    TRANSNATIONAL MEDIATRANSNATIONAL EVENTS In September 2005, a newspaper in Denmark published 12 cartoons depicting Mohammed, the holy Prophet of Islam. Soon after publication, these pictures became part of various events, political projects and diplomatic action. All over the world, the cartoons – or interpretations of them – were connected to dis- cursive struggles that pre-existed their drawing and publication. The cartoon event thus extended well beyond its immediate dramatic phase of spring 2006, both into the past and the future, and became at least a small landmark case of post-9/11 global media history. TRANSNATIONAL MEDIA EVENTS In this book, a community of international media researchers collects some of the lessons learned and questions provoked and offered by media coverage of The MOHAMMED CARTOONS and the the Mohammed cartoons in 16 countries, ranging from Denmark, Egypt and Argentina to Pakistan and Canada. The book looks at the coverage of the car- IMAGINED CLASH of CIVILIZATIONS toons and related incidents through a number of conceptual lenses: political spin, free speech theory, communication rights, the role of visuals and images in global communication, Orientalism and its counter-discourses, media’s rela- tions to immigration policy, and issues of integration. Through this approach, the book aims at a nuanced understanding of the cartoon controversy itself as well as at more general insights into the role of the media in contemporary transnational and transcultural relations.     The Welsh Seal of the National Assembly for Wales The Great Seal of the Realm is the chief seal of the Crown, used to show the Monarch's approval of important state documents. The practice of using this seal began in the reign of Edward the Confessor in the eleventh century, when a double-sided metal matrix with an image of the Sovereign was used to make an impression in wax for attachment by ribbon or cord to Royal documents. The seal meant that the monarch did not need to sign every official document in person; authorisation could be carried out instead by an appointed officer. Between 2007 and 2011 proposed Measures passed by the National Assembly for Wales were subject to “Royal Approval”. Separate Great Seals exist for Scotland and Northern Ireland and, from 2011, a Seal for Wales now exists. Royal Assent Royal Assent is the Monarch's agreement to make a Bill into an Act of the National Assembly for Wales. Royal Assent is conferred by the Monarch signing Letters Patent under the Welsh Seal. The Monarch's agreement to give her assent to a Bill is automatic. Overview On-demand programme service providers (“ODPS providers”) regulated by Ofcom are required to place ‘specially restricted material’ (which includes certain pornographic content) behind age- verification controls to restrict access to over 18s. The Digital Economy Act 2017 increases the scope of content that has to be placed behind age-verification controls on ODPS, and we are changing Rule 11 of Ofcom’s Rules for ODPS to reflect this stricter requirement. The Digital Economy Act also introduced new duties for the British Board of Film Classification (“BBFC”) to regulate ‘pornographic’ content online on commercial adult websites. In light of this, and following our consultation in October 2018, this document sets out our decisions regarding changes to Ofcom’s Guidance for Rule 11. How Rule 11 is changing – in brief The changes to Rule 11 extend the meaning of ‘specially restricted material’ for which ODPS must provide age-verification (“AV”) controls. The definition will now include material whose principal purpose is to cause sexual arousal and which has been issued an ‘18’ Certificate by the BBFC, or would be likely to be issued an ‘18’ if it were submitted to the BBFC in a video work. What we have decided about the Rule 11 Guidance – in brief Our changes to the Guidance aim to promote consistency between our approach to regulating ‘specially restricted material’ on ODPS, and the approach of the BBFC to regulating ‘pornographic material’ on online adult websites.

McIntyre, ‘Internet Censorship in the United Kingdom: National Schemes and European Norms’ in Edwards (ed), Law, Policy and the Internet (forthcoming Hart Publishing, 2018) Internet Censorship in the United Kingdom: National Schemes and European Norms TJ McIntyre1 This is a pre-print of a chapter to be published in Lilian Edwards (ed), Law, Policy and the Internet (forthcoming, Hart Publishing, 2018) Introduction The United Kingdom (UK) has been at the vanguard of online censorship in democracies from the beginning of the modern internet.2 Since the mid-1990s the government has developed distinctive patterns of regulation – targeting intermediaries, using the bully pulpit to promote ‘voluntary’ self- regulation, and promoting automated censorship tools such as web blocking – which have been influential internationally but raise significant issues of legitimacy, transparency and accountability.3 This chapter examines this UK experience in light of the European Convention on Human Rights (ECHR) and EU law, arguing that in key regards current censorship practices fail to meet European standards.
