Water User Associations formed and Area covered 132-133 Chapter-1: Major& Medium Irrigation Projects Irrigation projects with a Culturable Command Area (CCA) between 2,000 and 10,000 hectares are classified as Medium Projects and those with CCA of more than 10,000 hectares as Major Projects. The Union Government launched Accelerated Irrigation Benefits Programme (AIBP) in 1996-97 for providing financial assistance to States, with an objective of expediting completion of ongoing Major/Medium including Extension, Renovation and Modernization (ERM) irrigation projects and Surface Minor Irrigation Schemes. As on 2015-16, 143 projects were completed and 149 projects were ongoing under this programme. This scheme has now been amalgamated with PMKSY, launched in the year 2015-16, with an aim to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on farm water use efficiency, introduce sustainable water conservation practices etc. Under PMKSY, major and medium irrigation/ multipurpose irrigation projects are being funded under PMKSY-AIBP. Under PMKSY, 99 projects have been identified as priority projects for completion in three phases by the year 2017, 2018 and December, 2019. Completion of these 99 priority projects would result in creation of an irrigation potential of 76.03 lakh hectares. 145 districts of the country would directly be benefitted from this scheme. 1.1.     PREFACE Government commercial enterprises, the accounts of which are subject to audit by the Comptroller and Auditor General of India, fall under the following categories: (i) Government companies, (ii) Statutory corporations and (iii) Departmentally managed commercial undertakings. 2. This Report deals with the results of audit of Government companies and Statutory corporations and has been prepared for submission to the Government of Karnataka under Section 19 A of the Comptroller and Auditor General's (CAG) (Duties, Powers and Conditions of Service) Act, 1971, as amended from time to time. The results of audit relating to departmentally managed commercial undertakings are included in the Report of the Comptroller and Auditor General of India (Civil) - Government of Karnataka. 3. Audit of accounts of Government companies is conducted by the Comptroller and Auditor General of India (CAG) under the provisions of Section 619 of the Companies Act, 1956. 4. In respect of Karnataka State Road Transport Corporation, Bangalore Metropolitan Transport Corporation, North Western Karnataka Road Transport Corporation and North Eastern Karnataka Road Transport Corporation, which are Statutory corporations, the Comptroller and Auditor General of India is the sole auditor. As per State Financial Corporations (Amendment) Act, 2000, the CAG has the right to conduct the audit of accounts of Karnataka State Financial Corporation in addition to the audit conducted by the Chartered Accountants, appointed by the Corporation out of the panels of auditors approved by the Reserve Bank of India. In respect of Karnataka State Warehousing Corporation, the CAG has the right to conduct the audit of their accounts in addition to the audit conducted by the Chartered Accountants, appointed by the State Government in consultation with the CAG.

ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI ASHWINI KUMAR CHOUBEY) (a) The Ministry has granted total 26 Environmental Clearances (EC) under the provisions of the EIA Notification, 2006, as amended to the coal based power plants during the last five years. The list of EC granted during the said period is at Annexure-I. (b) As per information compiled by the Central Electricity Authority (CEA), 126 coal based thermal power plant units have been shut down during March 2016 to June 2021 due to various reasons viz. techno-economic and commercial considerations including compliance of emission norms. The list of these coal based thermal power plant units including dates of retirement are enclosed at Annexure-II. (c) & (d)The CEA in November, 2019 has identified 81coal based old and inefficient thermal power plant units for tentative retirement after examining on case to case basis.
