În ianuarie 2009 disensiunile politice și economice dintre Rusia și Ucraina au lăsat o bună parte din comunităţile locale fără resurse energetice. Criza fi nan- ciară internaţională declanșată în august-septembrie 2008 s-a răsfrînt asupra Moldovei prin cea mai gravă recesiune economică de după 1999 încoace. Alegerile parlamentare din 5 aprilie 2009 s-au soldat cu o criză politică de proporţii și cu o divizare periculoasă a societăţii. Modul în care autorităţile centrale au gestionat la 6-7 aprilie 2009 proteste- le cetăţenilor nemulţumiţi de rezultatele alegerilor și încălcările în masă ale drepturilor omului de către poliţie și justiţie a cauzat o criză a încrederii publicului intern și extern faţă de instituţiile democratice din ţară. Verticala puterii a dat primele eșecuri, sistemul de administraţie intrînd și el într-o criză profundă, fi ind incapabil să adopte și să imple- menteze deciziile necesare în circumstanţe excepţionale. Luate împreună, acestea au creat și o criză majoră în politica externă a ţării, ameninţînd să provoace o schimbare radicală a reperelor sale geopolitice. Deși parcursul ţării în viitorul apropiat este încă incert, o scurtă privire retrospectivă ar demonstra cu prisosinţă că toate ingredientele necesare pentru manifestarea explozivă a crizelor în anul 2009 au fost prezente de mai mult timp. Formele extreme în care s-au manifestat aceste crize sînt rezultatul unor grave erori și contradicţii de politici admise de guvernare în anii 2000 și care, mai devreme sau mai tîrziu, inevitabil ar fi erupt, indife- rent de caracterul conjuncturii externe. Suportul politic și economic extern acordat Mol- dovei pe parcursul ultimului deceniu în procesul său de modernizare și dezvoltare, nu a putut substitui realizarea consecventă de reforme structurale și transformări democrati- ce interne. Este demonstrativ faptul că la o diferenţă de aproape 7 ani, cînd guvernarea actuală a declarat integrarea europeană drept “obiectiv de importanţă strategică pentru Republica Moldova”, problemele cu care se confruntă Moldova în 2009 rămîn aceleași, iar unele chiar au devenit cronice și s-au agravat: respectarea drepturilor omului, asigu- rarea libertăţii presei, funcţionarea defectuoasă a mecanismelor statului de drept, inde- pendenţa justiţiei, combaterea corupţiei, crearea unui mediu de afaceri atractiv etc. În contextul celor menţionate, publicaţia de faţă a fost concepută anume ca o sursă de analize de politici care ar oferi partidelor politice și publicului larg repere pentru înţele- gerea gravelor probleme cu care se confruntă Republica Moldova. Sperăm că această lucrare va facilita înţelegerea de către noul corp de parlamentari, aleși în cadrul alege- rilor parlamentare din 2009, a raporturilor dintre evoluţiile anterioare și necesităţile ac- 5 tuale de dezvoltare ale Republicii Moldova, necesităţi raportate la Strategia Naţională de Dezvoltare și angajamentele asumate în faţa partenerilor internaţionali, inclusiv în cadrul procesului de integrare europeană. Ajutînd partidele politice să înţeleagă mai bine necesităţile sociale, aceasta publicaţie va consolida gradul de responsabilitate și capacitatea de comunicare a partidelor cu cetăţenii. În același timp, sîntem convinși că lucrarea va servi publicului larg și mass-mediei drept instrument analitic valoros și sursă de informaţie necesară pentru monitorizarea activi-

    www.transatlantic.org Gatekeeping in Action: Moldova’s Parliament Attempts to Recapture its Government from Oligarchy By Max Levites, Fellow, Next Generation of Transatlantic Leaders In their book How Democracies Die, Steven Levitsky and Daniel Ziblatt note that the responsibility of keeping authoritarians out of power falls on political parties and party leaders, “democracy’s gatekeepers.” They write that “whenever extremists emerge as serious electoral contenders, mainstream parties must forge a united front to defeat them.” Unfortunately, extreme polarization has prevented such bold unions from forming in many of the West’s governments, leading to the electoral and political success of right-wing and authoritarian parties. However, in Moldova, two parties with significant ideological differences have formed a coalition to keep power out of the hands of one of the country’s most powerful oligarchs, setting off a constitutional crisis that could lead to, as one journalist stated, “the world’s first democratic overthrow of a ‘captured state’.” Moldova’s parliamentary elections in February resulted in a hung legislature with no party in the majority, leaving the parliament in deadlock until a surprise announcement on June 8th that the pro-Russian Socialist party of the country’s president, Igor Dodon, had struck a deal with an alliance of liberal pro-EU parties known as ACUM. A coalition was formed on the basis of keeping the Democratic Party, led by the country’s richest man, Vladimir Plahotniuc, from power and to rid the country of oligarchy. Maia Sandu, a former education minister and World Bank advisor, was chosen as the new Prime Minister, promising sweeping reforms and closer relations with the EU.

