Securitization Summary Securitization would permit utilities to refinance remaining debt on power plants as bonds backed by a ratepayer guarantee. This tool is used to reduce the financial impact when utilities retire coal plants before they have finished paying for their construction.

Renewable Summary This legislation is meant to help Missouri utility Natural Gas companies receive financial help transitioning to renewable natural gas. The measure would require the Public Service Commission to allow gas companies to offer a voluntary renewable natural gas program. Energy Choice Summary Energy choice legislation continues to crop up in the Missouri legislature in response to larger urban areas adopting climate goals that will be difficult to achieve with continued reliance on natural gas. The bill in question would prohibit political subdivisions from prohibiting the connection of a utility service based upon the type or source of energy.
