FUNCTIONS Section 205 of the Constitution of the Republic of South Africa, 1996 (Act No. 108 of 1996), provides that the functions and objects of the police service are as follows: “205. (1) The national police service must be structured to function in the national, provincial and, where appropriate, local spheres of government. (2) National legislation must establish the powers and functions of the police service and must enable the police service to discharge its responsibilities effectively, taking into account the requirements of the provinces. (3) The objects of the police service are to prevent, combat and investigate crime, to maintain public order, to protect and secure the inhabitants of the Republic and their property, and to uphold and enforce the law.” 2.1 NATIONAL LEVEL (1) DIRECTORATE FOR PRIORITY CRIME INVESTIGATION (“HAWKS”) Responsible for the combating, investigation and prevention of national priority crimes such as serious organized crime, serious commercial crime and serious corruption (2) INTERNAL AUDIT • administratively reports to the National Commissioner and functionally to the Audit Committee • evaluate risk and control processes of the Service in order to provide an assurance on its adequacy and effectiveness • review of controls over the information technology and systems of the Service • investigate allegations of fraud and corruption by members of the Service • review the effectiveness, efficiency and economic use of resources of the Service (3) COMMUNICATIONS Responsible for effective internal and external communication (4) CRIME INTELLIGENCE • Crime Intelligence Gathering • Crime Information Analysis Centre • Crime Information Management Centre • Counter Intelligence • Operational Support (5) LEGAL SERVICES • Legal Advisory Services • Legal and Policy Services • Legal Support : Policing • Legal Support : Resources -4- (6) DETECTIVE SERVICES Responsible for the maintaining of an effective crime investigation service (7) CRIMINAL RECORD CENTRE AND FORENSIC SCIENCE SERVICES The management of criminal records and the collection and analysis of physical evidence related to crime prevention and crime detection as well as the facilitation of technology development in the Service (8) INSPECTORATE • Complaints investigations • Assessment of service delivery standards and performance relating to service delivery (9) PROTECTION AND SECURITY SERVICES • VIP Protection Services • Static and Mobile Security • Port of Entry Security • Railway Police • Government Security Regulator • Operational Support • Strategic Communications • Business Intelligence (10) SUPPLY CHAIN MANAGEMENT • Procurement, Provisioning Administration, Inventory and Armoury Management • Facility and Services Management • Vehicle Fleet and Radio Technical Management (11) OPERATIONAL RESPONSE SERVICES • Crowd Management • Air Wing • Intervention Units • Special Task Force • Border Police • Training Development • Public Order (12) HUMAN RESOURCE MANAGEMENT • Personnel Provision and Maintenance • Employee Assistance Services • Service Terminations and Behaviour Management (13) HUMAN RESOURCE DEVELOPMENT • ETD Research and Curriculum Design and Development • ETD Systems, Skills Development and Quality Management • Basic Training Provision • In-service Training Provision • External Training Coordination and General Skills Provision -5- (14) FINANCIAL SERVICES Financial Services and management of the national budget (15) AUXILIARY SERVICES Rendering an administration – and security support function (16) VISIBLE POLICING • Social Crime Prevention • Police Emergency Services • Visible Policing (17) INFORMATION TECHNOLOGY SERVICES Responsible for an effective information and systems management 2.2 PROVINCIAL LEVEL (1) PROVINCIAL COMMISSIONER In general, the core functions of a provincial commissioner are as follows: (a) Exercising command and control over the Service under his or her jurisdiction in the province subjected to the power of the National Commissioner in accordance with legislation and directives. (b) Being responsible for rendering a professional policing service in the province with regard to — • preventing, combating and investigating crime; • maintaining public order; • protecting and securing the inhabitants of the Republic and their property; and • upholding and enforcing the law; (c) Liaising and coordinating with the MEC, the National Commissioner and the provincial- and divisional commissioners; and (d) Properly managing, controlling and using resources (human and physical) allocated to the province. (2) STATION COMMANDER In general, the core functions of a station commissioner are as follows: (a) Developing community based policing; (b) Effectively and efficiently preventing, investigating, combating and managing crime within the service area of the station; (c) Managing all police resources at station level, including — • human resources; • logistical and financial resources; and • administrative services; 6 (d) Ensuring proper service delivery by the station’s personnel; (e) Serving on management boards of the area to develop strategies for all the above; (f) Managing Police Priorities and Objectives at station level; and (g) Being responsible and accountable for the implementation of the Service Delivery Improvement Programme 7 3.
