Following Belgium’s June 2010 election it took 541 days of negotiations before a (PS; PES) led coalition government took office in December 2011. The other parties in government are: Christian Democratic and Flemish Party (CD&V; EPP), Reformist Movement (MR; ALDE), Socialist Party Different (sp.a; PES), the Open Flemish and Democrats (Open-VLD; ALDE) and Humanist Democratic Centre (cdH; EPP). The New Flemish Alliance (N-VA; EFA), a pro-Flemish independence party, were the only major party shut out of the broad coalition government and they currently hold a substantial, for Belgium, lead in the polls at the moment. It is difficult to see the next government forming without them, however, with the divisions between Flemish and French speaking populations, on top of other political differences, predictions regarding coalition negotia- tions are difficult to make. The Bulgarian general election in May left its parliament very finely balanced. The incumbent Citizens for European Development of Bulgaria (GERB; EPP) government were forced to bring the scheduled election by two months following mass protests. Despite this, GERB still won the most seats in parliament, but came 23 seats short of a majority and with no feasible partners were unable to form a governing coalition. This paved the way for a technocratic government, supported by the Bulgarian Socialist Party (BSP; PES) and the Movement for Rights and Freedoms (DPS; ALDE) to form on 29 May 2013. However, with its coalition partners holding only half of parliament’s seats, and with protests already being held, the government may struggle to serve a full term. Following the collapse of the Civic Democratic Party (ODS; AECR) led coalition in 2009 an interim government was formed until the scheduled elections a year later. Despite winning the most seats in the election the leader of the opposition Czech Social Democratic Party (ČSSD; PES) immediately resigned paving the way for another centre-right coalition led by ODS. They were joined in government by Tradition Responsibility Prosperity 09 (TOP09; EPP) and Public Affairs (VV; No European affiliation). In June this year a scandal involving prime minister Petr Nečas has caused a political crisis in the Czech Republic. Nečas resigned from office and the coalition government was disbanded leading to the formation of an interim technocratic government. However, this new administration immediately lost a vote of confidence and early elections will take place this month. The 2011 Danish election was a close battle between broad coalitions of the left and the right. The incumbent Government, led by the Left, Liberal Party of Denmark (V; ALDE) was narrowly defeated by the Social Democrats (SD; PES) led opposition. The Social Liberals (RV; ALDE) and the Socialist People’s Party (SF; NGLA) are part of the coalition government with the Red–Green Alliance (EL; European Left) offering confidence and supply. Recently relations between the coalition and the Red-Green Alliance have soured to the point were the latter has threatened to withdraw its support. If this threat was carried out, Denmark would head for early elections, favouring the Liberal Party coalition, given their current commanding lead in the opinion polls. Next General Election: 2015

Before the 2011 parliamentary election, Estonia was governed by an Estonian Reform Party (RE; ALDE) led coalition. The Reform Party have managed to increase their lead over their main opposition, the Estonian Centre Party (K; ALDE), and subsequently formed a new coalition government with the Union of Pro Patria and Res Publica (IRL; EPP). The political situation in Estonia is relatively stable compared to some EU member states but the steady rise of the Social Democratic Party (SDE; PES) since the last election is noteworthy and opinion polling suggests they are currently enjoying similar levels of support to the Reform Party and the Centre Party. The 2011 general election was notable for the breakthrough of the EU-sceptic True Finns (PS; MELD), who came third pushing the senior partner in the centre-right coalition government, the Centre Party (KESK; ALDE) into fourth place. The National Coalition Party (KOK; EPP) emerged as the largest party but with only 44 of 200 seats. After two months of negotiations an agreement was reached to form a six party coalition government with: the Social Democratic Party (SPD; PES), the Left Alliance (VAS; European Left), the Green League (VIHR; European Greens), the Swedish People’s Party in Finland (SFP; ALDE) and the Christian Democrats (KD; EPP). Of the parliamentary parties only the Centre Party and the True Finns remain in opposition.

