Niue Treaty on Cooperation in Fisheries Surveillance and Law Enforcement in the South Pacific Region
NIUE TREATY ON COOPERATION IN FISHERIES SURVEILLANCE AND LAW ENFORCEMENT IN THE SOUTH PACIFIC REGION THE PARTIES TO THIS TREATY: GIVEN that in accordance with international law as expressed in the United Nations Convention on the Law of the Sea, coastal States have sovereign rights for the purposes of exploring and exploiting, conserving and managing the fisheries resources of their exclusive economic zones and fisheries zones; TAKING INTO ACCOUNT Article 73 of the United Nations Convention on the Law of the Sea; NOTING that the Parties to the South Pacific Forum Fisheries Agency Convention, 1979 have agreed under Article 5 of that Convention that the Forum Fisheries Committee shall promote intra- regional coordination and cooperation in fisheries surveillance and law enforcement; CONSIDERING the vast areas of ocean covered by the exclusive economic zones and fisheries zones of coastal States in the South Pacific region and the vital economic significance of such zones to the economic development of South Pacific coastal States; WISHING THEREFORE to enhance their ability to enforce effectively their fisheries laws, and deter breaches of such laws; HAVE AGREED AS FOLLOWS: ARTICLE I - DEFINITIONS In this Treaty: (a) 'fishing' means: (i) searching for, catching, taking or harvesting fish; (ii) attempting to search for, catch, take or harvest fish; (iii) engaging in any other activity which can reasonably be expected to result in the locating, catching, taking or harvesting of fish; (iv) placing, searching for or recovering fish aggregating devices or associated electronic equipment such as radio beacons; (v) any operations at sea directly in support of, or in preparation for any activity described in this paragraph; (vi) use of any craft, air or sea borne, for any activity described in this paragraph except for emergencies involving the health and safety of the crew or the safety of a vessel; (vii) the processing, carrying or transhipping of fish that have been taken. -
Pacific Study (Focusing on Fiji, Tonga and Vanuatu
1 EXECUTIVE SUMMARY 1.1 Hazard exposure 1.1. Pacific island countries (PICs) are vulnerable to a broad range of natural disasters stemming from hydro-meteorological (such as cyclones, droughts, landslide and floods) and geo-physical hazards (volcanic eruptions, earthquakes and tsunamis). In any given year, it is likely that Fiji, Tonga and Vanuatu are either hit by, or recovering from, a major natural disaster. 1.2. The impact of natural disasters is estimated by the Pacific Catastrophe Risk Assessment and Financing Initiative as equivalent to an annualized loss of 6.6% of GDP in Vanuatu, and 4.3% in Tonga. For Fiji, the average asset losses due to tropical cyclones and floods are estimated at more than 5%. 1.3. In 2014, Tropical Cyclone (TC) Ian caused damage equivalent to 11% to Tonga's GDP. It was followed in 2018 by damage close to 38% of GDP from TC Gita. In 2015, category five TC Pam displaced 25% of Vanuatu's population and provoked damage estimated at 64% of GDP. In Fiji, Tropical Cyclone Winston affected 62% of the population and wrought damage amounting to 31% of GDP, only some three and a half years after the passage of Tropical Cyclone Evan. 1.4. Vanuatu and Tonga rank number one and two in global indices of natural disaster risk. Seismic hazard is an ever-present danger for both, together with secondary risks arising from tsunamis and landslides. Some 240 earthquakes, ranging in magnitude between 3.3 and 7.1 on the Richter Scale, struck Vanuatu and its surrounding region in the first ten months of 2018. -