It is the year of the “theft of the century”, the defrauding of three banks, the Savings Bank, Unibank, and the Social Bank, a theft totaling one billion dollars, under the benevolent gaze of the National Bank, the Ministry of Finance, the General Prosecutor's Office, the National Anti-Corruption Council, and the Security and Intelligence Service (SIS). 2015 was the year when controversial oligarch Vlad Plakhotniuk became Moldova's international brand, identified by more and more chancelleries as a source of evil 1.     Public Opinion Survey Residents of Moldova March 2016 Detailed Methodology • The survey was coordinated and analyzed by Dr. Rasa Ališauskienė from public opinion and market research company Baltic Surveys/The Gallup Organization on behalf of the International Republican Institute. The field work was carried out by Magenta Consulting. • Data was collected throughout Moldova (except in Transnistria) between March 11-25, 2016 through face-to-face interviews at respondents’ homes. • The main sample consisted of 1,500 permanent residents of Moldova older than the age of 18 and eligible to vote with an oversample in the capital Chisinau. It is representative of the general population by age, gender, education, region and size of the settlement. • Multistage probability sampling method was used with the random route and next birthday respondent’s selection procedures. • Stage one: all districts of Moldova are grouped into 11 groups.     CRS INSIGHT Moldova's Political Crisis Abates June 20, 2019 (IN11137) | Related Author Cory Welt | Cory Welt, Specialist in European Affairs ([email protected], 7-0530) On June 14, 2019, a political crisis in Moldova ended when leaders of the formerly ruling Democratic Party of Moldova (PDM) agreed to dissolve the outgoing government in favor of a new coalition. The coalition includes a reform- oriented, Western-leaning alliance, ACUM (or "Now"), and the socially conservative, Russian-leaning Party of Socialists, which placed first in Moldova's February 2019 elections. Moldova is one of three post-Soviet states that, together with Ukraine and Georgia, have sought greater integration with the West while coping with separatist territories occupied by Russian forces. Many Members of Congress have long supported Moldova's democratic trajectory and territorial integrity and have called on Russia to respect Moldova's sovereignty and withdraw its military forces. Growing Discontent Moldova's political environment was increasingly contentious before the recent crisis. The PDM gained power in 2016 after the prior government collapsed amid fallout from a bank fraud case involving the alleged loss of some $1 billion, equivalent to more than 12% of Moldova's gross domestic product. ACUM leaders and many observers contend that the PDM, in particular party leader and wealthy businessman Vlad Plahotniuc, effectively "captured" Moldova's state institutions for personal and party gain. In summer 2018, mass protests opposed a court decision to annul a snap mayoral election in Chisinau, Moldova's capital, which had been won by Andrei Nastase, who later became one of ACUM's two co-leaders.

    Public Opinion Survey: Residents of Moldova May-June 2018 Detailed Methodology • The survey was coordinated by Dr. Rasa Alisauskiene from Baltic Surveys/The Gallup Organization on behalf of the Center for Insights in Survey Research. The field work was carried out by Magenta Consulting. • Data was collected throughout Moldova (with the exception of Transnistria) between May 21 and June 18, 2018 through face-to-face interviews in respondents’ homes. • The sample consisted of 1,517 permanent residents of Moldova aged 18 and older and eligible to vote and is representative of the general population by age, gender, region and settlement size. • Sampling frame: Moldova Statistical Databank. Weighting: Data weighted for 11 regional groups, urban/rural, age and gender. • A multistage probability sampling method was used, with the random route and next birthday respondent selection procedures. Stage one: All districts of Moldova were grouped into 11 groups; all regions (with the exception of Transnistria) were surveyed. Stage two: Selection of the settlements (cities and villages). o Settlements were selected at random. o The number of settlements selected in each region was proportional to the share of population living in the particular type of settlement in each region. Facing extremely high expectations from the Moldovan public, the Gavrilița Cabinet has already outlined a number of plans for the country’s immediate future, as Moldova continues its recovery from the COVID-19 crisis. Both the European Union and Russia have taken initial steps towards future cooperation with Chisinau, which so far appear to be constructive and focused on the economy rather than politics.