Despite the number of parties in the coalition there is no sign the government is in danger of collapsing in the near future. As no party is currently receiving much more than 20 per cent of support in opinion polls the outcome of any election would be hard to predict. It is worth noting that Finland has a semi-presidential system and its president has some powers relating to foreign and defence policy. However, the prime minister deals with EU affairs. In France’s semi-presidential system the directly elected president appoints the prime pinister. François Hollande was the victorious Socialist Party (PS; PES) candidate in the 2012 presidential election, defeating the Union for a Popular Movement (UMP; EPP) president Nicolas Sarkozy. Hollande named Jean-Marc Ayrault as his prime minister and the Socialist Party dominated cabinet contains some members from the left coalition; the Radical Party of the Left (PRG; No European Affiliation) and Europe Ecology – The Greens (EELV; European Greens). Hollande has had a difficult start to his presidency and there has been some tension within the government, particularly with the Greens. However, the government would still enjoy a majority in parliament without their support, and, as impeachment is the only way a president can be removed from office, France’s political situation is stable at the moment. Prior to the 2009 election the two biggest parties in Germany governed as part of a grand coalition. The Christian Democratic Union/Christian Social Union (CDU/CSU; EPP) led the coalition with the Social Democratic Party (SPD; PES) as the junior party. The drop in support for the SPD in the 2009 general election allowed the CDU/CSU to form a centre-right coalition with the Free Democratic Party (FDP; ALDE). This autumn’s election resulted in a strong showing for the CDU/CSU as they almost secured a majority in Parliament. However, the FDP failed to win any seats therefore a continuation of the previous coalition is not possible. The Panhellenic Socialist Movement (PASOK; PES) won a majority in the 2009 election but stood aside in late 2011 to allow a technocratic government to take over due to the financial crisis. Elections were brought forward from 2013 to May 2012 and the crisis led to a breakdown of the party system; PASOK and the main opposition party New Democracy (ND; EPP) won fewer than half the parliamentary seats between them. The rise of the Coalition of the Radical Left - Unitary Social Front (SYRIZA; European Left) and the neo-Fascist (XA; ENF) meant even forming a moderate, grand coalition proved difficult. A second election took place just six weeks later and although the results were not widely different from May a centrist coalition was possible. New Democracy, the biggest party in the new parliament, formed an “austerity” coalition with PASOK and Democratic Left (DIMAR; No European Affiliation). DIMAR’s subsequent withdrawal from the coalition in June 2013 indicates the country’s political situation is still far from stable. Current polling indicates Golden Dawn would come third if an early election were called which should encourage the moderate parties to work together for the foreseeable future. In the 2010 Hungarian election the Hungarian Civic Union (Fidesz; EPP) won a landslide victory, defeating the Hungarian Socialist Party (MSZP; PES) who had spent two terms in power. Fidesz, with their coalition partner the Christian Democratic People’s Party (KDNP; EPP), enjoy a two-thirds majority in the parliament. Fidesz has used this majority to amend the constitution, which has led to concerns from opponents and foreign observers about Hungarian democracy. The two main opposition parties Fine Gael (FG; EPP) and the (Lab; PES) became the two largest parties following the election and formed a coalition government with a strong parliamentary majority. Recent opinion polls have shown a drop in support for the coalition partners, particularly for the Labour Party. With Fianna Fáil recovering strongly following their defeat and Irish Republicans Sinn Féin (SF; No European Affiliation) showing strong support an early election would not suit the government, but, despite some defections, its majority in parliament remains substantial. The People of Freedom (PdL; EPP) / Lega Nord (LN; MELD) coalition that took power after the 2008 election stood down in 2011 during the financial crisis and was replaced by a technocratic, unity government. In late 2012, the PdL withdrew their support forcing the scheduled 2013 election to be brought forward to February. Although the centre-left coalition, led by the Democratic Party (PD; No European Affiliation) won the most seats in the election they did not hold a majority in both legislative houses.

The success of Beppe Grillo’s populist, protest party Five Star Movement (M5S; No European Affiliation), and their decision not to enter into any coalition, made government formation difficult. After two months of negotiations, and a change in the PD leadership, a grand coalition formed involving: People of Freedom, Civic Choice (SC; No European Affiliation), Union of the Centre (UdC; EPP) and a minister from the Italian Radicals (RI; ALDE).

As only one Italian government has served a full five year term since the second world war an early election is always likely, as the recent vote of confidence highlights. Current opinion polls indicate support for M5S has receded, leaving PdL and the PD in a stronger position than they were before the last election. Next General Election: 2018; Presidential: 2020

The Unity (V; EPP) / Union of Greens and Farmers (ZZS; EGP) coalition government that formed following the 2010 election lasted just nine months before Latvia’s first ever parliamentary dissolution referendum led to new elections. The referendum was called by the then president Valdis Zatlers in response to alleged corruption in the parliament, who subsequently formed the Reform Party (RP; No European Affiliation) and contested the resulting election.