SOLOMON ISLANDS GOVERNMENT GOVERNMENT COMMUNICATION UNIT MEDIA RELEASE 02-06-2020GH SOLOMON ISLANDS HIGH COMMISSIONER THANKS FIJI GOVERNMENT The Solomon Islands High Commissioner to Fiji, Mr William Soaki has thanked the Government of Fiji for authorizing the permit and clearance for the Solomon Airlines A320 aircraft to repatriate Solomon Islands Nationals who were stranded there for more than two months. A statement from the High Commission Office in Suva on Friday 29 May said High Commissioner Soaki has acknowledged the Fiji Ministry of Foreign Affairs, Fiji Civil Aviation Department, Fiji Ministry of Health & Medical Services, Fiji Police, Fiji Military for availing their personnel to facilitate airport protocols and COVID 19 standard procedures prior to the departure. The stranded nationals finally flew back home on Wednesday 27 May 2020. This was after the Government of the Republic of Fiji gave its clearance for Solomon Airlines to operate a chartered recovery flight to Nadi International Airport. The flight arrived into Nadi International Airport at around 3.40pm having airlifted Fijian Nationals and other citizens from Port Vila, Vanuatu. The majority of the stranded citizens travelled to Fiji in early March to attend the USP and FNU Graduation ceremonies that were eventually cancelled due to COVID 19 pandemic, and subsequently effective implementation of border restrictions and lockdown in Lautoka and Suva. The Solomon Islands Government had also made similar travel restrictions since the COVID-19 virus was announced as a global pandemic by the World Health Organisation (WHO) on 11 March 2020. Since then, several measures were taken by the government to ensure containment, prevention and preparedness of the COVID-19 response was set up, including frontline workers trained, quarantine centers readied and equipment and kits available and accessible for testing. -

Our Development Cooperation with Solomon Islands New Zealand’s primary objective is to help Solomon Islands’ government build resilience, social cohesion, stability and economic growth to contribute to prosperity and security in the Pacific Region. New Zealand’s long term objectives are to help Solomon Islands’ government: achieve a stable, resilient and socially cohesive society; develop an economy that enables prosperity and more equitable distribution of benefits; and deliver for all citizens and engage constructively in the region This includes strengthening economic governance, and incentivising reforms with general budget support. We are a long-term partner in the education sector, focused on systemic change to lift education outcomes. We are looking to reduce the costs of transport and energy, and increase connectivity to support more equitable economic growth. We are helping develop tourism, fisheries and other sustainable growth opportunities that provide alternative revenue sources to logging. On top of this, New Zealand is working with the Royal Solomon Islands Police Force to improve community safety and re-establish community trust in the police, and we are working with young people to improve their access to services, training and opportunities. Pazifi kstaaten wie die Fidschi-Inseln sind wie kaum eine andere Region der Welt gekennzeichnet von gesellschaftlichen Veränderungen und dem globalen Umweltwandel. Auf Basis eines partizipativen Forschungsdesigns, durchgeführt in ausgewählten Küstendörfern, untersucht dieser Band die Auswirkungen der Globalisierung und Michael Fink des Klimawandels auf die Lebensqualität ihrer Bewohner. Dabei wird aufgezeigt, dass die Dorfbewohner keine passiven Opfer externer Prozesse sind, sondern aktiv ihr Leben gestalten. Mittels neo-traditioneller Bewegungen gelingt es den Bewohnern Soziale Sicherung im Spannungsfeld weitestgehend, ein festes Wertefundament als Grundlage ihrer kulturellen Identität zu bewahren. Eine intakte Gemeinschaft steht dabei im Zentrum spiritueller, ökonomischer gesellschaftlicher Transformation und sozialer Werte. Eine partizipative Studie in Küstendörfern der Fidschi-Inseln Im Zuge der gesellschaftlichen Transformation agieren die Gemeinschaften nicht mehr ortsgebunden, sondern bilden mithilfe moderner Transport- und Kommuni- kationstechnologien globalisierte Netzwerke – ohne dabei die Bezüge zu ihrer kulturellen Herkunft zu verlieren. Auswärts lebende Familienangehörige tragen so Wissen und materiellen Wohlstand in die Dorfgemeinschaften und erweitern die Handlungspotentiale und Lebensstandards der Küstendorfbewohner. Im Zuge der Wissensvermittlung erfolgt jedoch insbesondere die Darstellung des Klimawandels und seiner Gefahren verkürzt und nicht auf lokale Werte zurechtgeschnitten, sodass es auch zu Wahrnehmungsverzerrungen
