A G E N D A PARKS AND RECREATION COMMISSION REGULAR MEETING WEDNESDAY, FEBRUARY 19, 2020 7:00 P.M. PUBLIC MEETING CIVIC CENTER, CITY COUNCIL CHAMBERS 14000 CITY CENTER DRIVE, CHINO HILLS, CALIFORNIA This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the Parks and Recreation Commission makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the Commission subsequent to the posting of the agenda. The Commission Secretary has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Community Services office, in the public binder located at the entrance to the Council Chambers, and on the City's website at www.chinohills.org while the meeting is in session. Materials related to an item on this Agenda submitted to the Commission after distribution of the agenda packet are available for public inspection in the Community Services office at 14000 City Center Drive, Chino Hills, CA during normal business hours. CITY OF CHINO HILLS Robyn ~ ogers Commission Secretary Item No. 1 MINUTES PARKS AND RECREATION COMMISSION MEETING January 15, 2020 Chino Hills Community Center 14000 City Center Drive, Chino Hills, California CALL TO ORDER Vice Chair Jackson called the Parks and Recreation Commission Meeting of the City of Chino Hills to order at 7:01 p.m. ROLL CALL PRESENT: Vice Chair Al Jackson Commissioner Robert Gavela Commissioner Jennifer Holtkamp Commissioner Samantha James-Perez Ex-Officio Member R. Joe Schaffer Student Member Serra Vithlani ALSO PRESENT: Jonathan Marshall Community Services Director Melissa Armit Community Services Supervisor Jessica Gandara Community Services Supervisor Sean O’Connor Maintenance and Operations Manager Elizabeth Calciano Assistant City Attorney Alma Hernandez Senior Management Analyst Robyn Rogers Commission Secretary ABSENT: Chair Greg Higgins PLEDGE OF ALLEGIANCE Commissioner James-Perez led the Assembly in the Pledge of Allegiance. PUBLIC COMMENTS None. COMMISSION BUSINESS Approval of November 20, 2019 Commission Meeting Minutes Motion was made by Commissioner James-Perez and seconded by Commissioner Holtkamp to approve the November 20, 2019 minutes as presented. AYES: Gavela, Holtkamp, Jackson, James-Perez. Parks and Recreation Commission January 15, 2020 Page 2 NOES: ABSENT: Higgins. Motion carried. Selection of Chair and Vice Chair City Council previously voted to delegate the authority to annually select the Chair and Vice Chair to each Commission from among its members. The Vice Chair of the Commission shall receive an automatic nomination to serve as Chair. Vice Chair Jackson declined the nomination to serve as Chair and subsequently nominated Commissioner James-Perez. Commissioner James-Perez declined the nomination to serve as Chair and subsequently nominated current Chair Greg Higgins for a second term. Chair Higgins received a majority vote and will serve as Chair for a one-year term ending November 30, 2020. AYES: Gavela, Holtkamp, James-Perez. NOES: ABSTAIN: Jackson. ABSENT: Higgins. Commissioner Holtkamp nominated Commissioner James-Perez to serve as Vice Chair. Commissioner James-Perez received a majority vote and will serve as Chair for a one- year term ending November 30, 2020. AYES: Gavela, Holtkamp, Jackson, James-Perez. NOES: ABSENT: Higgins. Municipal Code Updates – Chapter 12.40 (Parks and Recreational Facilities) and Chapter 12.32 (City-Owned Open Space) Community Services Supervisor Jessica Gandara presented the Commission with updates to Chino Hills Municipal Code (CHMC) Chapter 12.40 – Parks and Recreational Facilities. Community Services Supervisor Melissa Armit presented the Commission with updates to CHMC Chapter 12.32 – City-Owned Open Space. Staff recommends the Commission approve the updates and recommend to City Council the adoption of two Ordinances entitled: 1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS, CALIFORNIA, REPEALING AND REPLACING CHAPTER 12.40 PARK AND Parks and Recreation Commission January 15, 2020 Page 3 RECREATIONAL FACILITIES USE REGULATION IN ITS ENTIRETY AND DETERMINING THAT THE ORDINANCE IS EXEMPT FROM REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. 2. AN ORDINANCE OF THE CITY OF CHINO HILLS, CALIFORNIA, REPEALING AND REPLACING CHAPTER 12.32 CITY-OWNED OPEN SPACE USE REGULATIONS IN ITS ENTIRETY AND DETERMINING THAT THE ORDINANCE IS EXEMPT FROM REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. Motion was made by Commissioner Jackson and seconded by Vice Chair James- Perez to recommend to City Council the adoption of the two aforementioned ordinances as presented. AYES: Gavela, Holtkamp, Jackson, James-Perez. NOES: ABSENT: Higgins. Motion carried. STAFF PRESENTATIONS / COMMENTS Update on Community Services Monthly Calendar Staff announced upcoming events including the Military Service Monument Dedication and Unveiling, the Health and Wellness Fair, Student Government Day, and the release of the Spring Recreation Guide and City News. Update on Community Services and Parks Projects Community Services Supervisor Melissa Armit provided an update on the Trails Enhancement Project. Community Services Director Jonathan Marshall provided an update on Torrey Pines Park, Park Signage Placement, and the Parks, Recreation, and Open Space Master Plan. Maintenance and Operations Manager Sean O’Connor provided an update on the Skate Park, which will receive benches and shade enhancements. Mr. O’Connor said a watering station near English Springs Park will be removed. He informed the Commission that Hollow Run Nature Park has received 200 new trees with 35 more to be installed. Mr. O’Connor also informed the Commission that the City has made the third round of the California Natural Resources Agency Grant for Strickling Nature Park. Parks and Recreation Commission January 15, 2020 Page 4 COMMISSIONER COMMENTS Commissioner Holtkamp thanked staff for their presentations and thanked Assistant City Attorney Calciano for attending the meeting. Ms. Holtkamp asked staff for an analysis of splash pads, and suggested staff put out information on the matter for the public, as she is asked about splash pads often.
