    Odhikar’s Fact Finding Report/5 and 6 May 2013/Hefazate Islam, Motijheel/Page-1 Summary of the incident Hefazate Islam Bangladesh, like any other non-political social and cultural organisation, claims to be a people’s platform to articulate the concerns of religious issues. According to the organisation, its aims are to take into consideration socio-economic, cultural, religious and political matters that affect values and practices of Islam. Moreover, protecting the rights of the Muslim people and promoting social dialogue to dispel prejudices that affect community harmony and relations are also their objectives. Instigated by some bloggers and activists that mobilised at the Shahbag movement, the organisation, since 19th February 2013, has been protesting against the vulgar, humiliating, insulting and provocative remarks in the social media sites and blogs against Islam, Allah and his Prophet Hazrat Mohammad (pbuh). In some cases the Prophet was portrayed as a pornographic character, which infuriated the people of all walks of life. There was a directive from the High Court to the government to take measures to prevent such blogs and defamatory comments, that not only provoke religious intolerance but jeopardise public order. This is an obligation of the government under Article 39 of the Constitution. Unfortunately the Government took no action on this. As a response to the Government’s inactions and its tacit support to the bloggers, Hefazate Islam came up with an elaborate 13 point demand and assembled peacefully to articulate their cause on 6th April 2013. Since then they have organised a series of meetings in different districts, peacefully and without any violence, despite provocations from the law enforcement agencies and armed Awami League activists.

Throughout the World, universities change the society and remain the center of change and development. In Bangladesh a number of universities both public and private were set up so far theoretically emphasized on unlocking potential at all levels of society and creating a pool of highly trained individuals to contribute to the national development. But in practice these universities are very weak and do not change anything. Better understanding among teachers and students, introduction of modern teaching methods and dedication of teachers and students can improve the culture of higher education in Bangladesh. On-line banking can act as a complementary factor of e-business. Bangladesh Bank has recently argued to introduce automated clearing house system. This pushed up- ward transition from the manual banking system to the on-line banking system. The study has been undertaken to ob- serve present status of the e-business and as its complementary factor on-line banking system in Bangladesh. The arti- cle analyzes the data collected from Bangladeshi banks up to February 2010 and also used snowball sampling tech- niques to gather answer from the five hundred respondents who have already been using on-line banking system on the basis of a questionnaire which was prepared for this study purpose. The study found that dealing officials of the banks are not well conversant about their desk work. The author observed that the country can benefit from successful utiliza- tion of e-business as this will help to enhance productivity.

Physical feature and socio-historical background Kushtia is not an ancient township but one of the eighteen oldest districts in independent Bangladesh. There is no much evidence to know the ancient history of Kushtia. The only tool to be informed about the district what was portrayed through description by different persons based on different regimes in the region governed. Hamilton's Gazetteer has mentioned of Kushtia town and of the fact that the local people called the town Kushtay (Kushte). In Tolemy's map, several little islands have been portrayed under the Ganges basin. These islands are considered as ancient Kushtia. 1 The district was under Natore Zemindar in 1725. Then it was under Rajshahi civil administration of Kanadarnagar Pargana. 2 Later East India Company transferred Kushtia under Jessore district in 1776. It was brought under Pabna district in 1828. Then Mahkuma Administration was established under Kushtia in 1861 and then brought under Nadia district.3 During the British rule, railway connection with Kolkata, capital of British India, established in 1860, made the town an alluring location for mills and factories, including the Jagneshwar Engineering Works (1896), Renwick and Company ( 1904 ), and the Mohini Mills (1919).

Khaleda Zia, head of the Bangladesh Nationalist Party (BNP), stepped down as prime minister in October 2006 when her five-year term of office expired and transferred power to a caretaker government that would prepare for general elections scheduled for January 22. On January 11, in the wake of political unrest, President Iajuddin Ahmed, the head of state and then head of the caretaker government, declared a state of emergency and postponed the elections. With support from the military, President Ahmed appointed a new caretaker government led by Fakhruddin Ahmed, the former Bangladesh Bank governor. In July Ahmed announced that elections would be held by the end of 2008, after the implementation of electoral and political reforms. While civilian authorities generally maintained effective control of the security forces, these forces frequently acted independently of government authority. The government's human rights record worsened, in part due to the state of emergency and postponement of elections. The Emergency Powers Rules of 2007 (EPR), imposed by the government in January and effective through year's end, suspended many fundamental rights, including freedom of press, freedom of association, and the right to bail. The anticorruption drive initiated by the government, while greeted with popular support, gave rise to concerns about due process. For most of the year the government banned political activities, although this policy was enforced unevenly.
