNA sequence and probably represents another, undescribed species.     Development Perspectives of Irrigated Agriculture in Indonesia Effendi Pasandaran and Neulis Zuliasri * INTRODUCTION Indonesia’s economic development is depended in large part on changes in the agricultural sector, particularly in the irrigated agriculture. The importance of irrigation development and management has been demonstrated by its significant contribution to food crop production and its significant share of public expenditures. Despite favorable policy support on irrigation in the past, in recent years, however, there has been a considerable slowdown in the rate of growth in rice yields. This paper explores the complex issues related to irrigation management in Indonesia from the view point of development perspective. First it highlights irrigation development during the colonial and post-colonial period, followed by discussions on the trend of land and water resources utilization, and its consequence on production. Finally it draws some implications on food security and poverty reduction in Indonesia. IRRIGATED AGRICULTURE DURING COLONIAL PERIOD Irrigation was developed during the period of Hindu Rulers around the end of the first millennium in Java and Bali. This was considered major revolution in rice culture, which then gave rise to important social change in terms of division of labor and accumulation of wealth. Because of the increasing population pressure traditional methods of rice culture did not produce sufficient food. Irrigated agricultural practices were expanded to meet the increasing demand for rice. However, as the capacity of rice fields increased through irrigation, so did the population (Leander1992).This is particularly true for Java as reported by Boeke (1966), that the increasing production of rice was followed by the increasing population which caused the farmers in irrigated areas in Java remain poor.

Fisher Supplemental Information Taxonomic Notes Genera were assigned to families for summarization (Table 1 in main text) and analysis (Table 2 in main text) based on the most recent available comprehensive taxonomic references (Frost et al. 2006, Frost 2008, Frost 2009, Frost 2011). We chose recent family designations to explore patterns of Bd susceptibility and occurrence because these classifications were based on both genetic and morphological data, and hence may more likely yield meaningful inference. Some North American species were assigned to genus according to Crother (2008), and dendrobatid frogs were assigned to family and genus based on Grant et al. (2006). Eleutherodactylid frogs were assigned to family and genus based on Hedges et al. (2008); centrolenid frogs based on Cisneros-Heredia et al. (2007). For the eleutherodactylid frogs of Central and South America and the Caribbean, older sources count them among the Leptodactylidae, whereas Frost et al. (2006) put them in the family Brachycephalidae. More recent work (Heinicke et al. 2007) suggests that most of the genera that were once “Eleutherodactylus” (including those species currently assigned to the genera Eleutherodactylus, Craugastor, Euhyas, Phrynopus, and Pristimantis and assorted others), may belong in a separate, or even several different new families. Subsequent work (Hedges et al. 2008) has divided them among three families, the Craugastoridae, the Eleutherodactylidae, and the Strabomantidae, which were used in our classification.
