Summary of Role & Purpose

The Finance and Administration Officer is responsible for all financial aspects of the Solomon Islands Australia Awards (SIAA) Program, including developing and maintaining related systems and processes. The successful candidate will work in conjunction with the Team Leader to support all required financial and administrative functions of SIAA. Roles and Responsibilities • Support the Team Leader in the management of the operational budget and approved Activity fund budgets • Prepare monthly site returns for submission to the Cardno Project Accountant and Project Manager. • Ensure transparent financial processes and practises are always maintained. • Maintain the petty cash system to ensure appropriate cash level to meet requirements, appropriate records are kept and that appropriate security procedures are observed. • Prepare and quality assure necessary documentation for tax exemption and reimbursement. • Monitor documentation regarding the operation of SIAA account, including invoices, disbursements, and acquittals to ensure compliance with account operating procedures.

• Perform audits on Cashbook and Asset register as required. • Oversee and coordinate payment services to ensures efficient and accurate monthly payments to locally engaged staff, service providers, vendors and supplier in accordance with bank and Cardno requirements • Analyse and understand key operational and activity spending trends; including providing ad hoc information for management as required • Provide monthly finance statements • Prepare monthly and weekly expenditure forecasts for program funding requests • Support delivery of monthly financial reports for Cardno and DFAT in the agreed formats and timelines • Support the Cardno Project Accountant in providing Fraud Awareness Training to all SIAA staff • Ensure all documents are correctly filed • Regularly scan documents and file correctly • Undertake regular and systematic archiving of documents • Monthly timesheets for advisers • Assist in banking as and when required • Provide reception services for visitors • Attend phone calls and coordinate incoming and outgoing mail and couriers. • Assist in setting up meetings and workshops • Assist in catering for events and workshops • Provide support to events, workshops, and other meetings, as required • Screen phone calls, enquires, and requests, managing them as appropriate and dealing with incoming email and other correspondence • Provide administrative support to the project as agreed with the Team Leader. Reporting lines and performance management The Finance and Administration Officer will report to the Team Leader Australia Awards Program. Selection criteria Qualifications Tertiary Qualification in Accounting, Commerce, Financial management or related discipline Essential experience and knowledge • Demonstrated experience in financial management • Demonstrated ability to manage and supervise staff and workloads • Demonstrated ability to successfully meet deadlines • Demonstrated experience using Accounting software (e.g., QuickBooks)

• Demonstrated knowledge of accounting and financial management principles and practise • Demonstrated knowledge of office operations • Intermediate level Microsoft Word, Outlook, and Excel skills • Ability to demonstrate appropriate interpersonal skills to relate, communicate and negotiate effectively with diverse range of people and cultures representing client organisations, governments, agencies, etc • Ability to maintain a high level of personal organisation combined with ability to effectively plan and monitor activities. • Ability to approach problem solving in a culturally sensitive manner to ensure ownership and acceptance. • Ability to maintain high ethical standards when representing SIAAA in any capacity in accordance with relevant codes of practice. Essential experience and knowledge • CPA qualifications • Demonstrated understanding of aid effectiveness principles and knowledge of DFAT delivery of development assistance. Australia’s Solomon Islands Resource Facility (ASIRF) ASIRF works across the Australian bilateral aid program, as well as provides support to the Australian High Commission administrations in Honiara. The in-country ASIRF Management Support Unit (MSU) operates in a complex and evolving context, providing operational services to enable DFAT to meet its goals and objectives in Solomon Islands. The range of support includes, but is not limited to:

• procurement and contract management of technical assistance in Solomon Islands and remotely, and support to performance management across all sector programs (including justice, governance, economic growth, health, education, gender) • provision of support services (including logistics and security management) for Australian Government’s deployees and technical advisers • strategic advice, management and reporting, including program management (education), infrastructure technical management, monitoring and evaluation, strategic communications financial management and grant management.
