Agnese 2 20123 Milano Italy [email protected] Abstract: After the fall of the Berlin Wall and the end of communist rule in 1989, the Eastern European media system embarked on a process of transformation characterised by political liberalization and commercialization. In Albania, this process was accompanied by a growing dependence on Italian television as a structural, economic and cultural model for Albanian television. This article seeks to outline the different layers and aspects of dependence that link Italian and Albanian television systems and which began to be established during the last years of the communist regime and remain prominent today. From the first programmes produced by Albanian television broadcasters in the early 1990s to the recent appearances of Italian television presenters on Albanian private channels we can observe a steady and continuous trend of growing dependency on Albania’s western neighbour. Keywords: Albanian television, Italian television, Dependency, Italianization With the fall of Berlin Wall and the end of the communist regimes, Albania – along with other Eastern European countries – dealt with the passage from dictatorship to transition to a democracy. This process affected political, economic, cultural and even the media system. Television, in particular, underwent a deep transformation from a state-dominated model characterized by the control and the censorship of the regime to a “dual system” with a sudden explosion of private and commercial broadcasters since the middle of the 1990s.

Audiences fragment, owners consolidate, and technology converges: Europe’s audiovisual less independence channels, more Europe: across Television industry is grappling with these dynamic processes. To take the measure of these changes, the Open Society Institute has mapped the tel- TELEVISION ACROSS EUROPE evision landscape in nine countries: Albania, Bulgaria, the Czech Republic, Italy, Lithuania, the Republic of Macedonia, Poland, Romania and Slovakia. TV across Europe 2008 is the result. MORE CHANNELS, LESS INDEPENDENCE The proliferation of content has increased the viewers’ freedom of choice. This is a real achievement, but is the public getting more quality or diversity? Editorial inde- pendence has deteriorated in most of the countries monitored. Governments still refuse to let public service broadcasters be independent, and have even clawed back the control that they ceded a few years ago. The studies also highlight that as digital switchover draws closer, established broadcasters have largely managed to exclude fresh competitors. Meanwhile, broadcast regulators have faced the new challenges by sticking their heads in the sand. OVERVIEW An Overview chapter points out the main trends that emerge from the country reports, and proposes feasible measures to tackle the problems identified. COUNTRY REPORTS: In 2005, the Open Society Institute published Television across Europe: regulation, policy and independence, which monitored broadcasting in 20 countries. Where information has been derived from other sources, I confirm that this has been indicated in the thesis. 2 ABSTRACT This thesis is about the development of a national identity through the means of language, both as a terrain and a vehicle. This thesis argues the modern intellectuals’ sense of moral mission in colonial nation-building was a response to exogenous modernization, and involved imagining the people as Albanians separated from Albania. This was most clearly encapsulated in the adoption of the same standard language as Albania in 1968 and the intellectuals’ subsequent management and reaction to external constraint, which was imposed in such a way as to prove counterproductive and enhance the intellectuals’ status still further. Yet, because there are limits to the way in which imagination of a society can conflict with reality, the standard language has failed to bring political or linguistic unity.
