Mr. Stephen J. Moree provides a significant amount of information regarding his personal experience working primarily in defense relations with Singapore and other Southeast Asian nations. It gives an intimate look at a topic which rarely sees much press coverage. Table of contents Biography] Mr. Stephen J. Moree was bom in 1 %2 in London Ontario, Canada. After obtaining a Maters Degree in Criminal Justice and management from the University of Tennessee, Mr. Moree eventually enlisted in the United States Air Force in 1984 at the age of 22 and served in the Security Forces branch, working first as a Northeast Asia Foreign area officer and later on in the Air Force International Affairs Office. He has been assigned to the Secretary of the Air Force, international affeirs since 15 June 2003. After six years, he served in "Operation Desert Storm" from 1990 to 1991. While on active duty Mr. Moree was awarded numerous decorations, to include the Meritorious Service Medal with silver oak leaf cluster. He eventually retired from the Air Force in 2006, attaining the rank of Lieutenant Colonel. -

NAVAL RESERVE OFFICER TRAINING CORPS Military Science –1 (MS-1) COURSE ORIENTATION Training Regulation A. Introduction: The conduct of this training program is embodied under the provisions of RA 9163 and RA 7077 and the following regulations shall be implemented to all students enrolled in the Military Science Training to produce quality enlisted and officer reservists for the AFP Reserve Force. B. Attendance: 1. A minimum attendance of nine (9) training days or eighty percent (80%) of the total number of ROTC training days per semester shall be required to pass the course. 2. Absence from instructions maybe excuse for sickness, injury or other exceptional circumstances. 3. A cadet/ cadette (basic/advance) who incurs an unexcused absence of more than three (3) training days or twenty percent (20%) of the total number of training during the semester shall no longer be made to continue the course during the school year. 4. Three (3) consecutive absences will automatically drop the student from the course. C. Grading: 1. The school year which is divided into two (2) semesters must conform to the school calendar as practicable. 2. Cadets/ cadettes shall be given a final grade for every semester, such grade to be computed based on the following weights: a. Attendance - - - - - - - - - - 30 points b. Military Aptitude - - - - - 30 points c. Subject Proficiency - - - - 40 points 3. Subject proficiency is forty percent (40%) apportioned to the different subjects of a course depending on the relative importance of the subject and the number of hours devoted to it. The present report, which covers the period from January to December 2009, is submitted pursuant to paragraph 19 of Security Council resolution 1882 (2009), by which the Council requested me to submit a report on the implementation of that resolution, resolutions 1261 (1999), 1314 (2000), 1379 (2001), 1460 (2003), 1539 (2004) and 1612 (2005), as well as its presidential statements on children and armed conflict. 2. Order Code RS20697 October 10, 2000 CRS Report for Congress Received through the CRS Web Philippine-U.S. Security Relations Larry Niksch Specialist in Asian Affairs Foreign Affairs, Defense, and Trade Division Summary In 1999, the Philippines and the United States reached agreements to revive the security relationship, which had declined following the U.S. withdrawal from military bases in 1992. The two governments concluded a Visiting Forces Agreement that will allow U.S. military personnel to enter the Philippines for joint training and other cooperative activities. The two governments also agreed to formulate a new U.S. military support program for the Philippines. The future of the security relationship will be affected by several issues such as the Philippine-China dispute in the South China Sea, the Muslim insurgency in the southern Philippines, and by the degree of effectiveness of the Philippine’s own defense buildup program. U.S. policy decisions related to these issues will include the size and scope of a military support program, the role of the South China Sea in the U.S. defense commitment to the Philippines, and the scope of U.S. diplomacy concerning the Philippines’ security problems. This report will be updated periodically. Until 1992, the Philippines and the United States had an intimate security relationship based on a 1947 military bases agreement and a 1952 Mutual Defense Treaty. In the treaty, each party promises to “act to meet the common danger” of an armed attack on the other party “in accordance with its constitutional process.” The treaty specifies that an armed attack includes “an armed attack on the metropolitan territory of either of the parties, or on the island territories under its jurisdiction in the Pacific, or on its armed forces, public vessels or aircraft in the Pacific.” The security relationship was frayed in 1991 when the Philippine Senate voted to reject ratification of a new U.S.-Philippines agreement to extend U.S. -

History The Philippines had long been a seafaring nation. Early Filipino inhabitants came from across the seas - from Ancient China, Borneo and Malay Peninsula. For centuries, seafaring natives living along the coastal areas of the country have sailed across the uncharted waters of the surrounding seas in their frail little boats. The Filipino seafarers engaged in a very active trade and made regular voyages to neighboring countries in Southeast Asia and the Far East. -

The Management of Threats in Singapore: Civil-Military Integration Isaac Neo Yi Chong Introduction Compared to many other militaries around the Southeast Asia region, the Singapore Armed Forces (SAF) has remained “one of the least politically-oriented national military forces in Southeast Asia” (Huxley, 1993, p. 1), with the government having firmly established civilian supremacy over the military. With a large citizen army due to a policy of conscription requiring every Singaporean male to serve two years of “National Service” (NS), and a long-running tradition of military scholar-officers permeating the ranks of the civil service and political leadership, one would expect the SAF to play a political role in a highly militarised state. Instead, as Chan Heng Chee (1985, p. 136) notes, “the most striking feature of the Singapore scene is the undisputed predominance of the civilian sector over the military.” This phenomenon is often attributed to a strong “civil-military fusion,” where the military functions as an integral part of the administrative structure of the state, complementing its social and economic domains, and identifies fully with the “values, interests, and national goals” of the civilian government instead of having its own ideological positions (T. Y. Tan, 2001, p. 278). However, most explanations of civil-military relations in Singapore focus more on institutional explanations. What has been underexplored are how structural factors, such as international and domestic threats, affect relations between state, society, and the military and hence the level of civilian control over the military. A key proponent of this approach, Michael Desch, predicts that in a country like Singapore, which has arguably experienced high and persistent levels of internal and external threats for most of its history, should suffer from degraded civilian control of the military (Table 1). -