The 2011 election resulted in a drop in support for the two coalition partners, particularly ZZS, and the pro-Russian Harmony Centre (SC; No European Affiliation) won the most seats in Parliament. They were unable to form a government, allowing a coalition led by Unity, with the Reform Party and the National Alliance (NA; AECR) to take power. Current opinion polls show Harmony Centre with a big lead whilst the Reform Party’s support completely collapsed. Although early elections would not favour the parties in government it is worth noting that no Latvian government has lasted a full term in office. The Christian Social People’s Party (CSV; EPP) prime minister Jean-Claude Juncker is the longest serving current head of government in the European Union, however in the middle of a spying scandal he was forced to announce early elections in July. Until the election Juncker will remain as prime minister and he is running for re-election. Luxembourg has tight restrictions on the publication of opinion polls and so predicting the exact outcome of the election is tricky, however, the CSV have led all but one government since the second world war. The CSV have formed coalition governments with Luxembourg Socialist Workers’ Party (LSAP; PES) for the last two terms, and the Democratic Party (DP; ALDE) and the Greens (Gréng; EGP) form the other main political parties. Since 1998 no Dutch Government has lasted a full term so when the People’s Party for Freedom and Democracy (VVD; ALDE) led coalition fell after the Party for Freedom (PVV; No European Affiliation) withdrew its confidence and supply support in 2012 it was not altogether unsurprising. In 2011, Portugal’s minority Socialist Party (PS; PES) government fell after less than two years in office due to issues stemming from the financial crisis. In the subsequent elec- tion, the Social Democratic Party (PSD; EPP) won the most parliamentary seats and formed a coalition with the Democratic and Social Centre – People’s Party (CSD-PP; EPP). The financial crisis is still causing issues for the government and during this summer the CSD-PP leader almost withdrew support for the coalition. After three years in power the Democratic Liberal Party (PDL; EPP) led coalition fell in spring 2012 following months of street protests against the administration. Without fresh elections a new government was formed, led by the main opposition party the Social Democratic Party (PSD; PES). The PSD had formed a nation alliance National Liberal Party (PNL; ALDE), the Conservative Party (PC; No European Affiliation) and National Union for the Progress of Romania (UNPR) entitled the Social Liberal Union (USL). The USL won the December 2012 election by a landslide; easily defeating the PDL led Right Romania Alliance (ARD). Current opinion polls are showing support for the USL is still very strong so early elections are unlikely.

Romania has a semi-presidential system and the president is de facto head of government when his party is in power. The current president is coming to the end of his second term and is unable to run for a third; the USL candidate Crin Antonescu is the current frontrunner for next year’s election. he last ten years have seen a steady grow of maritime traffic in the Baltic Working for safer Sea. While it is a sign of a prospering economy, it may also mean that ship maritime oil transport T accidents causing marine pollution have become more likely. in the Baltic Sea A swift national and transnational response to marine pollution incidents at sea is therefore of outmost importance. The marine environment of the Baltic Sea is vulnerable and highly sensitive to any release of oil or other harmful substances.

MIMIC project has researched and developed methods to prevent oil spill accidents and combat oil spills in case of an accident in cost effective ways. By studying all aspects of oil spill accidents, from prevention to clean-up, MIMIC has developed a model that will help the authorities what measure would prove most effective in any given scenario.

Already in use in Finland and Estonia, the model can be easily applied anywhere in the Baltic Sea Region. It accounts for elements such as vessel traffic, the weather, and possible security threats, and in case of an oil spill the model accounts type of oil, where the oil would land, and whether it is threatening any particularly vulnerable coastal zones.

MIMIC, which stands for Minimizing risks of maritime oil transport by holistic safety strategies, is funded mainly by the EU’s Central Interreg IV A Programme. Amid the financial crisis, the minority Spanish Socialist Workers’ Party (PSOE; PES) government brought forward scheduled elections by four months to December 2011. The election was won by the administration’s main opposition, the People’s Party (PP; EPP), which subsequently formed a majority government. Spanish governments have not always managed to serve a full term and, as the current administration is facing a corruption scandal, there is a possibility the next election will be called early. Although the People’s Party still hold a lead in opinion polls their support has dropped significantly since their victory. This does not seem to have benefited the main opposition party PSOE, with the United Left (IU; PEL) and the Spanish unionist party Union, Progress and Democracy (UPyD; No European Affiliation) showing the biggest increase in support. Prior to Sweden’s 2010 general election, the centre-right Alliance coalition, led by the Moderate Party (M; EPP) governed Sweden with a majority. The government’s main opposi- tion was the Red-Green Alliance, led by the Swedish Social Democratic Labour Party (SAP; PES), but, despite losing seats and their majority, the Alliance continued in power as a minority government. The other parties in the coalition are: the Liberal People’s Party (FP; ALDE), the Centre Party (C; ALDE), and the Christian Democrats (KD; EPP). Although the Red-Green Alliance is officially disbanded at the moment, opinion polls indicate it would be on course to win next year’s election if it were to reform. The last election was noteworthy for the right-wing, nationalist party the Swedish Democrats (SD; No European Affiliation) entering parliament for the first time. As they are not aligned to either coalition their presence, and growing strength, has made it more difficult for either alliance to achieve a parliamentary majority. The previous Labour Party (Lab; PES) government suffered a heavy defeat in the UK’s 2010 election, but the main opposition party the Conservatives (Con; AECR) were unable to win a majority of seats in parliament. This led to an unprecedented peace-time coalition government forming in the United Kingdom, with the Liberal Democrats (LD; ALDE) as the junior partner. Although there is little history to reference, the coalition government has proved to be very stable and is likely to last the majority of its scheduled term in office. Current opinion polls show Labour ahead with a moderate, but stable lead. Whether the lead is big enough to achieve a majority in an election, however, is debatable. Both coalition partners, especially the Liberal Democrats, have suffered a drop in support, whereas the EU-sceptic United Kingdom Independence Party (UKIP; No European Affiliation) are currently polling well.
